1 The City of Brooklyn Center, Minnesota SEEKS A CULTURALLY COMPETENT, PROGRESSIVE, AND INNOVATIVE COLLABORATOR TO BE ITS NEXT DEPUTY CITY MANAGER THE COMMUNITY Comprised of 8.5 square miles, Brooklyn Center, Minnesota, is an inner ring suburb in the Minneapolis-Saint Paul Metropolitan Area situated on the banks of the Mississippi River. The City is home to a richly diverse population of 30,864 residents. Brooklyn Center residents enjoy easy access to Hwy 100, I-94/694, Hwy 252, and Hwy 169; the commute to downtown Minneapolis is six minutes while the commute to Saint Paul is 15 minutes. The City of Brooklyn Center takes prides in its neighborhoods; it offers prospective homeowners many choices from starter homes to residences with riverfront views to assisted living environments for senior adults. Brooklyn Center s parks and nature areas contribute to its attractive quality of life. Combined with a 20-mile trail system extending to all neighboring communities and the Mississippi River, residents can walk or bicycle throughout the city and much of the northwest metro. Earle Brown Days, Surly Darkness Days, and National Night Out are major annual events enjoyed by the community. Four school districts serve the City of Brooklyn Center, including Brooklyn Center Community Schools, Anoka-Hennepin, Osseo Area Schools, and Robbinsdale Area Schools. A variety of private and parochial education opportunities are also available. Brooklyn Center is home to the headquarters for Caribou Coffee, an FBI regional field office, and the Earle Brown Heritage Center, a City-owned and-operated conference and event center. Shingle Creek Crossing is a major new retail development located on the former Brookdale site. Major Brooklyn Center employers include Promeon, Inc., a division of Medtronic; Luther Auto Group; and the University of Minnesota Physicians.

2 THE ORGANIZATION The City of Brooklyn Center is organized under a Home Rule Charter adopted in The governing body is comprised of the Mayor and four Council Members elected at large. All members serve four-year terms with two of the Council Members standing for election during each national election year cycle. Under the charter, the City Council is responsible for setting policy and appointing the City Manager; the City Manager is responsible for administrative operations and implementation of Council policies. The City provides a full range of municipal services to its citizens. These include police and fire protection and services, zoning and code enforcement, municipal planning, parks, recreation activities, construction and maintenance of streets, provision of water, wastewater collection and treatment, storm water collection and treatment, and street lighting. Community and economic development is facilitated through a Housing and Redevelopment Authority and an Economic Development Authority. The Boards of those two organizations are comprised of the Mayor and members of the City Council. The City also has internal departments providing human resources, engineering, financial management and information technology support to these various functions. The City operates a conference and meeting facility at the Earle Brown Heritage Center, two municipal liquor stores, and Centerbrook, an executive nine-hole golf course. The City is organized into eight operating departments including: Administration; Police; Fire; Community Activities, Recreation and Services (CARS); Public Works; Business and Development; Building and Community Standards; and Fiscal and Support Services. All department heads are appointed by and report directly to the City Manager. The City has a 2016 General Fund Budget of $19.8 million. Across all funds, the City s 2016 budget totaled $72 million. Its 2016 credit rating is AA. The City has a full-time staff of 156 employees STRATEGIC PRIORITIES Resident Economic Stability The City will support and take an active role in collaborative efforts of education, business, and government sectors to improve income opportunities for residents. Targeted Redevelopment The City will prepare sites and provide the necessary supporting infrastructure investments to guide redevelopment of publicly- and privately-owned properties. Enhanced Community Image The City will develop strategies and implement action plans to assure that Brooklyn Center is recognized by residents, businesses, stakeholders, and visitors as a high quality, attractive, and safe community. Inclusive Community Engagement The City will consistently seek input from a broad range of stakeholders from the general public, non-profit, and forprofit sectors. Efforts to engage the community will be transparent, responsive, deliberately inclusive, and culturally sensitive. Strengthened and Empowered Youth The City is committed to a coordinated system of highquality, accessible, and fully resourced opportunities that lead to an increase in high school graduation and pathways to college or career and reductions in young people s experience of violence. Key Infrastructure Investments The City will plan for and invest in critical infrastructure improvements that enhance safety, improve life quality, and support opportunities for redevelopment, while sustaining the natural environment.

