1 Global Biodiversity Policy Agenda 1 of the Italian Presidency of the Council of the EU (1 July 31 December 2014) Introduction The international biodiversity agenda will be extremely busy during the Italian Presidency of the Council of the EU. We need to prepare EU participation and positions for CBD CoP 12 and for CMS CoP 11. As regards Nagoya Protocol, depending on its possible entry in force, we need to prepare MoP 1 or, otherwise, discussions on ABS in CBD CoP 12. In December the Standing Committee of Bern Convention will have our attention and, in the meanwhile, we will probably have to prepare for the third plenary of IPBES that is likely to be in January The challenging international agenda calls for a strong collaboration within the EU, Members States and Commission, to make possible for the EU to maintain its prominent role in the international negotiations. CBD CoP 12 The most important issues addressed by CBD CoP 12 agenda are: - The mid-term review of progress towards the goals of the Strategic Plan for Biodiversity ; - The mobilisation of resources for the implementation of the Strategic Plan, considered in its multi-dimensional approach; - Marine and coastal biodiversity, including the process for identification of marine areas that might require particular protection; - Various issues related to biodiversity and climate change, which will also contribute to shaping the agenda for the UNFCCC CoP 20; - The contribution to be made by the CBD and its Parties to the post-2015 development agenda and to the negotiations on SDGs. 1 Provisional version of 28 May Page 1/4

2 The EU position on most of the items on the foreseen CoP 12 agenda will be defined in the context of the WGRI5. The commitment of the Presidency will be to update and strengthen the EU commitment in view of its negotiation at international level. ABS/MoP 1 NP By 7th July, it will be clear whether the first ABS MoP will occur concurrently with the CoP 12 or ABS issues will be treated in the framework of the whole CBD. The commitment of the Presidency will be to tailor the Nagoya Protocol EU position to the scheduled scenario. The EU position on most of the items on the foreseen MoP 1 agenda were agreed upon and finalized at the last ICNP3 and considered by the CBD Executive Secretary in the drafting of the final recommendations to the CoP 12. Yet, some key open issues will be further examined among EU and its MS in order to update and strengthen the EU commitment in view of their negotiation at the international level. To this purpose and in consideration of the ongoing ratification process at MS level, an ABS informal expert meeting will be held next 4-5 September, in Rome. CMS CoP 11 The main issue on the table will be the adoption of the Strategic Plan for Migratory Species , developed in line with the Aichi targets and possible amendments to the CMS Appendices. Many technical items will be discussed (Work Programme on Climate Change, Ecological Networks, Bird Poisoning, Action Plan on Landbirds), among which the adoption of Guidelines on Renewable Energy Technologies Deployment and Migratory Species will have a special importance. Among the institutional matters, the restructuring and revision of the modus operandi of the Scientific Council and further synergies within the CMS Family are worth a mention. Provisional Calendar During the Italian Presidency, seven WPIEI meetings will be conducted in Brussels on the July,10 September, 24 September, 28 October, 19 November and 10 December. Two informal Expert Meetings have also been scheduled, respectively on Resource Mobilisation and on the ABS/Nagoya Protocol, and a third, on CMS, is to be confirmed. A possible High Level (Ministerial) informal meeting to be held at the beginning of September in preparation to CBD CoP 12 is currently under discussion. This Roadmap is a living working document which will be developed further during the Presidency. Page 2/4
