4 4.1-1 REPORT Meeting Date: Government Relations Committee DATE: May 31, 2017 REPORT TITLE: FROM: 2018 PROVINCIAL ELECTION STRATEGY UPDATE Lorraine Graham-Watson, Commissioner of Corporate Services RECOMMENDATION That the targeted approach outlined in the report of the Commissioner of Corporate Services, titled 2018 Provincial Election Strategy Update be approved. REPORT HIGHLIGHTS The next provincial election will take place on June 7, Elections provide an opportunity to further develop relationships with provincial parties and create awareness of the Region of Peel s priorities. A strategy is being developed to advance Regional priorities among major provincial party leaders and local Member of Provincial Parliament (MPP) candidates in preparation for the election. The proposed strategy will be presented to the Government Relations Committee at its next meeting in September In the interim, Regional staff will proceed with the creation of a Region of Peel platform document which will focus on the need for infrastructure investment and will be utilized with all major party leaders, Peel MPP candidates, relevant community stakeholders and municipal sector associations as part of the Election Strategy. DISCUSSION 1. Background The next provincial election is scheduled for June 7, Elections provide a valuable opportunity to build relationships with major provincial parties, local Member of Provincial Parliament (MPP) candidates, and the community to inform them of Peel Council s most pressing advocacy issues with the goal of influencing policy, building/reinforcing relationships and building community awareness and support. Peel Regional Council, with strategic advice from the Government Relations Committee (GRC), has historically been an active participant leading up to the provincial elections. In 2011 and 2014, the Region used a number of tactics, including Peel platforms and social media campaigns, to advance those issues identified by Regional Council as priorities.

5 PROVINCIAL ELECTION STRATEGY UPDATE 2. Proposed 2018 Election Strategy A comprehensive strategy for the 2018 provincial election is currently under development and will be presented to the GRC in September The proposed strategy will include some of the approaches employed in previous years, such as leveraging social media and distributing Advocacy Updates to local elected officials. It will also explore new ways to effectively engage MPP candidates and the community. 3. Proposed Advocacy Platform In the interim, it is proposed that Regional staff develop a platform that will be distributed as part of the overall Election Strategy, to all major party leaders, all Peel MPP candidates, relevant community stakeholders and municipal sector associations. The platform document would draw attention to an urgent Peel priority and seek to influence policy development and political discourse in advance of the June 2018 election. Unlike previous platforms, which highlighted a variety of advocacy positions, it is proposed that this platform focus solely on the need for increased investments in infrastructure. This is an area of major concern within Peel and across the province. For example, it is estimated that Peel will need to invest $2.4 billion to support new social housing units to alleviate the centralized waitlist. Further, close to $600 million will be needed by 2024 to ensure Peel s social existing housing stock is appropriately maintained. It is also estimated that over the next 20 years state of good repair for the Region s water and wastewater infrastructure will require $3.4 billion. Lastly, Peel will need $1.6 billion over the same time frame to build road capacity to accommodate increased traffic flows. The Association of Municipalities of Ontario (AMO) has also made municipal financial sustainability and the need for increased infrastructure investment a central focus of their work. Over the last two years, AMO has been consulting with municipal officials on this topic through the What s Next Ontario? initiative. AMO is raising awareness of significant infrastructure funding deficits across the province and is researching solutions. In recent weeks, AMO has sought input from municipal councillors on the municipal fiscal challenges and proposed solutions, including revenue tools such as a 1% sales tax dedicated to municipal infrastructure. It is important to note that the Summit 4 Fair Funding event, addressing issues related to growth-related underfunding in the 905 region, is scheduled to take place November 13, One intended result of the Summit is to find commonalties among the challenges being experienced in high-growth communities and develop common positions to communicate during the lead up to the 2018 provincial election. Staff anticipates that positions developed through the Summit will likely influence advocacy efforts going forward and be included in our platform

