Triple-A for the enviroment make IT simply better Prototyping a concept of linking data, definitions and regulations stored in one central register to an interactive map as user interface for an environmental permit application Arnoud de Boer FOSS4G Seoul 18 September 2015

Bert wants to open a restaurant at this location

and perhaps he will later on the dike wants to open a terrace

and a ballroom.

He wanted to know whether it can do and what rules he must follow

and if he must submit or request something.

Hans is a civil servant and adopts the regional plan.

Hans looks at Bert s request and decides whether or not his plans fits within the regional plan.

After opening the restaurant, Hans checks if it meets all the rules.

Hans and Bert have to get the information in many different places in the current situation.

Chances are that Hans thereby gets more and different information than Bert

In both cases, the informative is often incomplete and insufficiently reliable...

Hereby, more research is needed which takes time and causes irritation and delay

That is why the Dutch government is working on a new Enviromental Act which makes everything simply better

New Enviromental Act One law that simplifies and bundles all laws and rules in the field of the environment. Under current legislation: 26 laws, 4700 article 120 governmental decrees 120 ministerial regulations New Environmental Act: 1 law, 349 articles 4 governmental decrees 10 ministerial regulations

System reform of environmental law It should be simpler, more efficient and better Law protects civilians, but also gives room for initiatives Support and encourage sustainable development Flexibility and decentralized, unless Transparant and efficient procedures

IT System reform of environmental law Optimum digital support for environmental law Improving the availability, usability and stability of the data Coherent system of information services

Towards one digital counter with all information adapted to needs of its users

and which gives Hans and Bert access to the same information.

This requires a central facility with the digital counter, the registers with information and infrastructure

Avenue of the environment information homes with registers for different areas Water, Nature, Air, Safety, Noise, Heritage, Spatial, Soil, Building,

Dutch system of government base registrations

with most spatial datasets available as open data...

based on OGC standards in the Dutch SDI portal.

Success of Dutch SDI for public sector is arrived: now towards making datasets also available to non-geo experts.

Via the infrastructure between the digital counter and the public registers

information is conveyed from, for example, the Dutch government base registrations

the register with all Dutch laws, decrees and regulations

The data provided to Bert and Hans should meet (in Dutch) a triple-b requirement

or in English, a triple-a requirement.

Developing a prototype which presents a concept of linking data, definitions and regulations

using an interactive map as user interface.

Starting question: Do I need an environmental permit for

for applying a change in business activity?

Impact assessment of air quality to determine the effects on nearby nature reserves.

Initiator indicates the location of the expanding cattle barn on the map and fills in the requested details

and a request is sent to a remote web service of the National Institute for Public Health and the Environment (RIVM)

which returns the grid cells (GeoJSON) where limit values of emissions are exceeded.

Calculating the emissions of nitrogen and ammonia after expanding a waste management company.

If user does not know the meaning of a particular concept, the definition is provided via a tooltip...

which gets legislation and definitions of concepts in information models from a central register: avenue catalogue.

Semantics of legislation and information models are seperated from data and information services and connected via Linked data.

Again, a request is sent to a remote web service of the National Institute for Public Health and the Environment (RIVM)

which returns the grid cells (GeoJSON) where limit values of emissions are exceeded.

The design and construction of this entire infrastructure (including standards and techniques) is now being implemented

so IT gets simply better for Bert and Hans in the near future.
