1 CITY OF ARMSTRONG Minutes of a Regular Meeting of the Council of the City of Armstrong, held in the Council Chambers, City Hall, Armstrong, B.C., on Monday, PRESENT: Council: Staff: Press: Mayor G.W. Ritchie, The Morning Star CALL TO ORDER: The Mayor called the meeting to order at 7:30 p.m. ADOPTION OF AGENDA: MOVED by Councillor Beerkens, seconded by Councillor Britton, to adopt the agenda as circulated with two additions. #220/02 CARRIED ADOPTION OF MINUTES: MOVED by Councillor Nitchie, seconded by Councillor Beerkens, that the Minutes of the Regular meeting of Council held on August 12, 2002, be adopted by Council as circulated. #221/02 CARRIED DELEGATION Mr. Anthony Heaton-Armstrong spoke on behalf of his wife Anne and daughter Celistine to express their appreciation for the welcome and generosity shown by the City since their arrival. He wanted Council to know that their gift of the Coat of Arms was very appropriate as his family was very involved in Heraldry and relayed a special thanks from his wife Anne to Bev Oglow for the quilt she made which was full of detail and historical references to Armstrong. Mr. Heaton-Armstrong then presented Council with a painting depicting William Charles Heaton-Armstrong along with a plaque and the Mayor with a tie with the modern Armstrong tartan. The plaque reads The Portrait Of William Charles Heaton-Armstrong Was Presented By His Great-Grandson, Anthony Heaton-Armstrong, To The Council And Citizens Of Armstrong On August 26, 2002 On Behalf Of The Heaton-Armstrong Family In England. Armstrong Is So Named Because William Charles Heaton-Armstrong Successfully Arranged An Issue Of Bonds Which Financed The Building Of The Shuswap And Okanagan Railway From Sicamous, Through Armstrong, To Okanagan Landing. This Railway Established Armstrong In Its Present Location. William Charles Visited Armstrong In Mayor Oglow expressed his sincere pleasure in the gifts and thanked the Heaton-Armstrong s for coming to visit Armstrong and for attending this

2 Council Meeting and that he was very grateful to be a part of this occasion. PRESENTATION OF REPORTS: Finance & Administration Committee: Communities In Bloom Councillor Nitchie reported that the Committee had reviewed a report from the Administrator relative to Mrs. Fowler s attendance at the Communities In Bloom Symposium on behalf of the City. MOVED by Councillor Nitchie, seconded by Councillor Britton, that funds to a maximum of $ (plus GST) be allocated to allow for Mrs. Fowler s attendance at the Communities In Bloom Symposium on behalf of the City. #222/02 CARRIED Public Works Committee: Public Works Report Capital Works Summary Water Restrictions Councillor O Sullivan reported that the Committee had received Randy Wagner s Public Works Report for information. Councillor O Sullivan reported that the Committee had received Randy Wagner s Capital Works Summary for information. Councillor O Sullivan wanted to remind everyone that water conservation methods were still underway. Development & Planning Committee: P. Bellos, Re: OCP/Rezoning Amend Bylaw Changes to Liquor Regulations and Policies Lights at Skate- Board Park Councillor Trainor reported that Peter Bellos had attended the Committee meeting this afternoon regarding his OCP/Rezoning Application. He noted that the bylaws are on the agenda this evening for two readings and to set a Public Hearing date. Councillor Trainor reported that the Committee had received Patti Ferguson s report for information Councillor Trainor reported that the Committee had received Patti Ferguson s report regarding lighting at the Skateboard Park as information. MOVED by Councillor Trainor, seconded by Councillor Britton, to allow the lights to remain at the Skateboard Park until Sunday, September 1 st, 2002 and that they can stay on until midnight throughout that duration. #223/02 CARRIED Land Reserve Commission Jt. Programs Meeting Councillor Trainor reported that the Commission reviewed the correspondence from the Land Reserve Commission and scheduled a meeting for September 19 th, 2002 at noon to review the draft Land Use Plan. Councillor Beerkens reported that the next Joint Programs Committee Meeting is scheduled for September 19 th, 2002 to be held at 7:00 p.m. at Armstrong City 2

