2 FOREWORD It is both my pleasure and honour on behalf of Audit Roundtable, to welcome you to the 2nd Special Edition National Focus on Service Delivery Improvement Plan Indaba 2018, under the banner: A Transformed Public Service, A Better Service Delivery. Technical analysis of economic development accept that public sector governance, efficient management of resources as well as measurement and evaluation are the cornerstone of a country s economic progress. It is important to understand that the public sector goes beyond just a mere government since government is part thereof. However, when it comes to service delivery, citizens know the government as the provider of services without understanding the complex value chain of service delivery which implicates the entire public sector. There are a number of challenges hampering municipalities from delivering effectively and efficiently: good governance, sustainable financial management, and infrastructure investments and maintenance. However, perhaps the most essential challenge is creating a serving culture focused on putting people first. It is important to note that there is crucial relationship between governance and service delivery. The extent to which there are deficiencies in municipal governance is the same extent to which service delivery is being suffocated, which results in community protests. This special edition event brings together local and international thought leaders and practitioners to share and exchange critical analyses and best practices on strategies to implement the SDIP within their respective departments. The main aim at guiding the economic development sectors at all leadership levels towards effectual service delivery and sustainable on economic growth and distribution of economic activity. 4 SOME KEY RESEARCH FINDINGS The National average score for service delivery across the five key indicators was 59.77%. Nama Khoi (major town: Springbok) is the highest ranking local municipality where 94% of the population has access to basic services. Gert Sibande district, which recently experienced service delivery strikes in Standerton and Balfour, appears 4th on the improvement index. At 43.62% Mafikeng, the capital of the North West Province, scored the lowest on the overall improvement index. Nkandla local municipality only provides basic services to 32% of its population, although its improvement index scores higher than the national average. Mbhashe local municipality, in which former President Mbeki s home town is situated, has been identified as needing urgent attention because only 21% of its residents have access to basic services. The City of Tshwane was the lowest scoring metro on both the status and improvement indices. Its score was only lifted due to the fact that it had a 22% increase in total households. At 89.5%, the City of Cape Town delivers the best service followed by Johannesburg at 88.5%. Gauteng and the Western Cape took the top two rungs on the status index (83.1% & 82.6% respectively) but also the bottom two positions in terms of improvement (47.4% & 48.4% respectively). Limpopo boasts the highest percentage of people living in formal dwellings (83.2%) but is the only province to score below 50% on the status index this is because it only provides formal sanitation to 23% of its population and waste removal to 18.8% of its population.
