5 REGULAR OFFICIAL BALLOT Prepared by Town Clerk it s good to consult if possible. Town Clerk and Registrars calculate # of Ballots to order. Sample layout of ballots by September 15th (Town Clerk) Order ballots Registrars and Town Clerk prepare and submit the Certificate of Ballot Order to SOTS (Due October 7 th ) Test ballots (prior to 10 days before the election)

12 1.FPCA- Federal Post Card Applications-used to apply for an absentee ballot and/or to register to vote Verify if applicant is a registered voter. If so, send a full ballot no matter what they have selected on the FPCA. Use the FPCA to register voter, if one of the boxes on the first three lines is checked off.

17 5. Electronic ballots Allowed by federal law known as the Military and Overseas Voter Empowerment Act, Pub. L. No AKA: The MOVE Act Available to military and all overseas voters. If an request for a voter registration application or an absentee ballot application is received, send a reply message with the SOTS prescribed containing internet links to other websites useful to the voter.

18 5. Electronic ballots Military and overseas voters may request a ballot be sent to them electronically. Send the following by 1. a letter of instructions (the body of the ) Together with the following 3 attachments: 1. a PDF version of the blank ballot (ED-81a) provided by SOTS, 2. a voter certification sheet (in place of the B envelope certification), 3. a complete list of candidates and questions.

21 EDR Ballots Decide where you are counting and how you are coding the ballots The Secretary of the State advises one of the following methods as a way to estimate the volume of Election Day registration ballots in your town: (1) the number of Presidential ballots cast in 2012, or (2) a general prediction of 2.5 to 5% increase in voter participation over projected voter turn out.
