5 Introduction Within BREEAM 1, responsible sourcing is assessed by looking at the responsible sourcing credentials of specified construction products using responsible sourcing certification schemes (RSCS) that have been evaluated by BRE. As there are a growing number of responsible sourcing certification schemes available, each responding to the specific needs and issues relating to the their respective sectors, BREEAM has recognised the need to differentiate between schemes on the basis of their scope and rigour. This is based on a common set of overarching evaluation criteria relating to each scheme s stakeholder engagement, certification rigour, scope and transparency. Following an initial review of schemes undertaken in 2014 against a set of minimum performance criteria, all evaluated schemes meeting the minimum criteria were awarded an interim RSCS summary score level of 5 (on a scale of 1 to 10). This score was applied in all relevant BREEAM schemes until a summary score methodology to differentiate between schemes could be finalised, based on performance against the full set of criteria. During 2015/16 BREEAM carried out a second phase of extensive stakeholder engagement and consultation to finalise the summary score methodology and further refine the evaluation criteria. As a result of this work schemes are potentially able to achieve different summary scores on the scale. The final summary scoring methodology, presented in this document, responds to the diverse range of supply chains across different construction materials and aims to balance the varying needs and opportunities of all relevant construction product sectors. This process has resulted in the following outputs:- The BREEAM evaluation criteria v4 ( Criteria for the evaluation of RSC schemes within BREEAM v4.pdf ): This document contains the evaluation criteria and respective guidance which have been refined to take better account of the range and complexity of construction product production, supply chain and extraction scenarios. The summary scoring methodology (covered in this document): Calibrated so that all currently recognised schemes meet at least a summary score of 5, are appropriately differentiated and the increments between summary score levels encourage schemes to improve over time. In addition, the summary score methodology allows other schemes that score less than 5 to be recognised. Working with scheme operators, BREEAM has now completed the evaluation and calculated summary scores for all of the schemes previously recognised by BREEAM. This paper sets out the background and outcomes of this evaluation. BRE has publish an amended BREEAM Guidance Note, GN18, containing revised summary scores to be used in assessments from the date of publication across all UK and international BREEAM schemes operated by BRE Global. Further revisions may be made to GN18 as and when RSCS are changed or when new schemes are launched, following evaluation by BRE Global. We would like to thank all who have taken part in the various stakeholder engagement activities over the last 2 years and, in particular, the existing scheme operators. 6 This document Explains the methodology for converting individual criteria scores into a RSCS summary score level. Presents the summary scores for RSCS currently recognised by BREEAM (as listed in GN18 v3.0). Presents the individual criteria scores for evaluated RSCS along with the associated background evidence/justifications. Use of the evaluation results The responsible sourcing schemes evaluated by BREEAM cover a diverse range of construction product sectors. Different construction product sectors face differing challenges in terms of responsible sourcing and most of the schemes recognised by BREEAM include objectives that are not applicable to their use within BREEAM assessments. As such, these evaluations and the resulting summary scores are only intended for use in BREEAM assessments and they should not be used in any other context to reflect the rigor of the schemes. All of the schemes evaluated are likely to undergo subsequent revision and, as a result, the scores may change at a future point in time where updated schemes are re-evaluated. The evaluation methodology The methodology used by BREEAM for evaluating responsible sourcing certification schemes (RSCS) comprises two parts:- Evaluation criteria and scoring The latest version of the document Criteria for the evaluation of RSCS within BREEAM, available on the BREEAM website alongside this document, describes the methodology for evaluating the schemes in terms of the criteria covered in the evaluation and the scoring requirements for each criterion. Each scheme is evaluated against these criteria and a score is awarded for each. RSCS summary scoring methodology Once scores are applied to individual criteria for a RSCS, these scores have to be combined into an RSCS summary score level so that the RSCS s performance can be taken into account in the calculation of an overall number of awarded responsible sourcing credits for buildings undergoing a BREEAM assessment. The responsible sourcing issue in BREEAM (typically the MAT 03 issue) uses the RSCS summary score level, in combination with the quantities of the certified product in the building, to calculate a responsible sourcing credit score for the building s design. A summary score level is awarded for each RSCS scheme (or label/version of the scheme where appropriate) on the basis of a 1-10 scale. Table 1 presents the scoring requirements for specific evaluation criteria for each RSCS summary score level and should be read in conjunction with Table 2. BRE Global Ltd 2016 Page 4 of 18

In this case, the BREEAM evaluation of the scheme can either be based on the worst performing label/version of the scheme or, with the agreement of the scheme operator, the different labels/versions of the scheme may be evaluated and reported separately where they achieve different summary scores. In some cases, evaluations of schemes with mixed sources have been carried out on a particular label/version of the scheme with some additional requirements often to achieve comparability between RSCS for products in the same sector. Where this has been done, as the scheme does not define a fixed label/version of the scheme, it is important that the specifier specifies the additional requirements (given in the evaluation name) in addition to the label/version of the scheme and checks that the supply chain will be able to fulfil it. Scheme that have flexible requirements may result in different RSCS summary scores specific to individual product certification assessments. In this case, a baseline evaluation is given in Table 4 together with additional evaluations with a scenario prefix. Baseline indicates the evaluation is based on the minimum/compulsory requirements that all product certifications must meet within the scheme. As such, the baseline evaluation RSCS summary scores will be published in GN18 along with a reference to where product specific RSCS summary scores can be found (such as a page on the scheme operator s website). 9 Guide to Table 2 Figure 1 identifies the various features of Table 2 and explains how the table sets requirements for each RSCS summary score level and criterion combination. Table 3 shows an example of the requirements for RSCS summary score levels 5 and 6. 10 Evaluation Results Using the evaluation methodology (see the section above), the following schemes have been evaluated and the RSCS summary score levels are presented in Table 4:- 1. BES 6001 (Framework Standard for Responsible Sourcing, Issue 3.0), BRE Global. 2. Eco Reinforcement (Responsible Sourcing Standard, Steel Products for the Reinforcement of Concrete, Issue 2.0), Eco Reinforcement. 3. CARES Sustainable Constructional Steel Scheme (Scheme manual version received 23/3/16 and in force from 1/3/16), CARES. 4. FSC (International scheme documents downloaded between January and March 2016), Forest Stewardship Council. 5. PEFC (International scheme documents downloaded between January and February 2016), Programme for the Endorsement of Forest Certification. 6. SFI (International scheme documents downloaded February 2016), Sustainable Forestry Initiative. The results have been used to update BREEAM Guidance Note 18 (excluding those marked scenario ), which is used in BREEAM responsible sourcing assessments (GN18 may be updated from time to time as and when RSCS are changed or when new schemes are launched, following evaluation by BRE Global). These results should be read in conjunction with:- Appendix A and Appendix B which present the individual criteria results used to produce the RSCS summary score level. Appendix C which presents the sources that are present in each labels/scheme version (where applicable) along with information used in the evaluation. NOTE: The evidence and justifications supplied by scheme operators forming the background to the scores set out in this report may be made available by BRE Global upon request. Note: As the evaluation methodology has been updated and these schemes require regular recertification, BREEAM Assessors are permitted to apply the summary scores retrospectively to products with certification to previous versions of the responsible sourcing scheme s documents. Note: Where a scheme has the same RSCS summary score level for more than one label/version of the scheme, the results have been merged in order to simplify the specification process.
