2 O.U.V. as the key feture for inscription THE WH COMMITTEE INSCRIBES ONLY PROPERTIES HAVING APPROVED O.U.V.

3 O.U.V. Outstanding universal value means cultural and/or natural significance which is so exceptional as to transcend national boundaries and to be of common importance for present and future generations of all humanity. As such, the permanent protection of this heritage is of the highest importance to the international community as a whole. The Committee defines the criteria for the inscription of properties on the World Heritage List. (Operational Guidelines 49)

4 O.U.V. States Parties are invited to submit nominations of properties of cultural and/or natural value considered to be of "Outstanding Universal Value" for inscription on the World Heritage List. (Operational Guidelines 50)

5 O.U.V. At the time of inscription of a property on the World Heritage List, the Committee adopts a Statement of Outstanding Universal Value (see paragraph 154) which will be the key reference for the future effective protection and management of the property. (Operational Guidelines 50)

15 POLICY ISSUES 5 O.U.V. OF/FOR SERIAL NOMINATIONS DISADVANTAGES : THE NECESSITY OF CONVINCING ARGUMENTS FOR JOINING PROPERTIES REQUIREMENT OF A COMMON MANAGEMENT STRUCTURE OR SYSTEM; ISSUES OF PRESTIGE:WHICH ELEMENT WAS MORE IMPORTANT SHOULD NOT BE SEEN AS IMPORTANT FEATURE!

16 POLICY ISSUES In the case of serial properties, a management system or mechanisms for ensuring the coordinated management of the separate components are essential and should be documented in the nomination (see paragraphs ).

17 POLICY ISSUES 6 OG 61 d) the States Parties co-authors of a transboundary or transnational serial nomination can choose, amongst themselves and with a common understanding, the State Party which will be bearing this nomination; and this nomination can be registered exclusively within the ceiling of the bearing State Party.

18 SERIAL PROPERTIES 137. Serial properties will include two or more component parts related by clearly defined links: a) Component parts should reflect cultural, social or functional links over time that provide, where relevant, landscape, ecological, evolutionary or habitat connectivity.

19 SERIAL PROPERTIES 137. b) Each component part should contribute to the Outstanding Universal Value of the property as a whole in a substantial, scientific, readily defined and discernible way, and mayinclu de, inter alia, intangible attributes. The resulting Outstanding Universal Value should be easily understood and communicated.

20 SERIAL PROPERTIES 137. c) Consistently, and in order to avoid an excessive fragmentation of component parts, the process of nomination of the property, including the selection of the component parts, should take fully into account the overall manageability and coherence of the property and provided it is the series as a whole and not necessarily the individual parts of it which are of Outstanding Universal Value.

21 SERIAL PROPERTIES 138. A serial nominated property may occur : a) on the territory of a single State Party (serial national property); or b) within the territory of different States Parties, which need not be contiguous and is nominated with the consent of all States Parties concerned (serial transnational property)

22 SERIAL PROPERTIES 139. Serial nominations, whether from one State Party or multiple States, may be submitted for evaluation over several nomination cycles, provided that the first property nominated is of Outstanding Universal Value in its own right. States Parties planning serial nominations phased over several nomination cycles are encouraged to inform the Committee of their intention in order to ensure better planning.

24 PRACTICAL ISSUES 2 DETAILED AND WORLDWIDE (!) COMPARATIV ANALYSIS TO BE ADDED USE SCIENTIFIC METHODES AND FORMAT! AVOID TO ANNEX COMPROMISING PICTURES OTHERWISE THE WORST WILL BE PRESENTED DURING EVALUATION - BOTH IN ICOMOS AND WH COMMITTEE SESSION

25 PRACTICAL ISSUES 3 ALL THE ELEMENT OF THE NOMINATION FILE SHOULD BE CLEAR AND SHORT, BUT EXHAUSTIV AND UNDERSTANDIBLE FOR THOSE WHO ARE NOT FAMILIAL WITH THE REGION THE LANGUAGE OF THE FILE SHOULD BE AS PERFECT AS IT WAS DONE BY A NATIVE SPEAKER THE BEST DO THE SAME IN ENGLISH AND FRENCH SEE TRANSLATOR S MISTAKES!

26 PRACTICAL ISSUES 4 PAY ATTENTION TO THE TITLE OF THE NOMINATION WHICH SHOULD BE CONVINCING ALREADY IN ITSELF! ALSO PAY ATTENTION TO THE EXECUTIV SUMMARY IF POSSIBLE WITH ONE CONVINCING MAP AND ALSO 1-3 CONVINCING PICTURES!
