12 Regulatory background On behalf of Hungary regarding to the Convention on the TransBoundary Effects of Industrial Accidents Signature: 18 March, 1992 Ratifying, approving: 2, June 1994 Notification of approval was deposited with the Depositary: 19of April, 2000: Entry into force: 1 of January, Government Decree No. 128/2001. (VII. 13.) on the announcement of the United Nation Economic Commission for Europe Convention on the transboundary effects of industrial accidents, signed in Helsinki on 17. March 1992.

21 Reception of notification from abroad in case of an industrial accident the officer on duty shall receipt by fax the warning message/report in foreign language and shall interpret it shall inform the head of Prevention of Major Industrial Accident and Supervision Department on the reception of the message/report who shall propose by the data and information he possesses for the officer on duty measures to do, or applying of the working group for major industrial accident of the Crisis Management Centre or employing experts from the Prevention of Major Industrial Accident and Supervision Department alarming and informing of the appointed experts who evaluate the possible extent and weight of major industrial accident and the effects of of it on inhabitants home and abroad ( situation evaluation) in addition to the above the officer on duty shall send the information and notification by the information order regarding to the management of emergency situation of the Duty Centre and regarding to the operation order of the working group for major industrial accident of the Crisis Management Centre the appropriate form of reporting shall be filled in by the situation evaluation and the measurement of the head of Prevention of Major Industrial Accident and Supervision Department

22 Forwarding notification in case of a national major industrial accident the officer on duty shall get information on the occurence of a national major industrial accident or its direct threat in accordance with the information order regarding to the management of emergency situation of the Duty Centre after the interpretation of the event the head of Prevention of Major Industrial Accident and Supervision Department shall be informed who in case of its necessity - - shall propose by the data and information he possesses for the officer on duty measures to do, or applying of the working group for major industrial accident of the Crisis Management Centre or employing experts from the Prevention of Major Industrial Accident and Supervision Department alarming and informing of the appointed experts who evaluate the possible extent and weight of major industrial accident and the effects of of it on inhabitants home and abroad ( situation evaluation) by the decision of the head of Prevention of Major Industrial Accident and Supervision Department the filling in and forwarding of the the appropriate notification form to the national and foreign organs concerned shall be executed in addition to the above the officer on duty shall send the information and notification by the information order regarding to the management of emergency situation of the Duty Centre and regarding to the operation order of the working group for major industrial accident of the Crisis Management Centre

23 MoLaRi System Meteorological, chemical Monitor and Warning of inhabitants system (MoLaRi) The system has 3 parts: - system of chemical monitor and meteorological ends - communication and electronical data transferring system - warning and information system of inhabitants
