1 BOROUGH OF CARLISLE COUNCIL MEETING PRELIMINARY AGENDA September 10, :00 PM This Preliminary Agenda is provided to inform citizens of items for Council consideration at the next Council meeting. It reflects the information provided to Council one week prior to the meeting and is subject to change. The final agenda is not published until the day of the meeting and will not be available until the meeting. Citizens who have questions concerning the final agenda should contact the Office of the Borough Manager, Joyce Stone, at MOMENT OF SILENCE PLEDGE OF ALLEGIANCE TO THE FLAG Councilor Guido Councilor Guido ROLL CALL OPPORTUNITY FOR SCHEDULED CITIZENS AND VISITORS TO BE HEARD Ms. Gail Black to provide update on the Borough Dog Park. CONSENT AGENDA The following is a list of routine items which do not appear to be controversial in nature and which probably do not require additional discussion. They can be acted on by one motion in their current form. If discussion is desired on any particular item, any member of Council, or the public, may request the item be removed from the Consent Agenda and that item will be considered separately. A. Minutes: Council Meeting 08/13/2015 Public Hearing 08/13/2015 Planning Commission 08/27/2015 B. Approval of Bills and Investment Transactions: Expenditures as of August 31, 2015: General Fund $ 1,370,144 Water Fund $ 396,709 Sewer Fund $ 905,615 Solid Waste Fund $ 79,428 Parking Fund $ 26,659 Highway Aid Fund $ 3,570 C. Attendance Approvals 1. Mayor Scott to attend the National League of Cities on November 4-7, 2015 in Nashville, TN. 2. Finance Clerk, Pam Lebo to travel to the Pennsylvania State Tax Collector s Association Convention on October 16-17, 2015 in York, PA. 1

2 D. HARB: The HARB recommends approval for the following item: 1. A request by Stephen Hughes for a Certificate of Appropriateness at 250 South Pitt Street. The applicant proposes to replace seven, 2/2 wood windows on the second floor front and south side with Anderson Woodwright, 2/2 windows. 2. A request by Dan Shaffer for a Certificated of Appropriateness at 15 North Hanover Street. The applicant proposes to install a 2 by 6 vinyl projecting sign on the front façade that will state No Common Scents Where art meets soap in green and white lettering with green background. A 13 by 8 framed vinyl banner will be installed above the front display window that will state NO COMMON SCENTS in red and green lettering with gray background. Metal letters totaling 70 will be installed directly below the No Common Scents sign and state ART MEETS SOAP in yellow lettering with brown background. 3. A request by James and Betty Kistler for a Certificate of Appropriateness at 34 South East Street. The applicant proposes to replace the metal, standing seam roofs with the same profile metal, standing seam roofs. 4. A request by Larry Foster for a Certificate of Appropriateness at 19 East South Street. The applicant proposes to replace the slate roof with either a metal standing seam, ecostar or architectural asphalt shingles. E. Public Safety 1. Borough Council may authorize the closure of Locust Avenue between College Street and N. West Street for the St. Paul Evangelical Lutheran Church Annual Block Party on September 13, 2015 from 1:00 p.m. to 4:00 p.m. The church would be responsible for submitting a Certificate of Insurance naming the Borough of Carlisle as an additional insured and for 100% of the variable costs and 10% of the fixed costs of traffic control incurred by the Borough of Carlisle. 2. Borough Council may approve the temporary closure of several Borough streets to facilitate the Carlisle Family YMCA annual Turkey Trot 5K Road Race to be held November 26, 2015, Thanksgiving Day from 8:00 a.m. to 12 Noon. The street closures include South West Street from Walnut Street to South Street and West South Street from South West Street to Orange Street. The YMCA would be responsible for 100% of the variable costs, and 10% of the fixed costs of traffic control. 2

Finance and Public Works Committee 1. Borough Council may reject the bid received for the Pomfret Street Parking Garage 2015 Repairs and Preventive Maintenance project. 2. Borough Council may engage the professional services of A Touch of Green at a contract price of $10,591 for the Liberty Avenue Parking Lot Landscaping Project. 3. Borough Council may affirm an offer by the Alliance for the Chesapeake Bay to provide technical assistance to the Intermunicipal Carlisle Area MS4 Coordinating Council under a Growing Greener Technical Assistance Grant managed by the Alliance. 4. Borough Council may consider authorizing its President to sign the Pennsylvania Department of Environmental Protection Sewage Facilities Planning Module Exemption Form for a proposed connection to the Borough s sanitary sewer system from the Goodman-Bircher Development to be located in portions of the Borough, South Middleton Township, and Dickinson Township. 5. Borough Council may amend the 2015 Budget to include $400,000 in revenue and expenditures from the EPA Assessment Grant. 6. Borough Council may amend the 2015 Budget to include $5,458 to purchase two drop cameras. 7. Borough Council may approve the 2016 Minimum Municipal Obligation (MMO) budget in the amount of $576,932 using the 2015 actuarial study in order to fund the Police and Non-Uniform pension plans for 2016 as required by Act 205 of the Commonwealth of Pennsylvania. D. Parks and Recreation Committee 1. Borough Council may authorize the Director of Parks and Recreation to apply for grant funding from the Cumberland County Land Partnership Grant Program. The authorization is to apply for funds for the Valley Meadows Park Rehabilitation Project. 3

4 E. Sustainability and Community Planning Committee 1. Borough Council may approve a Final Land Development Plan submitted by HM Architects/Engineers on behalf of Ross Dress for Less, Inc at 1707 Shearer Drive (I-1 General Industrial District). Council may also approve a waiver for the submission of a preliminary land development plan. 2. Borough Council may accept and approve for submission the Consolidated Annual Performance and Evaluation Report (CAPER) for the period covering July 1, 2014 through June 30, Borough Council may approve modifications to the previously approved FY 2014 CDBG budget to allocate unanticipated Program Income to the following activities: $27,000 to a new activity, Public Facility: Installation of Public Safety Equipment for Low-Mod Benefit Cameras & Server Upgrade ; and $10,000 to existing new activity titled, Public Facility: Project SHARE Rehabilitation. F. Public Safety Committee 1. Borough Council may adopt an ordinance amending the Code of the Borough of Carlisle, with respect to Chapter 120, Fees, changing the fee for the installation of onstreet handicapped parking spaces from a variable to a fixed fee, and increasing the annual maintenance fee to account for inflation. (roll call vote) 2. Security Camera Upgrades 1. Borough Council may approve a quote from Cam-Tek Systems, Inc for $7,580 to upgrade the server used to store the Borough s security camera video to a 21 Terabyte Grade Recording Server. 2. Borough Council may approve a quote from Cam-Tek Systems, Inc for $3,814 to replace the existing video backhaul system for the Borough s security camera system with a 24 GHZ Airfiber Bridge. 3. Borough Council may approve a quote from Cam-Tek Systems, Inc for $6,679 to replace the camera at Memorial Park with a 360 Degree Camera with an integrated PTZ camera. 4. Borough Council may approve a quote from Cam-Tek Systems, Inc for $5,458 to purchase two Drop Cameras to be integrated with the existing security camera system. 5. Borough Council may approve quote from Cam-Tek Systems, Inc for $13,928 to purchase and install six security cameras at the Pomfret Street Garage.