3 LEADERSHIP OPPORTUNITIES Liaison for the City Manager. The Deputy City Manager will work in close partnership with the City Manager and frequently function as a liaison working on highly complex issues. Many of these issues will be related to the strategic priorities adopted by the City Council; others may involve high profile concerns that require representation from the City Manager s Office. Measuring City performance. The Deputy City Manager will be instrumental in establishing a framework to facilitate monitoring and evaluating performance on strategic priorities and municipal operations and in preparing information to support policy-making and continuous improvement of municipal operations. Community engagement. The Deputy City Manager will take a proactive role to ensure that the City consistently seeks input on a wide range of concerns and acts in partnership with stakeholders reflecting the general public, non-profit, and for-profit sectors. The City places a high value on community engagement that is transparent, responsive, deliberately THE POSITION The Deputy City Manager assists the City Manager on high-profile issues, strategic initiatives, and in areas of municipal operations as assigned. The position also directs the Administration Department, which includes responsibility for human resources/ payroll, information technology, communications, elections, licenses and city clerk functions with an annual department budget of $1.5 million and nine employees. The Deputy City Manager serves as the back-up to the City Manager during absences. Major responsibilities include: Strategic Leadership and Direction Provides leadership related to the strategic direction of the City following the guidance of the Council and the City Manager. Assists with the development and implementation of short-and-long range goals and coordinates communications regarding the City s strategic direction. Performs and provides oversight for comprehensive management research and analysis of a wide range of municipal projects, policies/ practices, and organizational processes. City Manager Support Serves as a liaison between City departments, the legislative community, community groups and other levels of government and represents the City. Collaborates with department heads, managers, and others to implement policies and processes. Negotiates and resolves sensitive, significant, and controversial public relations issues. Monitors and evaluates the efficiency and effectiveness of municipal operations. Ongoing Municipal Administration Prepares reports, analyses, and communications for the City Council. Facilitates the identification and resolution of complex organizational issues. Assists in the preparation of the annual budget, reviews department budget justifications, and makes recommendations. Prepares and coordinates state legislation and grant requests and federal aid and grant applications. Confers with persons requesting service or making complaints and takes appropriate action. Staff Supervision Supervises staff, establishes work goals and priorities, and evaluates performance. Participates in the recruitment and selection of employees and provides ongoing coaching for professional development and improvement. Special Projects Leads and coordinates complex special projects, often involving coordination and supervision of department heads and/ or interaction with state and federal agencies. Manages projects, programs, or operations as assigned and facilitates public review process. Manages external consultants and related processes.

The City is in the early stages of launching a public image initiative to brand the City of Brooklyn Center. The Deputy City Manager will work with external consultants and develop implementation actions to assure that Brooklyn Center is recognized by residents, businesses, stakeholders, and visitors as a high quality, attractive, and safe community. Employee development. The Deputy City Manager will have the opportunity to be involved with the hiring of new members of the management team with the anticipated retirement of key staff within the next couple years. In addition, participating in the development and mentoring of employees will be important to develop employees for future roles and to ensure continuity of critical City services. 5 EDUCATION AND EXPERIENCE Requires a Bachelor's degree, Master s degree preferred, in public administration, business administration, political science, or related field and five (5) years of increasingly progressive executive level experience in a municipal or comparable organization with responsibility for staff supervision and the creation and execution of strategic public programs. The ideal candidate must have a broad knowledge of local government processes, operations, and finances and demonstrate cultural competency and outstanding interpersonal and communications skills. Experience working in a union environment preferred. COMPENSATION AND BENEFITS Salary range is $93,923 - $115,161, depending on qualifications. Comprehensive benefits package available.