7 4.2-1 REPORT Meeting Date: Government Relations Committee DATE: June 6, 2017 REPORT TITLE: FROM: 2017 ASSOCIATION OF MUNICIPALITIES OF ONTARIO (AMO) ANNUAL CONFERENCE Lorraine Graham-Watson, Commissioner of Corporate Services RECOMMENDATION That the advocacy issues identified in the report of the Commissioner of Corporate Services, titled "2017 Association of Municipalities of Ontario (AMO) Annual Conference," be endorsed. REPORT HIGHLIGHTS The 2017 Association of Municipalities of Ontario s Annual Conference will take place August in Ottawa, Ontario. The conference provides an opportunity to meet with Ministers, Parliamentary Assistants, opposition party leaders and senior provincial staff. Regional staff will request delegations with Provincial Ministers/Ministries with the goal advancing Regional Council s advocacy priorities. DISCUSSION 1. Background The Association of Municipalities of Ontario s (AMO) Annual Conference will take place August 13-16, 2017 in Ottawa, Ontario. In addition to keynote addresses by provincial party leaders, Cabinet Ministers and the Ministers Forum, Ministry representatives, including Ministers, will be available to meet with individual municipal delegations during the Conference. These meetings provide the Region the opportunity to meet with Ministers, Parliamentary Assistants and senior government officials to advance Regional Council s advocacy priorities. Staff will lead the coordination and development of briefing materials to support discussions with relevant Ministries. 2. Ministerial Delegations It is expected that, similar to previous AMO Annual Conferences, municipalities will be given the opportunity to request delegation meetings, each 15 minutes in duration, with individual Ministries. The deadline to make ministry delegation requests through the Ministry of Municipal Affairs is June 28, 2017

8 ASSOCIATION OF MUNICIPALITIES OF ONTARIO (AMO) ANNUAL CONFERENCE These delegation meetings provide the Region with opportunities to: Develop and/or strengthening its relationship with Ministers, Parliamentary Assistants, opposition party leaders and their staff. Raise important advocacy initiatives supported by Regional Council with the provincial government and opposition party leaders. Promote the Region as an innovative and accomplished partner to advance key provincial initiatives. 3. Ministry Requests Staff recommends focusing the delegation meetings on the continued advancement of Regional Council s prioritized advocacy positions, the majority of which are focused on achieving progress on Term of Council Priorities (ToCPs). The following list identifies key Ministries, Ministers and general areas of advocacy priority

Confirmation of delegation requests by individual Ministries traditionally occurs 1-2 weeks before the start of the AMO Conference. In preparation for the 2017 AMO Conference, Region of Peel staff will seek opportunities to modify our traditional approach to enhance our impact upon Ministers and provincial - 3 -

Briefing time in advance of the Conference will be made available to those Regional Councillors participating in the delegation meetings. Staff will attempt to equalize participation among Council attendees based on areas of interest and local municipality. 4. Additional Initiatives Additional advocacy opportunities to explore during AMO s Annual Conference include: a. Hosting a meeting with all Peel-area Ministers/MPPs attending the Conference to discuss overall Peel-related issues. b. Request individual delegation meetings with: i. Patrick Brown, Leader of the PC Party of Ontario ii. Andrea Horwath, Leader of the NDP of Ontario CONCLUSION The Region of Peel has traditionally been an active participant in all aspects of the AMO Conference. The Conference is viewed as an excellent opportunity for Regional Councillors and staff to build relationships with provincial officials and create opportunities for increased collaboration. Following the Conference, staff and the Chair of the Government Relations Committee will provide the Committee with an update on Conference activities and future opportunities to advance Council positions. We use this newsletter to engage with our federal and provincial partners to ensure that we are well-positioned to best serve our communities. The Government Relations Committee is pleased with the relationship we have developed with all of you over the years as helping our residents and businesses requires all levels of government to work collaboratively. We hope to build and strengthen these relationships by continuing to find opportunities to engage with you. A great example of engagement was the attendance of MP Ruby Sahota (Brampton North) at the March Government Relations Committee meeting. MP Sahota provided an update on key federal priorities including recent investments in transit and affordable housing in Peel. Government Relations Committee members also used this opportunity to highlight concerns such as the need for accessible high speed internet in all communities. On behalf of the Government Relations Committee, I thank MP Sahota for meeting with us in March and committing to share our concerns with her colleagues in Ottawa. This edition also highlights other recent examples of engagement including an update on activity related to building a full-moves interchange at Highway 410 and Courtneypark Drive, as well as highlights from the Peel Housing Summit held in April. In addition, we provide key highlights from the federal and provincial budgets related to Region of Peel priorities and an update on the Federation of Canadian Municipalities Annual Conference held in June. As we move forward in implementing our 20-year Strategic Plan, which has a mission of Working with You to create a healthy, safe and connected community, we will continue to explore opportunities to engage with our federal and provincial partners. 