3 Hall. Armstrong-Spallumcheen Parks & Recreation Commission: Councillor Britton reported that the Commission s next meeting is scheduled for Thursday, September 12 th, 2002 at 7:00 p.m. Okanagan Regional Library Committee: Councillor Beerkens reported that the Committee s next meeting is scheduled for September 16 th, Armstrong-Spallumcheen Chamber Of Commerce: Councillor Britton reported that the Celebration of the Good Life events were held this last week-end and that the Chamber of Commerce will meet next week to review the celebration events. Councillor Britton reported that Tourism numbers are up 25% over last year, but that one of the main concerns raised is the lack of accommodation. Mayor s Reports: Silver Star Solid Waste The Mayor reported that Silver Star improvements to their ski lifts have started and residential site improvements will not happen until next year, which will have implications for Water and Sewer. The Mayor reported that the Regional District s Solid Waste Committee are developing residential garbage drop off facilities at the Vernon and Armstrong/Spallumcheen landfills. Residents who take residential garbage to the landfill would place it in the facility rather than taking it to the various different sorting locations throughout the landfill. Landfill staff would then sort and distribute the garbage. OTHER REPORTS: RCMP 2 nd Qtr Policing Report MOVED by Councillor Trainor, seconded by Councillor Beerkens, that the RCMP second quarter policing report, be received by Council. #224/02 CARRIED RCMP SE District Regional Policing Study Council reviewed the correspondence regarding the South East District Regional Policing Study, where the following concerns were raised: - How will this affect citizens in Armstrong? - Will there be any impact to taxation of residents? - Will response time be quicker? - Will there be any new services to residents? Councillor Britton indicated he would like to hear how the Kootenay pilot project was going. Mayor Oglow suggested that Sergeant Dibblee be invited to the next Council meeting to discuss this issue in more detail. 3

4 BYLAWS: Bylaw #1461 MOVED by Councillor Trainor, seconded by Councillor Britton, that the City of Armstrong Zoning Amendment Bylaw No. 1461, 2002, be given first and second readings by Council. #225/02 CARRIED MOVED by Councillor Trainor, seconded by Councillor Britton, pursuant to Section 890 of the Local Government Act, the Council of the City of Armstrong direct Administration to advertise notice of Public Hearing of the City of Armstrong Zoning Amendment Bylaw No. 1461, 2002, to be held in the Council Chambers of Armstrong City Hall, on Monday, September 9, 2002, at 7:15 p.m. #226/02 CARRIED Bylaw #1460 MOVED by Councillor Beerkens, seconded by Councillor O Sullivan, that the City of Armstrong Official Community Plan Amendment Bylaw No. 1460, 2002, be given first and second readings by Council. #227/02 CARRIED MOVED by Councillor Trainor, seconded by Councillor Hudson, pursuant to Section 890 of the Local Government Act, the Council of the City of Armstrong direct Administration to advertise notice of Public Hearing of the City of Armstrong Official Community Plan Amendment Bylaw No. 1460, 2002, to be held in the Council Chambers of Armstrong City Hall, on Monday, September 9, 2002, at 7:15 p.m. #228/02 CARRIED CORRESPONDENCE: District of Kitimat Re: Alcan Power Sales The Administrator reviewed the correspondence received from the District of Kitimat asking for Council s support relative to Alcan Power Sales. MOVED by Councillor Trainor, seconded by Councillor O Sullivan, to support the District of Kitimat s resolution that the NCMA petition the Province of British Columbia and BC Hydro to establish an economic development policy that power from Kemano be used in, and solely in, Northern BC as per the spirit and intent of the 1952 (sic 1950) Agreement with Alcan. #229/02 CARRIED FCM Re: Quality of Life BC Transportation Summit BC Citizens for the Federation of Canadian Municipalities requesting support of the Ten-point Proposal Toward a Partnership for Quality of Life. B.C. Transportation Summit regarding their upcoming one day Solutions Forum on September 5,

5 Public Power BC Citizens for Public Power regarding the future of BC Hydro and provincial electricity and advised that the supporting reports are available in the CT file. Resolution To Move In Camera: MOVED by Councillor Beerkens, seconded by Councillor Nitchie, pursuant to Section of the Local Government Act, to move to an In Camera meeting of Council to address issues that may or must be addressed in closed meetings as outlined in Section of the Local Government Act 1Land Issue. #230/02 CARRIED CERTIFIED CORRECT: ADJOURNMENT: On a motion by Councillor Beerkens, the meeting adjourned at 8:05 p.m. ADMINISTRATOR MAYOR 5
