1 MUNICIPALITY OF THORNE Regular Sitting held on March 2, 2010 Minutes of the meeting of the Municipality of Thorne held on Tuesday, March 2, 2010 at 7:00pm in Thorne Township, under the chairmanship of the Mayor, Mr. Ross Vowles. 1. OPENING AND ATTENDANCE 2. VISITORS E. Pasch, M. Guitard, J. Schock-Pulley, E. Dagenais-Schwartz, R. Charette, K. Kelly Jean and Jerry Kluke to point out an error on the Municipal website Glen Sparling to question regulations regarding septic systems Berend Tol and Shawn Murdock to question the increase to property taxes Gilles Ouimet to discuss the need for financial aid for the TCRA s renovations Jack Carriere to inquire regarding a grant for road maintenance for Murdock road Marilee Delombard and Robert Wills to question how council plans to encourage residents to reduce their production of household garbage 3. ADOPTION OF THE AGENDA 60-03/2010 It is moved by E. Pasch and resolved to adopt the agenda as modified. Carried 4. ADOPTION OF THE MINUTES OF THE FEBRUARY 2, 2010 MEETING 61-03/2010 It is moved by K. Kelly and resolved to adopt the minutes of the February 2, 2010 meeting. Carried 5. ADOPTION OF THE MINUTES OF THE PLANNING COMMISSION MEETING HELD ON FEBRUARY 24, 2010 MEETING 62-03/2010 It is moved by K. Kelly and resolved to adopt the minutes of the Planning Commission meeting held on February 24, Carried 6. FOLLOW-UP 1) Old Road Allowance The Director General (DG) continues to work with the Municipality s legal advisor on selling an old road allowance. 2) Meeting with Dump Attendant New responsibilities were outlined to the Dump Attendant 3) Pick-up Box It was decided that council will not purchase a pick-up box 4) Commission Protection Territoire Agricole du Québec The CPTAQ is allowing a ratepayer to build a new house in the agricultural zone 5) McDowell Olympic Opening Ceremonies 63-03/2010 It is moved by K. Kelly and resolved to send a letter of congratulations to the McDowell Retired Teachers Olympic Committee on how well organized the Olympic Opening Ceremonies were and to thank them for inviting representatives from Thorne. Carried 7. DEEDS There were 4 deeds for the month of January 2010 but no deeds for February INSPECTOR S REPORT There were 25 inspections for the month of January FAMILY POLICY 64-03/2010 It is moved by M. Guitard and resolved to add the Municipality Friend of Seniors program as part of the development of its Family Policy. Carried Page 154

Dagenais-Schwartz and resolved to authorize the Director General to present a grant application for and in the name of Thorne in the amount of $24,000 to the Ministère de la Famille et des Aînés for the addition of the Municipality Friend of Seniors as part of the development of its own Family Policy. Carried 66-03/2010 It is moved by E. Pasch and resolved to authorize M. Guitard to sign a protocol between the Ministry and the municipality for the grant installment and all other documents related to the financed project. Carried 10. FÉDÉRATION QUÉBÉCOISE DES MUNICIPALITÉS (FQM) 67-03/2010 It is moved by R. Charette and resolved to renew the annual membership with the Fédération Québécoise des Municipalités (FQM). Carried 11. COTTAGE LIVING 68-03/2010 It is moved by K. Kelly and resolved to renew the ad in Cottage Living. Carried 12. LOISIR SPORT OUTAOUAIS 69-03/2010 It is moved by M. Guitard and resolved to have the Recreation Committee submit an application for a grant for the outdoor rink through the Programme d appui à l offre de service de loisir en milieu rural. Carried 13. ABUSE OF /2010 It was moved by M. Guitard and resolved to write a letter to a ratepayer concerning his fraudulent emergency call to 911. Carried 14. WORKING FUND This item was deferred to the next regular meeting. 15. WATERFALL ROAD A ratepayer was issued a citation for driving an ATV on Waterfall road. 16. CULTURAL INITIATIVES SUPPORT PROGRAM This item was deferred to the Recreation Committee to discuss if there are any projects eligible for the program. Page 155

