3 3 PICC SIP/ Localisation : Background The PICC has mandated the IDC SIP Office with multi-functional roles as follows: Reporting. Reporting on project implementation with respect to progress, cost and timelines. This includes highlighting implementation constraints that may require PICC intervention and/or any projects that may require fast-tracking in order to unlock further economic opportunities. Stakeholder communication and alignment. Regularly engaging with important stakeholders including project implementing agencies, national and provincial government departments, local municipalities, private sector partners and other affected stakeholders to ensure alignment with the PICC mandate and objectives. This include consultation with other SIP coordinators and IDC internal business units. Cross-cutting issues. In cooperation with the skills development, localisation and funding task teams, assess the potential for skills development, localisation and funding opportunities associated with projects under the 18 SIPs. Social development impacts. Highlight the social development impacts associated with the implementation of the various projects under the 18 SIPs. Participation in PICC committees. Participate and/or provide inputs into various PICC committees, including the PICC MANCO, PICC Secretariat, PICC Technical Task Teams as and when required.

5 5 Municipality findings Poor communication from national government Lack of co-ordination from provincial government Lack of trust between private companies and municipalities Municipalities do not always have the capacity and skills to deal with the green economy Municipalities have included the Green economy in it s IDP s Financial constraints for municipalities to be an effective role player in the green economy Larger municipalities play a larger role in energy efficiency lighting, waste to energy projects, sewerage programs. Community involvement in these projects. Smaller municipality relies more on Solar Energy and Heating projects. Smaller municipality more hands on with the projects. Involved in sourcing labor. Sit on project steering committee. Local labor used for security, transport etc. SDP need to be enforced in projects. Community potential to disrupt projects.
