2 CITIZENS FORUM At this time a number of citizens not to exceed 10 shall be allowed to speak on any matter other than personnel matters, matters under litigation or matters concerning the purchase, exchange, lease or value of real property for a length of time not to exceed three minutes on a first-come, first-served basis. No Council action or discussion is to be taken until such matter is placed on the Agenda and posted in accordance with law. (Staff recommends award to Herco Equipment, Inc., through an Interlocal Cooperative Purchasing Agreement with the City of Irving, Bid No. 129D-15F, in the amount of $70, ) 14 Authorize the City Manager to approve the City of Rowlett as a participant in the Project 25 (P25) Radio System to be constructed, operated and administered in accordance with the City of Garland and the City of Mesquite Radio System Interlocal Agreement authorized by the on June 15, 2015, and authorize the City Manager to approve the terms of the Participant and Usage Agreements between the City of Garland and the City of Rowlett setting forth the terms of the City of Rowlett s participation in the System. 15 Authorize the City Manager to execute Change Order No. 2 for Bid No , Repair and Renovation of the S.D. APPOINTMENTS TO BOARDS AND COMMISSIONS 17 Receive resignation from Barbara Rojas as a member of the Parks and Recreation Advisory Board and Tree Board. 18 Consider appointment of one member to the Personnel/Trial Board for a term to expire November 7, 2018, who will also serve on the Civil Service Commission. 5 Economic Development: Pursuant to Section of the Texas Government Code, the will meet in closed session to consider commercial or financial information regarding business prospects or projects. The following subject may be discussed: 22 Consider creation of a Tax Increment Financing Reinvestment Zone for an area west of IH 635, north of Scyene Road, east of Town East Boulevard and south of Gross Road. 23 Consider creation of a Tax Increment Financing Reinvestment Zone for the Gus Thomasson Redevelopment Corridor. 24 Discuss economic development incentives for a business prospect seeking to locate on North Peachtree Road. Following discussions in executive session, the will reconvene in open session where any final action regarding executive session items will be taken.