3 17. FORMATION OFFERT PAR L ASSOCIATION DES DIRECTEURS MUNICIPAUX DU QUÉBEC (ADMQ) 71-03/2010 It is moved by K. Kelly and resolved to enroll the Director General in the course offered by the ADMQ for March 23, 2010 in Gatineau and to cover all expenses. Carried 18. DUMP 72-03/2010 It is moved by K. Kelly and resolved to inform Oktoberfest Ladysmith that the Municipal minitransfer station will not be able to accept their garbage and that they will need to make alternative arrangements with a contractor of their choice. Carried 73-03/2010 It is moved by J. Schock-Pulley and resolved to have a public meeting on April 17 th, 2010 at 10am at the TCRA, regarding the dump. Carried 74-03/2010 It is moved by E. Pasch and resolved to buy 2 new signs for the dump, one with the hours of operation and one regarding the prices of large priced items. Carried 19. CIVIL SECURITY COURSE Council decided that due to the date of the course no personnel will be able. 20. SENIOR HOUSING GROUP OF OTTER LAKE 75-03/2010 It is moved by E. Dagenais-Schwartz and resolved to send a letter to the Senior Housing Group of Otter Lake supporting their project to have a residence of 18 units built in Otter Lake for area seniors. Carried 21. GENIVAR This item was deferred to the next regular meeting. 22. WATERCOURSE MANAGEMENT 76-03/2010 It is moved by M. Guitard and resolved to sign the agreement for Watercourse Management and Clearance Work with the MRC Pontiac. Carried 77-03/2010 It is moved by E. Dagenais-Schwartz and resolved to confirm with the MRC that Mr. Lloyd Kluke will be the person responsible for the maintenance and clearance of Watercourses in the Municipality of Thorne and that he has authority to enter private properties any time it is necessary in order to carry out those duties. REGIONAL COUNCIL OF CULTURE OF THE OUTAOUAIS Council is not interested in being members of the CRCO for a fee of $ CONNEXION FIBRE PICANOC 78-03/2010 It is moved by M Guitard and resolved to support Connexion Fibre Picanoc in the deployment of high-speed Internet on the territory of all 35 municipalities of MRC Pontiac and Vallee-de-la- Gatineau, in order to deposit the financial request and to agree on a protocol agreement between the Ministry and Connexion Picanoc. Carried 25. WOUNDED WARRIORS.CA 79-03/2010 It is moved by K. Kelly and resolved to donate $ to Wounded Warriors.ca. Carried 26. RELAY FOR LIFE The Municipality will not be entering a team in the Relay For Life. 27. DONATION TO LIBRARY This item was deferred to the TCRA. 28. SUBDIVISION REQUEST 80-03/2010 It is moved by K. Kelly and resolved to accept the Planning Commission s recommendation to allow the subdivision as long as the ratepayer follows the legal proceedings to make the lot less derogatory. Carried 81-03/2010 It is moved by J. Schock-Pulley and resolved to keep the Planning Commission public member s remuneration at $10 per meeting although the members will be compensated for mileage. Carried 29. CHIP FM 82-03/2010 It is moved by K. Kelly and resolved to become members to CHIP FM for $120. It is recorded that Councilor E. Dagenais-Schwartz is against. Carried 30. Ministère des Affaires municipales, Régions et Occupation du territoire (MAMROT) 31. GROUPE CLR Council will meet on April 6 th to discuss what project will be used to apply to MAMROT for a grant through their program for Devitalized communities. Mayor Ross Vowles and Fire Chief Mike Guitard will attend the meeting on March 16, 2010 in Campbell s Bay regarding a potential 911 service provider. Page 157

5 32. HIGHSPEED TOWERS The MRC requested information on any locations in Thorne where high speed towers might be potentially installed. 33. MAYOR S REPORT OF THE MRC MONTHLY MEETING There was no Monthly Mayor s meeting at the MRC. 34. BUSINESS ARISING FROM MRC MEETING No business arising from MRC meeting. 35. AT VARIA: 1) Fines Thorne received $ from fines given by the Sûreté du Québec. 36. PAYMENT OF INVOICES 83-03/2010 It is moved by R. Charette and resolved that invoices totaling $82, be paid. Carried Certificate of Authority of Funds. I, the undersigned, Ginger Finan, Director General for the Municipality of Thorne certify that there are credits available to pay the expenses listed above. Whereof, this certificate is given in Ladysmith, this March 2, BONDING Ginger Finan Director General 84-03/2010 It is moved by J. Schock-Pulley and resolved to have the casual office assistant bonded. Carried 38. EASTER CLOSURE 85-03/2010 It is moved by E. Pasch and resolved to close the office on Friday, April 2nd and Monday, April 5th. Carried 39. TCRA 86-03/2010 It is moved by E. Pasch and resolved to write a letter of support regarding the TCRA s plans for the renovations to the community building. Carried 40. ADJOURNMENT OF THE MEETING 87-03/2010 It is moved by E.
