2 AGENDA Councillors are summoned to attend the Meeting of Bishop s Cleeve Parish Council on the 2 nd July 2015 at the Parish Council Offices at 7.30pm- 1. Councillors will be invited to make a Declaration of interests of matters on the agenda. 2. Public Session will last for a maximum of 30 minutes. Council to agree if it wishes to allow free use of facilities for those organisations above that have an elected Council representative. 14. Council to consider motion from Cllr Hopkins that Bishops Cleeve Parish Council (BCPC) to purchase the Kayte Lane field from Gloucestershire County Council so that this land can be retained as a well-used community asset and make a positive contribution to our village community amenities. Supporting information was provided on 18 th June P Council to agree to submit proposal from youth providers for new activities scheme for summer 2015 to Easter 2016 to Borough Council in order for the release of grant sum of 8k to be considered. P Council to consider request from Caretaking company to have access to office phone for clocking in system p Councillors to consider if they wish to receive updates from NALC and other sector sources p Council to consider if it wishes to host a sport relief mile on 20 th March 2016 and to agree delegation of organising Council to consider motion from Cllr Benfield should we adopt a Neighbourhood Development Plan then Bishops Cleeve will have a stronger legal stand around some important aspects with future developments p Council to consider motion from Cllr Benfield should Council set up a working part to explore more engagement with the teenagers in the village p Council to note information from the Barnwood Trust in respect of grants available p Council to consider correspondence from residents- information in supporting papers 3

P Council to consider motion from Cllr Holliday that Bishops Cleeve Parish Council requests that formal legal proceedings by Tewkesbury Borough Council be undertaken, to effectively enforce watercourse maintenance by both of the riparian owners of the southern bank p Council to consider motions from Cllr Holliday that a) As from June 18 th 2015, no persons whatsoever are authorised to tip mixed waste of any kind on the current accumulated mixed waste tip of approx 300 tonnes. As from this date, all planned wastes arising, shall be considered individually by council, for the appropriate waste disposal method, off the council premises. P150 b) For the purposes of watercourse maintenance, a small holding area for mixed water-borne debris is retained for storage close to the A435, for no longer than twelve calendar months for each cycle. Each year, during dry conditions, a contractor will be instructed to remove the waste from the site, and with Council consent, take the mixed waste to the nearest waste disposal site. This will usually be no more than one tonne of mixed waste debris per annum p150 c) the Council authorise a Professional Drainage Survey of the Sportsfield drainage infrastructure and agree budget to be allocated to this matter p152/153 d) the Clerk be instructed to request, that Clive Spencer of Spencer and Co be invited to a Site Visit Meeting with a committee of Councillors and Clerk this summer. The site visit should form the basis for a professional advice/risk assessment report, with an approximate future budget indication and agree budget to be allocated to this matter 29. Council to note that road markings have been installed on Stoke Road following both a site visit by County Councillor Bird and Parish Council liaison meeting with Glos Highways. P Council to note information regarding the Borough Mayor s Race Day p Council to note information regarding Temporary Traffic Order affecting the village p Council to note invitation for the Chair or a nominated representative to attend Tewkesbury Town Mayors Civic Service on 20 th September 2015 p Council to consider the offer from the Deputy Chief Executive of Tewkesbury Borough Council to attend a full Council meeting to present the Borough Council s Place Programme p Council to consider an invitation to attend the AGM of GMAS on Wednesday 8 th July p Council to consider taking part in Fly a Flag for the Commonwealth on 14 th March 2016 p Council to consider motion from Cllr Holliday that I request the support of the Bishops Cleeve Parish Council in the matter of Gloucestershire Highways and its legal responsibility to maintain the full legal dimensions of the pedestrian highway in Cheltenham Road p Council to note invitation to planning consultation for the Cheltenham plan p Council to consider feedback from June 4 th Parish Council meeting regarding s106 funding available for dog bins and signs p163 4

Council to note that Tewkesbury Borough Council have asked if there is a potential need for s106 obligations in respect of planning application 15/00166/OUT and that the Parish Council provided a S106 list in February 2015 with supporting evidence p Council to consider authorising additional cheque signatures 44. Council to consider information from Stoke Road Patients Participation Group regarding Stoke Road traffic managementp Council to note a public exhibition is being organised by Redrow Homes on 8 th July at St Michaels Hall (information already distributed) 46. Council to consider agenda item 27 from 18 th June meeting in relation to actions against plot holders who have not paid annual rent p Council to note that following recent inspection of allotments there are 26 plots that require follow up letters from the Proper Officer of the Clerk under delegated management duties.
