1 White City Minutes of the Regular Councii Meeting for the Town of White City in the Province of Saskatchewan held June 18, 2018 in Council Chambers at 14 Ramm Avenue East PRESENT: Bruce Evans, Mayor Howard Slack, Deputy Mayor Andrew Boschman, Councillor Cecil Snyder, Councillor Hal Zorn, Councillor Rebecca Otitoju, Councillor Scott Moskal, Councillor STAFF: Ken Kolb, Town Manager Jessica Glasser, Manager of Governance and Legislative Services Delainee Behrns, Development Officer Gary Schmidt, Manager of Public Works ORDER: Mayor Evans called the meeting to order at 7:00 pm. 147/18 June 18, 2018 Regular Council Meeting Agenda Snyder/Moskal: THAT the June 18, 2018 Regular Council Meeting agenda be adopted as presented. Councillor Rebecca Otitoju entered council chambers at 7:03 p.m. DELEGATIONS Ministry of Highways and Infrastructure - Regina Bypass Highway Signage Program Fred Antunes, Deputy Minister and Rocky Boyko, Director, Southern Operations Mr. Antunes provided an update regarding the upcoming changes to the Regina Bypass highway signage project. Council discussed their concerns regarding the project and reiterated that the Town of White City would like to meet with the Ministry of Highways and Infrastructure and the R. M. of Edenwold No. 158 to resolve any outstanding issues and have the project reach completion. <

2 148/18 June 04, 2018 Regular Council Meeting Minutes Zorn/Boschman: THAT the June 04, 2018 Regular Council Meeting minutes be approved as presented. 149/18 Correspondence Slack/Boschman: THAT the correspondence be accepted. 150/18 Accounts for Approval and Ratification of Payroll Slack/Otitoju: THAT cheque nos to and online payments for item numbers to , totaling $564,293.28, be approved for payment; and THAT employee payroll direct deposits of $33, be accepted as presented. Deputy Mayor Howard Slack assumed the chair at 8:13 p.m. 151/18 Bank Reconciliation and Financial Statement Otitoju/Zorn: THAT the bank reconciliation for the month of April 2018 and statement of financial activities for the period ending April 30, 2018 be accepted as presented. 152/18 Town Manager Report Snyder/Boschman: THAT the Town Manager verbal report be accepted. 153/18 Public Works Department Report Evans/Moskal: THAT the Public Works Department report be accepted. 3 154/18 Fire Department Report Randy Schulz, Fire Chief, provided an update on the following items: review of recent calls answered by the White City Fire Department; Mr. Schulz will be meeting with Regina Bypass to discuss traffic support services for emergency situations; the R. M. of Edenwold No. 158 will be entering into an agreement with the Regina Fire Department to obtain backup support services; ratepayers will be responsible for any costs associated with calls answered by the Regina Fire Department; the Enbridge community grant will be used to fund a new command center and to replace several selfcontained breathing apparatus'; a volunteer member of the White City Fire Department attended the Saskatchewan Regional FireFit competition in Martensville, SK and placed in the top 20; Last year, Reg Oxtoby and Norm Kindred received long-service merit awards from the Province of Saskatchewan; this year they are also being honoured by the Government of Canada with a community longservice award. Snyder/Moskal: THAT the Fire Department verbal report provided by Randy Schulz, Fire Chief, be accepted. 155/18 Proposed Agricultural Subdivision - NE W2M - B.C. Unlimited Liability Company Slack/Boschman: THAT resolution 105/18 be rescinded; and THAT the proposed agricultural subdivision located in NE W2M (CP File T R) be recommended for approval by the Community Planning Branch of the Ministry of Government Relations, subject to the applicant entering into a servicing agreement with the Town of White City at the time of any future subdivision. 156/18 22 McKenzie Pointe Bosch man/slack: THAT the home-based business application for 22 McKenzie Pointe to operate a furniture construction business be approved. 4 157/18 32 Dawn Bay Slack/Snyder: THAT the home-based business application for 32 Dawn Bay to operate a jewelry business be approved. Councillor Andrew Boschman returned to council chambers at 9:07 p.m. 158/18 10 Aspen Place Moskal/Otitoju: THAT the home-based business application for 10 Aspen Place to operate a first aid training business office be approved. Deputy Mayor Howard Slack assumed the chair at 9:16 p.m. Mayor Bruce Evans declared a conflict of interest and left council chambers at 9:16 p.m. 159/18 Proposed Residential Subdivision Lease - LS W2M - RM of Edenwold No. 158 Snyder/Zorn: THAT the proposed residential surface lease to expand the Copper Sands development located at S W2M (CP File R R) be recommended for approval by the Community Planning Branch of the Ministry of Government Relations, as the Town of White City: is not aware of any land uses in the vicinity that would be incompatible with the intended use of the proposed site, or any conditions that make the land unsuitable for the intended use; and does not have any facilities that could be affected by the proposed development. 5 COMMITTEE REPORTS WCRM158 Wastewater Management Authority Councillor Cecil Snyder Councillor Cecil Snyder provided an update on construction of the new wastewater treatment plant. The floor has been poured at the new wastewater treatment plant, panels damaged by the wind have been replaced, and plant equipment will be delivered once the floor is set. Mayor Bruce Evans Mayor Bruce Evans met with Honourable Gordon Wyant, Q.C., Minister of Education to discuss the need for a new elementary and high school in the area. Mayor Evans and Minister Wyant toured current schools and potential locations of future elementary and high schools. 160/18 Adjourn Moskal/Zorn: THAT the meeting adjourn at 9:33 p.m. ~ Town Manager Page 5 of 5