22 6.1-2 Federal and Provincial Budget Implications for the Region of Peel The federal and provincial budgets are always of great interest to the Region of Peel as well as the municipal sector as a whole. Municipalities rely on federal and provincial funding to deliver critical programs and services to residents and businesses in their communities, including health and social services, affordable housing and other forms of infrastructure. Earlier this year, the Region participated in the provincial and federal pre-budget consultation process. Peel s submissions focused on the following key priorities that are critical to addressing local challenges: Funding infrastructure Increasing the supply of affordable housing Reducing poverty Peel welcomes the federal commitment to release the National Housing Strategy in An approach that promotes collaboration and coordination by all levels of government will help increase the supply of affordable housing and decrease homelessness. Peel also welcomes a number of initiatives included in the provincial budget including changes related to pharmacare, post-secondary education funding and social assistance benefit enhancements. These initiatives will support Regional Council s priority around poverty reduction. Federal Government Key areas of alignment between the Region of Peel s 2017 prebudget submission and the 2017 federal budget include investments in climate change, public transit and affordable housing. $20.1 billion over 11 years for public transit which will be distributed through a formula based on ridership (70%) and population (30%). Using a formula-based model may increase predictability and sustainability as municipalities move forward with key transit projects. This could help the Region meet its long- and short-term objectives in reducing greenhouse gas emissions and improving the flow of traffic on its roads and highways. $3.2 billion over the next 11 years to support affordable housing priorities across the country. The Region called on the federal government to provide sustainable long-term capital and operational funding for affordable housing. The Region has also previously called for a National Housing Strategy which the federal government has committed to releasing in Provincial Government Key areas of alignment between the Region of Peel s 2017 pre-budget submission and the 2017 provincial budget include investments in affordable housing, poverty reduction and climate change: More than $45 million over three years to provide up to 1,150 additional supportive housing units for those with serious mental illness or addictions who are homeless or at risk of becoming homeless. A number of key initiatives, such as cap and trade revenue investments and increased gas-tax revenues for municipalities, which are aligned with specific Regional Council priorities like goods movement and climate change. A new senior s transit credit. Federation of Canadian Municipalities (FCM) Annual Conference The Region of Peel was once again well represented at the Federation of Canadian Municipalities (FCM) Annual Conference which was held from June 1-4, 2017 in Ottawa. The theme for this year s conference focused on the important role cities and communities across Canada played in 150 years since Canada s Confederation. The FCM Conference provided an excellent opportunity for Peel Councillors and staff to speak directly with Ministers and Members of Parliament and advocate for increased federal investments in high-need areas such as housing, transportation and infrastructure. The FCM Conference also provided an opportunity for the Big Cities Mayor s Caucus (BCMC) to meet and discuss key priorities for cities across the country. During the meeting at this year s conference, the BCMC reaffirmed the need for federal leadership to secure provincial cost-sharing that is needed to move transit expansions forward. The BCMC also continued to call for urgent and concrete commitments to fund social and affordable housing repairs and construction, as well as predictable green infrastructure funding for city projects that cut climate-changing emissions. In addition, keynote addresses at this year s conference once again highlighted the importance of a strong relationship between the federal government and the municipal sector. For example, Prime Minister Justin Trudeau and Minister Amarjeet Sohi both emphasized that key to the national overall wellbeing is the need to support municipalities by investing in transit and affordable housing. The federal government s continued engagement at the FCM Conference demonstrates a strong recognition that the municipal sector is an integral partner. 2 MP/MPP Advocacy Update Summer 2017

