FRENCH FIRST REPORT OF THE COMMITTEE ON ADMINISTRATION > FINANCE AND LEGAL MATTERS The Committee on Administration, Finance and Legal Matters held its first, second and third meetings.on 9> 13 and 14-February 196I under the Chairmanship of Dr H. Van Zile Byde (United States of America). On the proposal of the Committee on Nominations^ Dr R..Vannugli (Italy) was elected Vice-Chairman and Mr A. B. Sar (Senegal) Rapporteur. The.Committee established a Legal Sub-Committee, open to all delegations^ to consider legal and constitutional aspects of any item which might be referred to it. The Sub-Committee consisted of delegates of the following countries: Australia,. Belgium, Ceylon, China, France, Ghana, Greece, Iraq, Israel, Italy, Morocco, Saudi Arabia, Switzerland, United Arab Republic, United States of America and Viet Nam. Certain agenda items were referred to this Sub-Committee, and its recommendations, as adopted by the Committee on Administration, Finance and Legal Matters, will be embodied in the reports.of the Committee. The Committee decided to recommend to the Fourteenth World Health Assembly the adoption of the following resolutions: 1. Status of collection of annual contributions' and of advances to the Working Capital Fund Having considered the report of the Director-General on the status of collection of contributions and of advances to the Working Capital Fund as at p 31 December i960; * - ' -" : 1 Document A14/8 2 Documents A14/AFL/12 and A14/AFL/12 Add.l

2 A14/16 page 2 Noting with satisfaction the collection of contributions in respect of the i960 budget and of advances to the Working Capital Fund; Noting that three Members, Bolivia, Uruguay and Yemen, were in arrears for amounts which equal or exceed their contribution for the preceding two full years; and Having carefully considered the provisions of Article 7 of the Constitution and the provisions of paragraph 2 of resolution WHA8.I3 relating to ihe suspension of voting privileges, 1. CALLS THE ATTENTION of Member governments to the importance of paying their contributions as early as possible in the Organization's financial year; 2. REQUESTS Member governments that have not done so to provide in their national budgets for regular payment to the World Health Organization of their annual contributions; and 3. REQUESTS the Director-General to communicate with the three Members in arrears for two years or more and advise them that the Health Assembly hopes they will be able to pay their contributions as soon as possible and in any case by the time of the next World Health Assembly, in order to avoid the question of suspension of voting rights as provided in Article 7 of the Constitution." 2. Travel expenses and allowances for members of the Executive Board Considering that the per diem paid to members of the Executive Board was established in July 1948 and that costs have increased since that date; and Taking into account resolution 1588 (XV) adopted by the General Assembly of the United Nations at its fifteenth session, DECIDES 1. Members of the Executive Board shall be paid a per diem allowance at the rate of $ 23 while attending meetings in Geneva, $ 30 while attending meetings in New York, and while attending meetings elsewhere at a rate to be fixed by the Executive Board and not to. exceed the equivalent of $ 23; 2. The applicable per diem allowance shall be paid to members of the Executive Board during periods of necessary travel to and from the place of meeting and attendance at the place of the meeting except that such allowance will be reduced to $ 10 for each full day (midnight to midnight) when travelling by sea." 4. Assessments for. Use of Russian as a Working Language in the Regional Organization for Europe Having cqnsidered the recommendation of the Executive Board in resolution EB26.R54, which was based on the recommendation of the Regional Committee for Europe for the phased introduction of Russian as a working language in the Regional Organization for Europe, with a view to full implementation by 1963, 1. ACCEPTS in principle the recommendation of the Executive Board; and 2.
