November 18, 2014 The minutes were considered by Planning, Design and Development Committee on December 8, 2014 and the recommendations were approved by Council on December 10, The minutes were provided for the Board s information. Proposed Designations A list of properties proposed for heritage designation was included with the agenda for this meeting. No updates were provided with respect to the properties on the list. G 2. Recent Designations nil H. Churchville Heritage Conservation District H 1. Churchville Heritage Committee January 13, 2015 (File BH.c). Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, provided an overview of the subject minutes. HB That the of the Churchville Heritage Committee Meeting of January 13, 2015 (File BH.c), to the Brampton Heritage Board Meeting of January 21, 2015, be received; and, 2. That the following recommendations, outlined in the subject minutes, be endorsed: That the application to extend the existing garage at 7955 Churchville Road be approved subject to the following condition: o That should the applicant need to provide any new set of drawings for the City s Building Division or the Committee of Adjustment, or be required to modify the project, Heritage staff be copied on the drawings to confirm that they adhere to the proposal and determine if the applicant will be required to submit a revised Heritage Permit application. That the application to construct a new garage within the existing garage footprint at 7764 Churchville Road be approved, subject to the following condition: Page 5 of 13

6 C 1-6 o That, prior to the issuance of the Heritage Permit, the proposal be approved by Zoning Services. That the application to remove the existing front portion of the barn/garage, add new windows and doors, and recover with new wood at 7573 Creditview Road be deferred pending further discussions regarding the design of the barn and its adherence to the Churchville Heritage Conservation District Guidelines. H 2. Discussion re: Churchville Heritage Committee (File BH.c). Lynda Voegtle, Co-Chair, informed the Board that Council did not reestablish the Churchville Heritage Committee (CHC) for the new term ( ), and that it is proposed the Board directly review Heritage Permit Applications for Churchville. Staff provided background on the CHC and the rationale for not reestablishing it, and confirmed that the CHC will continue for the interim. Board discussion on this matter included: Potential options, including creation of a Board sub-committee to deal with Heritage Permit Applications for Churchville and other heritagerelated due diligence; increase in the Board s membership to provide for membership from Churchville residents; establish another form of volunteer committee in Churchville; request that Council reopen its decision and reinstate the CHC Impact on the Board s workload and Member time commitments as a result of having additional Heritage Permit Applications to review Indication that the District Heritage Committees are not mandatory under the Ontario Heritage Act Concerns about the timing for not reestablishing the CHC in light of the 200 th Anniversary of the Village of Churchville in 2015 Input from existing CHC Members Suggestion that the matter be deferred to the Board s February 2015 meeting to provide time to seek input from existing CHC Members Paul Willoughby, Co-Chair, and Board Members Martin Ward, Ken Wilde, and David Whyte agreed to attend the February CHC meeting to seek input Page 6 of 13

7 C 1-7 HB That the discussion item, listed on the agenda for the Meeting of January 20, 2015, re: Churchville Heritage Committee (CHC) (File BH.c) be deferred to the Meeting of February 17, 2015; and, 2. That four members of the attend the February 2015 meeting of the Churchville Heritage Committee to seek input from the Members with respect to the CHC. H 3. Discussion re: Village of Churchville 200 th Anniversary (File BH.c). Lynda Voegtle, Co-Chair, provided details on plans for the celebration of the Village of Churchville 200 th Anniversary, which is to be held sometime in July Ms. Voegtle indicated that the celebration committee is looking at funding options and requested that Board Members pass along any ideas they have in this regard. I. Heritage Impact Assessments (HIA) I Highway 50 Cole Farm Ward 10 (File BH.c): Staff Comments Cultural Heritage Impact Assessment Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, provided an overview of the subject Staff Comments and Cultural Heritage Impact Assessment (HIA). David Eckler, Architects Rasch Eckler Associates Ltd., outlined the evaluation of cultural heritage value or interest of the subject property, conclusions and recommendations in the HIA, and proposed relocation options. In response to questions from the Board, Mr. Eckler, Ms. Kassaris, and Gary Kramer, from Orlando Corporation, provided information on the following: proposed relocation options potential future use of the Cole Farmhouse (not yet determined) measures to ensure no negative impacts on the Cole Farmhouse during relocation Page 7 of 13

8 C 1-8 provisions of the Heritage Building Protection Plan and protection of the Farmhouse prior to relocation HB That the Staff Comments from Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, dated January 9, 2015, to the Meeting of January 20, 2015, re: Cultural Heritage Impact Assessment Highway 50 Cole Farm Ward 10 (File BH.c) be received; and, 2. That the Cultural Heritage Impact Assessment prepared by Architects Rasch Eckler Associates Ltd. for Orlando Corporation, dated May 22, 2014 and revised January 8, 2015, to the Meeting of January 20, 2015, re: Highway 50 Cole Farm Ward 10 (File BH.c), be received; and, 3. That the following be incorporated as conditions of planning approval and/or the issuance of related permits: o That the Cole Farmhouse be designated under Part IV of the Ontario Heritage Act; o That the developer provide a Letter of Undertaking to the City confirming its agreement to permit the designation of the farmhouse under Part IV of the Ontario Heritage Act; o That the demolition of the farm outbuildings be approved; o That the final site for the relocation of the Cole Farmhouse be determined following the completion of the key technical studies, such as the Area 47 Master Environmental Servicing Plan (MESP) and the Environmental Impact Report (EIR), and be brought back to the for consideration; o That the farmhouse not be moved from its original location until such time that the receiving foundations at the new location are complete; o That upon removal from its original foundation, the farmhouse be immediately relocated and secured to the new foundation; and, o That the developer shall at its expense and to the satisfaction of the City: Retain a demolition contractor experienced in dismantling historic buildings to salvage the identified materials in Appendix D of the Heritage Impact Assessment from the large original barn for eventual reuse in a landscape feature, as well as other Page 8 of 13

