2 The Community A diverse community of nearly 85,000 residents, San Leandro maintains a safe, small-town feel, while offering a wide range of shopping, dining, recreation amenities, miles of shoreline, and easy access to nearby regional parks and nature areas. Located in the center of the San Francisco Bay Area, San Leandro enjoys close proximity to Silicon Valley, San Francisco, world-renowned universities, the Oakland International Airport and the Port of Oakland, and is served by two major freeways and two BART stations. Through a public-private partnership known as Lit San Leandro, an eleven-mile fiber optic loop is under construction in the City s large industrial and commercial zone. Lit San Leandro will enable a new range of businesses to leverage San Leandro s assets and become industry leaders in the fast data revolution. San Leandro is the headquarters of, or has distribution and manufacturing facilities for, several leading national and international companies including OSIsoft, Ghirardelli Chocolate, Coca-Cola, Otis Spunkmeyer, and TriNet. Construction of a Kaiser Hospital and Medical Center is nearing completion, which will provide 2,500 jobs when open. San Leandro takes great pride in its reputation as being an energetic and well-managed city. Like other California cities, it is dealing with fiscal challenges that necessitated staffing and organizational changes. With a total General Fund budget of $75 million and 330 full-time employees, the City provides the full range of municipal services. The City works closely with local businesses and the San Leandro Chamber of Commerce to promote San Leandro as a world-class business location.

3 The Community Development Director Reporting to the City Manager, this Department Head position will lead a professional staff to plan, organize, and manage the City s economic development strategies and programs. The department has an annual operating budget of approximately $4,742,180 and is currently comprised of four divisions: Business Development - provides business assistance services to promote retention and expansion of existing businesses and attraction of new industry. The division also administers the City s remaining redevelopment activities. Building and Safety Services - regulates and inspects private development and construction throughout the city, administers the Federal Flood Plain Program, and oversees the department's innovative and successful One-Stop Permit Center, bringing together all land use disciplines to expedite the permitting process. Housing Services - administers the City's share of Federal CDBG funds for use in community development projects, as well as HOME and Redevelopment Set-Aside funds that are allocated for housing programs and projects. The division also provides staff support to the Rent Review Board. Planning Services - coordinates current and advance planning activities, including providing staff support to the Planning Commission, Board of Zoning Adjustments, Zoning Enforcement Official and Site Development Sub-Commission on land use matters. The Community Development Director is an exciting role of growth manager and facilitator, urban renewal designer and promoter, downtown revitalization planner, and advocate. The selected candidate will work closely with the general public, development community and Planning Commission to administer capital projects, prepare reports for rezoning, administer the City s code enforcement program; administer Housing and Community Development programs and provide information on the City s comprehensive plan, mapping system, municipal code, land use policies, and statewide planning goals. The Ideal Candidate Six years of successful experience with economic development and retention of business Graduation from an accredited college with a major in planning, architecture or related field is required; a Master s degree is strongly desirable Ability to strengthen community partnerships and minority business investments; achieve Council goals related to projects and innovation in coordination with the new Chief Innovation Officer; work on shoreline and/or coastal developments with related regulatory bodies Knowledge of principles and procedures of municipal planning techniques used in the development of master plans; and Federal, State and local laws and regulations relating to planning, and building inspection Ability to work with other agencies and legal staff to ensure smooth transition and coordination of Redevelopment responsibilities A combination of increasingly responsible experience and education that would provide the knowledge, skills and abilities stated above will qualify. In addition, the ideal candidate must work effectively with the highest levels of City government; be a team player with excellent people skills who is committed to developing cooperative relationships with the department s stakeholders; be genuinely committed to partnerships with community groups; recognize and respond to the needs and aspirations of the community for a sound and stable land use program; possess personal integrity, diplomacy and political astuteness; have well-established contacts within the planning and development communities; and have exceptional written and oral communication skills.

4 Compensation & Benefits The salary for this outstanding career opportunity, based on the experience and qualifications of the selected candidate, is $10,961 to $13,323 per month. San Leandro s current benefit package includes: One hundred and twenty hours of management incentive pay ($632-$769) per year on a pro-rata basis CalPERS enrollment in either the 2%@55 (Classic Employees) or the 2%@62 (New Employees) formula is dependent on the individual s eligibility, as per AB 340 Health Insurance: The City contracts through CalPERS with seven plans available.
