Boyle (part) Media Present: Abbotsford Times, The News, and Rogers Cablesystems Public Present: MINUTES Regular meeting of Council - March 13, 1995 Moved by Councillor Warawa, seconded by Councillor Wiebe, that page 2 of the minutes be corrected to indicate that Councillor Warawa, not Councillor Wiebe, opposed the adoption of the Motor Vehicle Noise Abatement By-law. R CARRIED. Moved by Councillor Funk, seconded by Councillor Wiebe, that the minutes of the Regular meeting of Council held March 13, 1995 be adopted, as amended. R CARRIED. 2. BUSINESS OUT OF MINUTES (a) S. Rogers, block Bateman Road - Amendment No.1 to Development Permit No. 270 (File No.: D94-38) The Manager, Current Development presented Report No dated March 14, 1995 from the Deputy Approving Officer, recommending that Amendment No.1 to Development Permit No. 270 be approved for issuance. The permit will enable site development of a proposed single-family subdivision from clearing land in an environmentally sensitive area through to building construction. It will also provide adequate siltation control measures.

2 Page 2 The sufficiency of the security for environmental protection measures was questioned and staff was requested to closely monitor the development. Moved by Councillor Wiebe, seconded by Councillor Funk, that Amendment No. 1 to Development Variance Permit No. 270 be approved for issuance, subject to receipt of $22,500 environmental security and $1,125 inspection fee. R CARRIED. 3. DELEGATIONS (a) R. Kollin, Access to All Society - Affordable Housing (File No.: ) Moved by Councillor Boyes, seconded by Councillor Lee that, as requested by R. Kollin, Access to All Society, the second part of his presentation on Affordable Housing be deferred to a future Council meeting. R CARRIED. (b) A.G. George, 2111 Meadows Street - Petition - Non-conforming Uses on Meadows Street (File No.: ) A. George elaborated on his letter and petition signed by 28 residents on Meadows Street who are concerned about the deterioration of their neighbourhood. Complaints were lodged about illegal suites, vehicles parked on lawns, general untidy appearance of properties and commercial operations involving large and noisy equipment. He requested that staff be instructed to enforce the City's by-laws. Councillors asked about the status of the White Paper on secondary suites. Some felt that the City should not wait for Provincial Government action, but should establish its own policy. Moved by Councillor Warawa, seconded by Councillor Lee, that the issue of secondary suites be referred to a future meeting of the Executive Committee. R CARRIED.

3 Page 3 Moved by Councillor Boyes, seconded by Councillor Lee, that staff investigate the specific situation on Meadows Street, take appropriate action, and report back to Council. R CARRIED. 4. BY-LAWS TO BE ADOPTED Moved by Councillor Funk, seconded by Councillor Wiebe, that the following by-laws now be adopted: (a) By-law No. 3764, cited as "Land Use Contract No. 184, Amendment By-law, 1994"; (b) By-law No. 3771, cited as "Zoning By-law, 1985, Amendment By-law No. 474"; (c) By-law No. 3833, cited as "Zoning By-law, 1985, Amendment By-law No. 497"; (d) By-law No , cited as "Tax Prepayment By-law"; and (e) By-law No , cited as "McDougall Avenue Road Exchange and Dedication By-law, 1995". R CARRIED. 5. MINUTES AND CORRESPONDENCE Moved by Councillor Gibson, seconded by Councillor Funk, that the following minutes and correspondence be received: (a) Minutes of the Central Fraser Valley Regional District and Regional Hospital District Board meetings held February 23, 1995;

4 Page 4 (b) Minutes of the Regional Psychiatric Centre (Pacific) Citizens' Advisory Committee meeting held February 21, 1995; (c) Correspondence dated March 7, 1995 from the Ministers of National Revenue and Citizenship and Immigration addressing the Canada/ U.S.A. Accord; (d) Correspondence dated March 3, 1995 from the Minister of Health and Minister Responsible for Seniors reporting on the progress of regionalizing B.C.'s health care system; (e) Correspondence dated March 8, 1995 from the Ministry of Transportation and Highways clarifying that the Clearbrook Interchange signage will reflect the name "Clearbrook"; (0 Correspondence dated March 9, 1995 from G. Price, Chair, Share the Road '95, announcing the launching of a major annual road safety campaign targeted at motorists and cyclists, and inviting the Mayor and Council to the media launch at 10:30 a.m. on April 1 at the Bicycle and Summer Sport Show in the B.C. Enterprises Building at the Plaza of Nations; (g) Correspondence dated March 7, 1995 from Western Amusement and Music Operators Assoc. of B.C. enclosing newspapers clipping regarding video lottery terminals; (h) Correspondence dated March 14, 1995 from Citizens Against Gambling Expansion commending those municipalities who have passed by-laws prohibiting video lottery terminals and other forms of gambling; (i) Correspondence dated March 6, 1995 from the Secretary of State (Status of Women) requesting nominations for the Governor General's awards to individuals who have made an outstanding contribution towards promoting the equality and advancement of women in Canada;

