III ADOPTION OF MINUTES 1 Minutes of the August 10, 2015 Regular Meeting of Council MOTION Councillor Needham moved to accept the minutes of the August 10, 2015 Regular Council Meeting as presented. 2 2 Minutes of the August 12, 2015 Governance and Priorities Committee Meeting MOTION Councillor Behnke moved to accept the minutes of the August 12, 2015 Governance and Priorities Committee Meeting as presented. 3 Minutes of the August 31, 2015 Special Meeting of Council MOTION Councillor Burr moved to accept the minutes of the August 31, 2015 Special Meeting of Council as presented. IV PUBLIC HEARINGS 1 Removal of Reserve Designation Mayor Tarpey declared the Statutory Public Hearing open at 5:06 p.m. The purpose of the Public Hearing is to provide members of the public an opportunity to address Council before a decision is made on the removal of a reserve designation from Lot R2, Plan 3761HW. The Public Hearing was advertised in the Record Gazette on August 19 and 26, No written submissions were received. Renate Bensch, Acting CAO, gave a Town of Peace River. presentation on behalf of the Mayor Tarpey called for those is favour of the removal of the reserve designation to come forward to speak. No one in attendance came forward to speak in favour of the removal of the reserve designation. 3 Invitation Mayor Tarpey called for any person who is deemed to be affected and wishes to be heard to come forward to speak. No one in attendance came forward to speak with regards to the removal of the reserve designation. Mayor Tarpey asked if there were any questions from members of Council. Mayor Tarpey asked for concluding statements. There being none, Mayor Tarpey declared the Public Hearing closed at 5:11 p.m. V PRESENTATIONS 1 None VI BYLAWS 1 Public Behaviour / Disturbance Bylaw Update MOTION Councillor Ford moved to accept the briefing for the Public Behaviour/Disturbance Bylaw for information. VII UNFINISHED BUSINESS 1 None VIII NEW BUSINESS 1 Alberta Games - to Bid MOTION Councillor Sawchuk moved that the Town of Peace River: 1. submit a letter to the Ministry of Culture and Tourism, indicating the support for a regional bid for the 2018 Alberta Summer and Winter Games; and 2. the Town submit a letter of intent for the 2017 Alberta 55 Plus Games; and furthermore that the Town of Grimshaw, Village of Berwyn, County of Northern Lights, Northern Sunrise County, Municipal District of Peace #135, and Village of Nampa be invited to participate in an ad hoc committee to include both Council and administration representatives Page 3of9

4 Launch from each municipality to review the three games options, consult with key stakeholders, and to finalize a regional bid. 2 Sisters in Spirit Proclamation and Memorial Rock MOTION Councillor Behnke moved that the Town of Peace River proclaim October 4, 2015 as Sisters in Spirit Day in Peace River and enable the Mayor and Council to attend the event, and furthermore that the request to place a memorial rock at Riverfront Park be approved. 3 Recreation Facility Committee MOTION Councillor Needham moved to direct administration to write a letter to the Recreation Facility Committee advising that the Town of Peace River will be retiring the arena once a new facility is constructed. 4 Fuel Purchasing MOTION Councillor Needham moved that the Town of Peace River purchase fuel through the AAMDC program. 5 Briefing Note - of New Website MOTION Councillor Ford moved to accept the briefing note on the launch of the new website for information. 6 Water Charge Dispute MOTION Councillor Behnke moved that no adjustment be made to utility account # and that a letter be sent to the customer informing them of Council s decision. 5 Road 7 Mighty Peace Golf Club Request to Meet with Council MOTION Councillor Ford moved that the Mighty Peace Golf Club be invited to the October 5, 2015 Regular Meeting of Council to present their business plan. 8 Request for Sponsorship MOTION Councillor Sawchuk moved that the Town of Peace River will provide $1, in funding to the Make Peace Foundation for the purchase of benches and stepping stones to be installed at the Peace Pole once the group has obtained the additional amount of $5, Offer to Purchase Land 1. Portion of SW W5M - 2. Lot 17, Block 9, Plan 3735AX Plan MOTION Councillor Sawchuk moved that Council approve, in principle, the sale of the portion of SW W5M described as Road Plan for a cost of $5,000.00, subject to all legislated requirements being met with respect to Road Closure Bylaw No MOTION Councillor Behnke moved that the Town accept the offer to purchase Lot 17, Block 9, Plan 3735AX for $5,000 subject to a caveat being registered on the title forbidding any development of permanent structures to occur on that property. 6 September Against: Councillor Burr Councillor Ford 10 Land Use Planning Municipal Internship MOTION Councillor Burr moved the Town of Peace River support MMSA s application for an intern under Land Use Planning Internship program for term. the that the 11 Muscular Dystrophy Awareness Month MOTION Councillor Sawchuk moved Council proclaim September 2015 as Muscular Dystrophy Awareness Month in that the Town of Peace River.
