3 Statutory Special Council Meeting The purpose of this Special Meeting of Council is to discuss potential revisions that may be required to the Town s Official Plan and provide an opportunity for the public to offer comments to Council regarding any issues or matters that should be considered in the Official Plan Review. Pursuant to Section 26(3)(b) of the Planning Act, before making revisions to the Town s Official Plan, the Town is required to hold a Special Meeting of Council, open to the public, to discuss the revisions that may be required.

4 Study Purpose Current Official Plan approved in February 2012, (Planning Act requires review/update every 5 years). Scoped review to focus primarily on matters of Provincial and County policy. Reflect updated legislation and planning frameworks, including: o Recent Amendments to the Planning Act o Provincial Policy Statement, 2014 o Essex County Official Plan, 2014 o Essex Region Source Protection Plan

5 Project Status WSP retained in November 2017 to assist in the Official Plan Review. Preparing a Draft Issues and Policy Directions Report Supporting Studies (on-going): o Natural Heritage Discussion Paper (ERCA)

8 Overview of Matters to Review Growth Projections Conform to the County Official Plan. Town s population forecast of 24,400 to 2031 (increase of 3,000 persons from 2011). Town s Official Plan forecasts 22,762 to 26,467 persons to The settlement area boundaries are reflected in the County Official Plan, and are sufficient to accommodate forecasted growth to 2031.

9 Overview of Matters to Review Community Structure / Settlement Hierarchy Direct majority of growth to settlement areas: o Primary Settlement Area (Town of Kingsville, and portion of Lakeshore Residential West) o Secondary Settlement Areas (Village of Cottam, Hamlet of Ruthven, Lakeshore Residential Areas, and areas of Industrial designations) Primary Settlement Areas are the focus of growth County of Essex Official Plan Schedule A2 Settlement Structure Plan (excerpt)

10 Overview of Matters to Review Residential Intensification The County Official Plan requires that 15% of all new residential development annually occur by way of intensification (within built-up areas). The Official Plan should: o identify an intensification target (15%) o provide polices to direct residential intensification to appropriate locations o include built form policies to protect the character of existing stable residential neighborhoods. The Town is currently achieving the residential intensification target.

11 Overview of Matters to Review Affordable Housing The County Official Plan requires that the Town plan to achieve a minimum affordable housing target of 20% of all new development. Official Plan policies should identify strategies to encourage provision of affordable housing, and alternative forms of housing. The Town s secondary dwelling unit policies (OPA 5) is a means to assist the Town in achieving their affordable housing target.

12 Overview of Matters to Review Parks and Open Space Implement policy recommendations from the Town s Parks, Recreation, Arts and Culture Master Plan: o policy direction on when to take parkland vs. cash-in-lieu of parkland dedication o identify lands that are unsuitable for parkland dedication (i.e., hazard constraints) o increase its target to 2.5 hectares of active parkland per 1,000 residents

13 Overview of Matters to Review Natural Heritage Updates to reflect PPS, 2014, and County Official Plan, for the protection of natural heritage features and updated mapping. Identification of a natural heritage system consistent with the Essex Region Natural Heritage System Strategy. Policy recommendations will be further identified through the Natural Heritage Review Discussion Paper.

14 Overview of Matters to Review Source Protection Plan Implement Essex Region Source Protection Plan, including policies and mapping to address significant drinking water threats and restrict certain uses. New mapping to identify: o Intake Protections Zones o Highly Vulnerable Aquifers o Significant Groundwater Recharge Areas

15 Overview of Matters to Review Agricultural Area Policies Update policies for consistency with PPS, 2014 and Province s Guidelines on Permitted Uses in Ontario Agricultural Areas, 2016, including: o agricultural uses o agriculture-related uses o on-farm diversified uses. Provide flexibility to accommodate a range of agricultural uses. Implement recommendations of the ongoing County of Essex Agricultural Lot Size Study.

16 Overview of Matters to Review Transportation Policies Update policies to implement the Town s Transportation Master Plan, 2012, including road classifications and road improvements. Active Transportation Policies Include new policies and mapping to implement the Town s Active Transportation Master Plan, 2012 and the County Wide Active Transportation System.

17 Next Steps Draft Issues and Policy Directions Report (early 2018) Draft Official Plan Amendment (Spring 2018) Public Open Houses (Summer 2018) Final Official Plan Amendment (Summer 2018) Statutory Public Meeting (Fall 2018) Council Adoption (Fall 2018)

18 Recommendations It is recommended: Council receive the report prepared by WSP dated February 7, 2018, respecting the Town of Kingsville 5-Year Official Plan Review: Statutory Special Meeting of Council under Section 26(3)(b) of the Planning Act for information purposes. Council direct Administration and WSP Canada Group Limited to consider all public comments received during the Official Plan Review process.