23 6.1-3 One United Voice for Peel - Peel Housing and Homelessness Summit Regional Councillor Martin Medeiros welcomes participants Avi Friedman, keynote speaker, highlighted global successes in creating affordable housing Brampton Mayor Linda Jeffrey, Caledon Mayor Allan Thompson and Mississauga Mayor Bonnie Crombie discussed the importance of affordable housing in their communities Participants view program displays at the Summit More than 250 leaders from public, private and not-for-profit organizations shared ideas about solving Peel s affordable housing needs Homelessness and the lack of affordable housing are increasingly important issues in the Region of Peel. As of July 2016, the average wait time in Peel for subsidized housing was 6.42 years, making it one of the longest wait times in Ontario. In 2016, there were also: o 12,580 households on the Region of Peel s centralized wait list for subsidized housing o 13,298 individuals, including children and youth estimated to have used emergency shelters and transitional housing Serving as a catalyst to create a unified voice, the Region of Peel hosted officials from all levels of government as well as the private and nonprofit sectors at the Peel Housing and Homelessness Summit, One United Voice for Peel held on April 4, 2017 in Brampton. This summit brought together approximately 250 stakeholders including MP Sonia Sidhu (Brampton South). Attendees were able to: share innovative approaches to help break the cycle of homelessness raise awareness about creative strategies and new tools for affordable housing development discuss how to better integrate services to improve outcomes for clients In addition, speakers noted the importance of recent provincial and federal announcements in laying ground work for significant progress in the area of affordable housing and homelessness. The recent federal budget signalled the governments return to investing in affordable housing. Participants also expressed keen interest in seeing the content of the National Housing Strategy. Moving forward, the ideas and knowledge shared, will build on the strong progress made to increase affordable housing during the past few years: In January, the Region opened a 30-bed youth shelter in Brampton to better serve the needs of young people experiencing homelessness. Peel was the first regional municipality in Ontario to establish a choice-based rent supplement program that allows people on the housing wait list to have greater choice of where they live. Nine families became homeowners when they moved into Habitat for Humanity GTA s newest units on Torbram Road South in Brampton. This is a time of great change within housing and homelessness services, with increasing focus on housing first and serving distinct populations. This transformative work however, requires the coordination and cooperation of our federal and provincial partners. As the Region begins to integrate the bold, new ideas that emerged from the summit, we need your support to advocate for ongoing and stable provincial and federal funding for the development and maintenance of affordable housing. 24 6.1-4 Update - Interchange Enhancements at Highway 410 and Courtneypark Drive Over the past few months, the Region has been actively working with the City of Mississauga and the Ministry of Transportation (MTO) to move forward with a full-moves interchange at Courtneypark Drive and Highway 410. Completion of this project will result in several benefits including: A decrease to intersection delays along Derry Rd An alternative to the Derry Rd / Highway 410 interchange, resulting in a balance of traffic distribution across the network A decrease to peak hour volumes on Dixie Road, south of Derry Road A decrease in demands along north-south municipal roadways such as Kennedy Road and Tomken Road Better access to key employment lands and the airport including infield cargo area west of the airport Improving access for emergency services for better response times Supporting goods movement and access In addition, both MTO and the City of Mississauga have confirmed the need for this full-moves interchange through environmental assessments conducted by both organizations. A Region of Peel delegation met with Ontario Transportation Minister Steven Del Duca at the 2017 Ontario Good Roads Association Annual Conference in February to discuss this project. Minister Del Duca received the delegation openly and encouraged the Region to continue to work with MTO staff. Staff from the City of Mississauga and the Region of Peel also met with MPP Amrit Mangat (Mississauga-Brampton South) at the end of March and she committed to communicate her support for this project to her colleagues in Queens Park. As a result of these efforts, significant progress is being made and discussions are ongoing among Region of Peel, City of Mississauga and MTO staff.
