1 Page 1 of 5 PETERBOROUGH LAKEFIELD POLICE SERVICES BOARD November 18 th 2014 Public Minutes Minutes of the public meeting of the Peterborough Lakefield Police Services Board held in the Hugh Waddell Boardroom. Members Present: Mayor Mary Smith, Chair Mr. Gary Baldwin, Vice-Chair Ms. Andrea Maxie Councillor Dan McWilliams Also Present: Murray Rodd, Chief of Police Tim Farquharson, Deputy Chief Niquel Pritchard Pataki, Executive Assistant 1. The Chair called the meeting to order at 10:35 AM and welcomed Aiesha Zafar from the Ministry of Community Safety and Correctional Services. 2. That the agenda of the Peterborough Lakefield Police Services Board for the public meeting of November 18 th 2014 be approved as circulated. 3. A declaration of Conflict of Interest was not noted. 4. Moved by Councillor McWilliams Seconded by Gary Baldwin That the Minutes of the public meeting of the Peterborough Lakefield Police Services Board of October 14 th 2014 be approved as circulated. 5. Delegations Tamara McAllister updated the Board on the progress with the Lean Six Sigma project. They have started piloting the program with one platoon. Manuals have been built for data entry for the electronic brief. They have been implementing the process and applications over the last six to eight weeks. Chief Rodd said this is a learning curve. The test platoon is building confidence and can market this to the other platoons. Councillor McWilliams asked how many other police services are doing this. Tamara said she worked with seven other services as well as the RCMP. This process empowers people. Gary Baldwin asked when the full roll out will happen.

2 Page 2 of 5 Tamara informed the Board this is expected to occur in the New Year. We must ensure that B platoon is running smoothly and the IT is working properly. Councillor McWilliams asked if the Lean Six Sigma would add paperwork and time or take away from it. Tamara said it will reduce the number of people involved with the brief, it will assist with error proofing which will lead to earlier convictions. 6. Chair s Remarks and Members Questions Mayor Mary Smith informed the Board that this was Gary Baldwin s last public meeting. She congratulated him on his election to City Council and Councillor McWilliams on his re-election. Gary Baldwin thanked Mayor Smith for her leadership, the Chief and Deputy for their professionalism and Niquel Pritchard Pataki for her excellent knowledge of the Police Services Act and said the Board is fortunate to have her. Chair Smith noted Gary Baldwin s contribution as Chair of the Budget Committee. She commended him for tackling this very difficult subject at the Board table and with Council. 7. Chief s Remarks Chief Rodd explained that we have incurred unexpected expenses with recent events. We safely executed the November 11 th ceremonies. We must be aware of officer safety issues. 8. Moved by Councillor McWilliams That the following correspondence be received by the Board as one omnibus motion: a) Ministry of Community Safety and Correctional Services i) The information on the Provincial Counter-Terrorism Plan, ii) The annual reporting requirements regarding the Violent Crime Linkage Analysis System and Major Case Management. iii) The information on the Road to Mental Readiness course at the Ontario Police College from December 8 th to 12 th. iv) The release of the Community Safety and Well-Being in Ontario booklet. v) The change in the reporting requirements for lost or missing license plates and accessible parking permits. b) Blueline Magazine The October edition of Blueline magazine. c) Mathews Dinsdale In a Flash i) The information regarding the new WSIB initiatives. ii) The Ministry of Labour s report on Traumatic Mental Stress. iii) The reminder about compliance and reporting obligations with the Accessibility for Ontarians with Disabilities Act, 2005.

3 Page 3 of 5 d) Ontario Civilian Police Commission (OCPC) The information regarding the revision to the Rules of Practice e) Ontario Association of Police Services Boards (OAPSB) i) The report on Police Services Boards taking responsibility for mental and psychological health in the workplace. ii) The paper regarding Independent Citizen Governance of Police Reasons and Principles. 9. Letter to Ken East, That the Chair send a letter to Ken East, President of the OAPSB, complimenting him on the production of this document. Mayor Mary Smith and Gary Baldwin stated the OAPSB s paper titled the Independent Citizen Governance of Police Reasons and Principles was excellent and educational. It states that the Board must remain autonomous. With respect to policies, decision making etc. Boards must be independent, not dependent. Mayor Mary Smith will put a covering letter together and this document will be provided to both Councils Third Quarter Reports That the Board receive for information the following third quarter reports for 2014: a) The Crime Stats Report from Inspector Larry Charmley. b) The Financial Report from Patricia Thomas, Finance Manager for the Service, and Chief Rodd. c) The Complaints Report from Staff Sgt. Neil Collins. - d) The Calls for Service and Non-Offence Statistics Report from Inspector Dan Smith. - Deputy Chief Farquharson said there is a slight decrease in crime; however, we are still above where we were in 2011 and We made the 4 th arrest in the Time Square shooting. We also had an officer on bike patrol prevent a home invasion and robbery from occurring. Our clearance rate has remained relatively the same. We are above the national average. Chief Rodd said we are still trending favourably; however, this is being eroded by recent incidents. Deputy Chief Farquharson said the calls for service are down slightly over last year; however, we are up 6% from Our mental health worker, Graham Harvey, is helping with the Mental Health Act calls for service.

4 Page 4 of 5 The Deputy also highlighted the following: We have investigated 74 sudden deaths so far this year. This is draining on resources. Missing persons calls also require an inordinate amount of resources and we get hundreds of them every year. Last night, two youths went missing. These calls represent the other 80% of what we do. Crime is not down in Peterborough. Mayor Mary Smith noted the decrease in family disputes and the programs we have through our partnerships which are assisting with this. 11. Police Facilities and Prisoner Lock-up Report That the Board receive the report from Inspector Hawthorne and Chief Rodd regarding the status of the police facilities and prisoner lock ups as required under the Adequacy and Effectiveness Regulation O.Reg. 3/99. - The Chief explained that there is a risk with not having a cell custodian; however, we do have cameras monitoring the cells at all times. We have taken officers off of the road in the past to perform this duty and it is based on risk management. 12. The Canadian Heraldic Authority Seconded by Councillor Dan McWilliams That the Board receive the November 1 st letter from Darrel Kennedy of the Canadian Heraldic Authority providing the official confirmation document for the Peterborough Community Police Service Cost Per Capita Moved by Councillor McWilliams That the Board receive the 2013 Cost Per Capita chart for municipal police services in Ontario. Chief Rodd noted that we are among the least expensive municipal police services in the province. We use this as a benchmark for our comparators. Sault Ste Marie is our closest comparator in terms of population and crime severity. 14. Training/Information Session with the New Councils

5 Page 5 of 5 That the Board recommend to the Peterborough Police Services Board that all councillors from both Councils be given an opportunity for a training session and ride along in the New Year. The Chair explained that in January 2011, the Board facilitated a training session with councillors from both Councils so they could better understand the Board s role. It was well received. 15. Presentation Mayor Mary Smith explained that the Board would adjourn the meeting and then have the following presentations: Retired PC Dave McFadden will be presented with his retirement badge Torch Run presentation by Members of the Auxiliary Unit. 16. Seconded by Councillor McWilliams That the Board ratify all actions of today s date. That the public meeting be adjourned.
