1 SECTION I BROWARD COUNTY LAND USE PLAN TEXT Fracturing (ie fracking) RECOMMENDATIONS/ACTIONS DATE I Planning Council Staff Transmittal Recommendation March 13, 2018 It is recommended that the proposed amendment to the BrowardNext - Broward County Land Use Plan be approved See Attachment 1 II Planning Council Transmittal Recommendation March 22, 2018 Approval per Planning Council staff transmittal recommendation (Vote of the board; Unanimous: 18-0; Blackwelder, Blattner, Breslau, Brunson, Castillo, DiGiorgio, Ganz, Gomez, Good, Graham, Grosso, Moraitis, Rosenof, Rosenzweig, Ryan, Udine, Williams and Stermer) I - 1

2 SECTION II BACKGROUND INFORMATION The Broward County Board of County Commissioners adopted the update of the BrowardNext - Broward County Land Use Plan at its April 25, 2017, public hearing While the update was unanimously supported at the Planning Council s second public hearing on March 23, 2017, some members expressed additional comments In consultation with the Planning Council Attorney, it was determined that the comments were substantive in nature and would require public outreach and review The member comments were then sent to all Planning Council members over a period of several months for their review and any additional comments Subsequently, at its October 26, 2017, meeting, the Broward County Planning Council initiated an amendment to strengthen newly adopted Policy 293 regarding opposition to any type of fracturing (ie fracking) or other well stimulation See Attachment 1 for the proposed text amendment PUBLIC OUTREACH Planning Council staff distributed the text amendment through communication in December of 2017 to all municipal mayors, managers and planning directors, as well as interested parties See Attachment 2 No substantive comments have been received as of this date RECOMMENDATION Planning Council staff recommends that the proposed amendment to the BrowardNext Broward County Land Use Plan be approved II - 1
