Conclusions This paper describes relevant approaches of the Agency for Sustainable Development and Eurointegration (ASDE) in partnership with the State Agency for Information Technologies and Communications (SAITC) and other public and science institutions in implementation of EU initiatives, their cross references, and particularly the efforts to build up the National SDI in accordance with INSPIRE requirements.

3 INTRODUCTION Let us, in brief, emphasize on some important points: - INSPIRE is Infrastructure for integrated spatial information services that should allow the users to identify and access spatial or geographical information, visualize information layers, coordination and reporting. - Many organizations are dealing with many geo-referred (spatial) data, organized in different ways (DB in general). It is necessary to create an infrastructure for their exchange in an unified way.

4 INTRODUCTION Organizations using GIS or conventional data bases need to integrate data from multiple sources and formats. A spatial data infrastructure (SDI) is a collaborative tool for public, private, and nongovernmental organizations. - The goal of this Infrastructure is to reduce duplication of efforts among organizations, improve quality and reduce costs related to spatial data/information, to make data more accessible to the public, to increase the benefits of using available data, and to establish key partnerships with states, counties, cities, tribal nations, academia and the private sector to increase data availability. The Directive INSPIRE, together with the comprehensive attendant regulations gives the guidelines how to improve the existing infrastructure or to build an entirely new one. Carried by above the Bulgarian approach could be summarize as:

5 2009 State of the transposition of INSPIRE in Bulgaria INSPIRE - DIRECTIVE 2007/2/EC Since 2004, efforts have been made to structure the Bulgarian SDI elements. Despite Bulgaria is a new member state, and the Directive 2007/02/EU - INSPIRE is the first one, officially published in Bulgarian language, the Bulgarian administration, supported actively by the civil society sector is trying to fulfill the required actions. The work is coordinated by two agencies and they are playing an important role in this process: The State Agency for Information Technology and Communications (SAITC) governmental structure, and The Agency for Sustainable Development and Eurointegration (ASDE) non-for-profit organization for public purposes, certified by the Ministry of Justice; The objective is to coordinate activities of different ministries that produce and use spatial data, the specific state agencies, regional and local authorities, etc.; implementation is centrally at national level. The collaboration with the private sector is also seen as important. Major efforts are made to develop new datasets helping management, and are basic components for the building the INSPIRE oriented Bulgarian SDI.

6 INSPIRE - DIRECTIVE 2007/2/EC State of the transposition of INSPIRE in Bulgaria Premises: Directive 2007/2/ЕС published in EC OJ on 25 April 2007, in force since 15 May Resolution of Council of Ministers on 19 April 2007 E-governance Act accepted by the Parliament on 30 May 2007 (S.G. 46/12 June 2007) Order by the Prime Minister (17 September 2007) to form Inter-ministerial (governmental) work-group IGWG; Resolution of Council of Ministers on 31 January 2008 for approval of ACTION PLAN for INSPIRE DIRECTIVE (SPATIAL DATA) implementation Resolution of Council of Ministers on 22 February 2008 nominates SAITC as an institution responsible for transposition and implementation of the Directive INSPIRE.

7 INSPIRE - DIRECTIVE 2007/2/EC General actions done till now: Formed work-group which elaborated a draft program (ACTION PLAN) for integrated spatial data bases Formed Inter-ministerial work-group which approved the draft program, considered some templates of questionnaires, selected one, and asked governmental institutions, spatial data holders, to fill and return them Resolution of Council of Ministers for approval of draft program (ACTION PLAN) for INSPIRE DIRECTIVE (SPATIAL DATA) implementation The State Agency for Information Technologies and Communications (SAITC) begin to implement the first group of actions from the ACTION PLAN SAITC formed expert group to prepare a new law for Spatial data access The draft of the document (proposal of a new law) was distribute among the other governmental structures and discussed; The notes from the discussion and administrative coordination were elaborated by the expert group (IMWG) and included in the last version, which was officially presented to the Council of Ministers to be approved and sent to the National Assembly. Due to the period of elections for new Parliament and government the process is temporarily stopped; The drafts of the Action plan and the law were done by use of the principles of public private partnership, and are examples of good practices.

8 WHO ARE WE? WHO ARE WE? ASDE is a Bulgarian nongovernmental, nonprofit organization for public benefit, registered by the Ministry of Justice; PPP is a leading approach for collaboration with governmental institutions; ASDE it is a contracting party to government and science institutions, municipalities and social organizations in pursuance of: sustainable management, based on GIS and REMOTE SENSING applications, GEO-oriented INFORMATION SYSTEMS FOR RISK MANAGEMENT,URBAN, ENVIRONMENT and LAND MANAGEMENT. As for INSPIRE transposition - ASDE is an active member (as NGO) to the national (Bulgarian) inter-ministerial working group(imwg) for implementation of the INSPIRE directive of EU and assist to build up the National SDI. To comply with EU policy, one of the essential approaches is to exchange good practices between different countries, regions, organizations and to strengthen member-states capacity and services providing. Our initiatives and results in the field of PPP, participation in ERA-NET structures, 6 and 7 FP projects, GMES Program and bilateral projects could be shown as good examples.

9 Conclusions Some Conclusions of the Bulgarian experts, related to the current state of INSPIRE: 1) A general conclusion based on our active role in INSPIRE transposition is: We are afraid that every day INSPIRE grows up dramatically, becomes a super-, even hyper-, directive, and becomes a giant, who will require more and more resources. For small countries such unforeseen overhead expenses are a big load especially during the times of financial crisis. In our opinion INSPIRE has lost its primary reasonable tasks and is going to become an unnecessary complicated structure, not for the Member-States benefit, but for the benefit of some large structures in the IT sector. Our proposal is: In the minutes agreed to include a statement proposing to the European Commission to take decision for: The INSPIRE team to revise some of hard requirements demanding big expenses and unnecessary complicated solutions. (The next conclusion is related to the first one)

10 Conclusions 2) In the last years, there are some EU initiatives closely related each other, for example, INSPIRE, GMES, FLOODRISK, GEOSS, SEIS, SISE, etc., and we think they should be developed and implemented in coordination, as an integrated package, by the use of an unified infrastructure and commonly accepted reference data bases/information systems. If the proposal is not accepted, the costs, necessary to comply with the requirements of these EU initiatives will be increased considerably for separate infrastructures (with great overlap); for separate management (with similar responsibilities, same experts needed). Our proposal is: In the minutes agreed to include a statement proposing to the European Commission to take decision for: Common/unified coordination and management of the above initiatives, programs and directives - an EU member-states network can be established with a coordination for instance from DG JRC and DG Enterprise and Industry. Note: The presented conclusions are not an official position of the Bulgarian administration and represent the vision of a group of experts from different Bulgarian institutions and organizations, based on the last tendencies in the INSPIRE process.