9 C 1-9 materials that may be salvaged and offered to a third party; Confirm the final destination of the salvaged materials with the City prior to the initiation of any salvage process; Store the salvaged materials at a location and in a manner that protects the materials from deterioration, until such time that the materials are reused; Retain a qualified heritage consultant to provide a Heritage Building Protection Plan and Conservation Plan; Undertake all work in accordance with the approved Conservation Plan, Heritage Building Protection Plan, and associated permits; Post Financial Securities for the restoration of the farmhouse in an amount outlined in the Conservation Plan; Establish a landscape feature incorporating the salvaged materials from the large original barn within the new development; Provide a heritage interpretive plaque to accompany the landscape feature; this landscape feature should be designed and constructed independently from the commemorative feature for Coleraine Drive; Explore the naming of local streets and public assets after the early settlers associated with the area; and, Provide a copy of the Heritage Impact Assessment to the Peel Art Gallery, Museum + Archives (PAMA). 10 C 1-10 L. Other/New Business L 1. Discussion at the request of Paul Willoughby, Co-Chair, re: Highlight on Heritage Event Saturday, February 14, 2015 Bramalea City Centre (File BH.c). Paul Willoughby, Co-Chair, and Steve Collie, Board Member, provided information on this year s Highlight on Heritage event, including details on the participating heritage groups, new location at the Bramalea City Centre, insurance requirements, requirement for Board Member volunteers, and announcement of the event at the Council meeting of February 11, HB That the organize and participate in the Highlight on Heritage event taking place at Bramalea City Centre on Saturday, February 14, L 2. Application under the Designated Heritage Property Incentive Grant Program 28 Francis Lundy Street Wilkinson-Lundy House Ward 4 (File BH.c): Staff Comments Grant Application Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, provided an overview of the subject Staff Comments and Grant Application. The applicants, Mandy Sedgewick and Mirella Marshall, and Ms. Kassaris responded to questions from the Board regarding the work undertaken on the Wilkinson-Lundy House. Board consideration of this matter included acknowledgement of the efforts of the applicants in the conservation of this heritage resource. HB That the Staff Comments from Katrina Guy, Heritage Coordinator, Planning and Infrastructure Services, dated January 12, 2015, to the Meeting of January 20, 2015, re: Application under the Designated Heritage Property Incentive Grant Program 28 Francis Lundy Street Wilkinson-Lundy House Ward 4 (File BH.c), be received; and, Page 10 of 13

11 C That the application from Mandy Sedgewick and Mirella Marshall, to the Meeting of January 20, 2015, re: Application under the Designated Heritage Property Incentive Grant Program 28 Francis Lundy Street Wilkinson-Lundy House Ward 4 (File BH.c), be received; and, 3. That the subject grant application for new wooden shutters at 28 Francis Lundy Street be approved for 50% of the cost of eligible conservation work up to $5,000.00, subject to any applicable City building and/or heritage permit approvals, and, if required, review and approval of the final design by City staff. L 3. Verbal update from Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, on behalf of Building Design and Construction, Public Services, re: Update on City-Owned Heritage Resources (File BH.c): 563 Bovaird Drive East Pendergast Log House Ward 1 40 Elizabeth Street South Alderlea Ward 3 69 Elliott Street Memorial Arena Ward 3 2 Chapel Street Old Fire Hall Ward 3 55 Queen Street East Carnegie Library Ward 3 Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, provided a verbal update on the subject City-owned heritage resources, which included the following information: Pendergast Log House o foundation has been prepared o the timber specialist is completing final preparation of the logs for reassembly in the coming weeks Alderlea o building is closed for the winter months for additional work o appropriate heritage due diligence will be undertaken, i.e. Heritage Permits, where required Memorial Arena o minor roof leaks have been addressed on a temporary basis o a complete structural analysis and replacement of the roof will be undertaken in 2015 o Heritage Permit Applications will be submitted, where required Page 11 of 13

12 C 1-12 Old Fire Hall o temporary measures have been undertaken to address roof leaks; a Heritage Permit was not required for this work o proper roof repairs will be completed in 2015 o additional conservation work to the building envelope will take place in 2015, and appropriate heritage due diligence will be undertaken, i.e. Heritage Permits, where required Carnegie Library o conservation work to the building envelop will take place in 2015, and appropriate heritage due diligence will be undertaken, i.e. heritage permits, where required Board consideration of this matter included: public access to Alderlea, and a suggestion that it be open once per month for public tours, with a Board Member available to provide information about the resource need for better promotion of Alderlea proposed interpretative signage in Gage Park for Alderlea, including a suggestion that the signage be installed as soon as possible current use of the Carnegie Library HB That the verbal update from Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, on behalf of Building Design and Construction, Public Services, re: Update on City-Owned Heritage Resources (File BH.c): 563 Bovaird Drive East Pendergast Log House Ward 1 40 Elizabeth Street South Alderlea Ward 3 69 Elliott Street Memorial Arena Ward 3 2 Chapel Street Old Fire Hall Ward 3 55 Queen Street East Carnegie Library Ward 3 be received; and, 2.
