1 External Vacancy Announcement I. Introduction The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens Charter is an important foundation for the Government s reform agenda, contributing to a number of priority areas including: Ensuring Citizens Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships. The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10-year period: Basic health services Basic education access Safe drinking water and sanitation Improved farming technologies and the delivery of extension services Rural connectivity with tertiary roads Rural renewable energy

Roles and Responsibilities The Executive Director (ED) supports the MRRD Minister and Deputy Minister for Programs in all aspects of the CC's management. Broadly, the ED is directly responsible for strategic, policy and program planning; donor coordination and fund raising; internal control and audit; and institutional relationships. He/she is also responsible for supervising and monitoring all work of the Operations Directorate, Sectorial Directorates, CC Departments and Facilitating Partners of the Program. Specific responsibilities include: Strategic supervision of all program structure including Directorates, Departments and Provincial and District Office. Ensure close coordination with other participating ministries in the Citizens Charter, including the full and timely sharing of information; participation in inter-ministerial committees; ensuring good cross-ministerial working relationships, and participation in periodic joint reviews and evaluations. Program development according to the vision of the Government, including helping formulate that vision with reference to sustainability of the institutions created and subprojects financed. National-level strategic, technical and programmatic leadership including representing the CC within the MRRD leadership meetings, strategic planning working groups etc. This also includes serving as the Secretariat of the CC Steering Committee which is chaired by the Ministry of Finance. Donor-coordination and fund-raising including building and implementing a coherent donor liaison policy for the Program, addressing gaps in management of grants, ensuring timely and accurate reporting to donors, facilitating joint and individual donor supervisory and/or support missions, etc.

3 Fund-raising on behalf of the Program, including updating donors of currently available funds and shortfalls against commitments, expanding donor base to attract new donors and increased funding from current donors, etc. Representing CC in the High Council for Governance, and other National Priority Program (NPP) coordination bodies. Ensure the establishment of CC offices in all provinces and target districts under Phase 1 of the Charter. Oversight of all work handled by the Executive Directorate, including but not limited to program design, general program monitoring, internal control, etc. Overseeing and supporting CC Public Communication Unit Overall management of all grievances and responsive coordination meetings with all CC-related departments at the HQ level on a monthly basis to ensure that the grievances are processed through a Standardized Grievances Mechanism. Follow up on CC legal issues with Attorney General Office and other Legal Authorities. Supervise/oversight training linkages with AIRD through the exchange of faculty staff, training curricula and beneficiaries. Ensuring adherence to grant/funding requirements by the World Bank and all other stakeholders in the Program, including but not limited to external audit requirements. Active leadership in designing future phases of the CC, including consideration for CDCs as institutions in the national policy framework, sustainability of investments made in completed subprojects, and the best possible implementation structure given the transition and possibilities for reduction in future financing. Regular coordination and liaison with the World Bank, Ministry of Finance and other donors Direct oversight over the recruitment and work performance of the Director of Operations (DoO) Working closely with the MRRD leadership and other programs to better align CC's implementation to MRRD's strategic intent and goals. Lead strategic coordination and communication with CC implementing ministries to address issues. Lead coordination and communication with MRRD/CC Sector Directors of the MRRD programs. Oversight of internal and external Monitoring and Evaluation of the CC within MRRD. Oversight all Human Resource Management (HRM) of CC within MRRD. Any other functions as may be required by the MRRD leadership.

4 III. Qualifications & Experience Requirements Academic Qualifications: A minimum of a Master s degree in community/rural development, project management or a similar field is required. A PhD degree in a relevant field is considered an advantage. Work Experience: A minimum of 10 years of work experience with large development programs. At least 7 years of direct experience in development program management at senior levels, and at least 5 years of direct experience in government-managed development initiatives required. Direct experience in World Bank funded national programs is considered an advantage. Other Requirements: Understanding of the Afghan Government structure, and local governance policies Understanding of the MRRD's mandate, operations, departments and programs Ability and willingness to travel all over Afghanistan and abroad as required for work Management and administrative skills Leadership, communication and team work skills Working efficiency in Microsoft Office packages Working fluency in English Excellent written and oral skills in Dari and Pashtu High integrity and accountability in all aspects of project monitoring Ability to establish and maintain effective working relationships with all related stakeholders Any/all education documents without attestation of the ministry of higher education will not be consider.