Marshall, 3070 Immel Street, expressing concerns about air quality and noise on Immel Street; (k) News Release dated March 2, 1995 from the Ministry of Attorney General requesting public input into developing a new search and rescue strategy; (1) Development Services Building Report to February R CARRIED. 6. REPORTS (STAFF/ COMMITTEES) (a) Abbotsford Parks and Recreation Commission Minutes - March 14, 1995 Moved by Councillor Wiebe, seconded by Councillor Funk, that the minutes of the Abbotsford Parks and Recreation Commission meeting held March 14, 1995 be approved. R CARRIED. (b) Back Yard Composters - Tender (File No.: ) Moved by Councillor Funk, seconded by Councillor Lee that, as recommended in Report No from the Purchasing Manager, the low tender, from Norseman Plastics Ltd., be accepted for the Earth Machine Model EM30051 (black); initial full load of 960 units to be purchased at a cost of $27.50 each, plus G.S.T., for a total delivered price of $28,248; 480 instructional videos at a cost of $3.00 each, plus G.S.T., for a total cost of $1,540.80; and future full load purchases be made during 1995 as required. R CARRIED. The Director of Engineering confirmed that there are no plans to provide curbside pick-up of compostables in the near future. He recommended that the cost of the video be included in the $20 price.

(c) Emergency Planning Committee - Appointment of Representative (File No.: ) Moved by Councillor Lee, seconded by Councillor Warawa, that the appointment of a representative to the Emergency Planning Committee be deferred to a future Council meeting. BY-LAWS (a) By-law No , Abbotsford West Urban Water Specified Area By-law - establishes Abbotsford West Urban Water Specified Area Moved by Councillor Warawa, seconded by Councillor Boyes, that By-law No , cited as "Abbotsford West Urban Water Specified Area By-law", now be introduced and read a first, second and third time. R CARRIED. (b) By-law No , Abbotsford East Urban Water Specified Area By-law - establishes Abbotsford East Urban Water Specified Area Moved by Councillor Boyes, seconded by Councillor Warawa, that By-law No , cited as "Abbotsford East Urban Water Specified Area By-law", now be introduced and read a first, second and third time. 7 Page 7 (c) By-law No , Abbotsford East Rural Water Specified Area By-law - establishes Abbotsford East Rural Water Specified Area Moved by Councillor Warawa, seconded by Councillor Funk, that By-law No , cited as "Abbotsford East Rural Water Specified Area By-law", now be introduced read a first, second and third time. R CARRIED. 8. NEW BUSINESS (a) F.C.M. - National Packaging Protocol (NAPP) - Resolution (File No.: ) Moved by Councillor Funk, seconded by Councillor Warawa, that correspondence dated March 1, 1995 from F.C.M. requesting Council endorse a resolution urging the Federal Government reaffirm its commitment to the National Packaging Protocol, be received. R CARRIED. Moved by Councillor Ross, seconded by Councillor Lee, that a resolution be forwarded to Environment Minister to urging the Federal Government to continue to support NAPP, but add the promotion of stewardship and the promotion of using more packaging that is actually recyclable. After considerable discussion of the issue, including whether or not tetra-paks are recyclable, it was Moved by Councillor Warawa, seconded by Councillor Wiebe, that the matter be deferred. 8 Page 8 (b) Coalition for Gun Control (File No.: ) Moved by Councillor Warawa, seconded by Councillor Wiebe, that correspondence dated March 6, 1995 from the Coalition for Gun Control requesting Council express its support of gun control legislation (Bill C-68) by writing to local Members of Parliament, the media, and the Legislative Committee, be received. R (c) Fraser Valley Home Builder's Association No.: ) CARRIED. Proclamation (File Moved by Councillor Gibson, seconded by Councillor Funk that, as requested in correspondence dated March 8, 1995 from the Fraser Valley Home Builder's Association, April 1995 be proclaimed "New Homes Month". R CARRIED. (d) Multiple Sclerosis Society of Canada - Proclamation (File No.: ) Moved by Councillor Wiebe, seconded by Councillor Gibson that, as requested in correspondence dated March 9, 1995 from the Multiple Sclerosis Society of Canada, May 1995 be proclaimed "Multiple Sclerosis Month". R CARRIED. (e) Belle Fraser Leard - 104th Birthday The Deputy Mayor announced that Ms. Leard was celebrating her 104th birthday this day and asked the Councillors to join him in singing "Happy Birthday".
