1 UNITED NATIONS Tuesday, 4 December 2012 United Nations Climate Change Conference 2012 COP 18 and CMP 8 Doha, 26 November 7 December 2012 Daily Programme Opening of the High Level Segment The opening of the High Level Segment of the eighteenth session of the Conference of the Parties and the eighth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol will be attended by H. H. Sheikh Hamad Bin Khalifa Al-Thani, Emir of the State of Qatar, H. H. Sheikha Moza bint Nasser, H.H. Sheikh Tamim Bin Hamad Al-Thani, Crown Prince and H. E. Sheikha Al Mayassa Bint Hamad Al Thani. The High Level Segment will take place in Plenary I and will be addressed by the Executive Secretary of the UNFCCC, the Secretary-General of the United Nations, His Excellency the President of COP 18/CMP 8 and His Excellency the Emir of the State of Qatar. Participants are asked to take their seats in Plenary I at to ensure that the opening can begin promptly at Parties who have not done so may still collect their tickets from the information desk on the ground floor of the QNCC. The tickets must be collected by an authorized member of the delegation. For the opening of the High Level Segment, access is based on the ticket system outlined on page 2 of the Daily Programme Addendum on the High Level Segment. The proceedings can also be followed on the screens in Plenary II and on the CCTV screens throughout the Conference Center. The High Level Segment will continue on Wednesday, 5 December and Thursday, 6 December with statements from other Heads of State and Heads of Government, Deputy Heads of State and Deputy Heads of Government, Ministers and other heads of delegations. Statements by Inter-governmental and Non-governmental organizations will be delivered on Friday, 7 December. No tickets are required for these days. The Daily Programme is available to view and download through the UNFCCC website and the ISPS portal PaperSmart.un.org. Participants are kindly reminded to consult the CCTV monitors for any last-minute changes. Special Announcement Sustainable Solutions for Climate Action Food Security in Dry Lands under a Changing Climate Side Event Room 1, Hall 5 Open to all This high-level event, co-hosted by the UN Secretary-General, as Chair of the UN System Chief Executives Board for Coordination (CEB) and the State of Qatar, will foster a dialogue among the Host Country, Parties to the Convention, civil society and UN system leaders to demonstrate the UN system s collective capacity to support countries in implementing sustainable, people-centered solutions to the challenge of climate change. In particular, the event will highlight initiatives by the Host Country for addressing food security and dryland issues. Mr. Ban Ki-moon, UN Secretary-General; H.E. Mr. Abdullah Bin Hamad Al-Attiyah, President of COP-18, H.E. Mr. Fahad Bin Mohammed Al-Attiya, Chairman, Qatar National Food Security Programme and Ms. Christiana Figueres, Executive Secretary, UNFCCC, will participate in this event. 5 - 5 - Special Announcement Momentum for Change: Urban Poor - Showcase event on 4 December (Doors open at 17.00) Theatre Room, QNCC Open to all This special event will celebrate the 2012 Momentum for Change Lighthouse Activities - nine examples of transformative and scalable public-private partnerships focusing on the urban poor - lighting the path for a low-carbon, high resilience future. The celebratory showcase event will be addressed by the UN Secretary General Ban Ki-moon and Christiana Figueres, UNFCCC Executive Secretary. The event will conclude with a musical performance by Ragheb Alama, UNEP Goodwill Ambassador in the Arab region on climate change. Special Announcement Official Dinner hosted by the State of Qatar on the occasion of the Eighteenth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change His Highness Sheikh Hamad Bin Khalifa Al-Thani will host an Official Dinner in Honour of Heads of State and Delegation on the occasion of COP 18/CMP 8. The dinner is by invitation only and will be held at the Museum of Islamic Art at 7.00 p.m. on 4 December The official invitation to each Head of Delegation from His Highness Sheikh Hamad Bin Khalifa Al-Thani will be available for collection at the Main Information Desk located on level 1, (next to the spider). National Focal Points are advised to ensure the collection of their Delegation s invitation. Official Dinner VIP buses will be provided to take guests from the Qatar National Convention Center (QNCC) to the venue. These VIP buses will be departing from the ground level VIP pick-up/drop-off load zone and will have a security escort to ensure guests arrive on time for the event. Guests are strongly encouraged to use this service. The VIP buses will depart the QNCC between and The travel time to the venue is expected to take 30 minutes. Guests travelling from the QNCC to the Museum of Islamic Art by car should allow up to 90 minutes due to possible traffic congestion. For security reasons, unattended items found anywhere on the conference premises will be removed by security. The Security office/lost and found office, located adjacent to the main entrance on the Ground Floor Level of the QNCC, is responsible for lost and found items. The objective of the discussion is to highlight current challenges to market mechanisms under the UNFCCC, as well as opportunities for overcoming these challenges. Among the confirmed discussants are Connie Hedegaard, EU Commissioner for the Climate Action Directorate; Xie Zhenhua, Vice-Chair, National Development and Reform Commission, China's top economic development body; Hiroyuki Nagahama, Minister of the Environment, Japan; Mark Dreyfus, Parliamentary Secretary for Climate Change and Energy Efficiency, Australia; Joan MacNaughton, Vice-Chair, High-level Panel for the CDM Policy Dialogue; Ken Newcombe, CEO, C-Quest Capital; and other discussants.
