He is responsible for managing state finances, including preparation of the Govenor s budget recommendation, development of a state capital budget, managing budgetary activities across state government, and developing long-term fiscal policy. He also oversees the state agencies that provide core administrative services in the Commonwealth, including the collection of state taxes, the administration of IT service and the management of human resources in the state government. Prior to his appoointment as Secretary in January of 2013, Glen Shor served as Executive Director of the Massachusetts Health Insurance Connector Authority. Jeghelian, Executive Director, Massachusetts Office of Public Collaboration John Goodrich, Senior Affiliate and Practitioner, Massachusetts Office of Public Collaboration Moderator: Tim Brennan, Executive Director, Pioneer Valley Planning Commission Description: Through an interactive workshop, key staff from the Massachusetts Office of Public Collaboration will present civic engagement concepts and tools to help municipal officials with both local and regional issues. They will highlight examples drawn from their own experiences as mediators/facilitators, citizens and local public officials, and will share strategies for dealing with the unexpected. 3. Mid-Sized Municipalities and the Opportunities of Regionalization Robert Dolan, Mayor of the City of Melrose David Narkewicz, Mayor of the City of Northampton Thatcher Keezer, Mayor of the City of Amesbury Moderator: Robert Nunes, Deputy Commissioner of Revenue and Director of Municipal Affairs, Department of Revenue Division of Local Services Description: Regionalization programs often focus on small towns or large cities because of the obvious benefits to these types of municipalities (economies of scale for small towns and the ability of cities to provide regional services to other communities). But how can cities regionalization benefit mid-sized municipalities? Chief elected officials from three mid-sized Massachusetts cities will discuss their involvement in regionalization projects and how midsized communities can effectively be involved in regionalization projects. 4. Regional Law Enforcement as Critical Partners in Regionalization Chris Donelan, Franklin County Sheriff David Sullivan, Northwestern District Attorney Thomas Dubas, Director of the Essex Regional Communications Center Moderator: Ross Perry, Director of Municipal Management, Southeastern Regional Planning & Economic Development District Description: This session will explore how regional law enforcement entities can act as hosts for regionalized programs that serve multiple cities and towns and how these law enforcement and public safety colloboration can realize substantial benefits for the community and public at large. 2

Measuring Performance: The Massachusetts Municipal Performance Management Program Diana Schindler, Town Administrator, Town of Orange David Cressman, Town Administrator, Town of Dartmouth Sarah Stanton, Finance Director, City of Salem Moderator: Mike Ward, Director of Municipal Services, The Collins Center for Public Management, University of Massachusetts Boston Description: This workshop will feature University of Massachusetts Boston speakers from three communities involved in the Massachusetts Municipal Performance Management Program, as well as Mike Ward from the Collins Center who has been directly involved in this initiative for a number of years. Municipal managers will discuss how they are using performance measurement tools in their communities in order to link performance information to the local budgeting process, problem-solving exercises and fostering accountability and informed decision making at the local level. 7. Good Governance for Regional Programs Phil Lemnios, Hull Town Manager and South Shore Regional Emergency Communications Center Steve Fleshman, Chair, Town of Brimfield Select Board and Brookfields Highway Cooperative Randy Crochier, Co-Chair, Franklin Regional Council of Governments Cooperative Public Health Service Oversight Board Moderator: Joel Barrera, Deputy Director, Metropolitan Area Planning Council 3 Description: This workshop will feature representatives from three regionally organized and governed entities who will talk about what makes their shared governance model work including issues such as voting, budgeting, and hiring practices and how they addressed concerns of loss of local control.

This is a repeat of last year s session due to its relevance, popularity and the ongoing need as confirmed by past conference participants. 9. Green and Clean Energy Regional Partnerships Helen Aki, Clean Energy Program Coordinator, Metropolitan Area Planning Council Dennis Dizoglio, Executive Director, Merrimac Valley Planning Commission Eric Weiss, Sustainability Services, Hampshire Council of Governments Moderator: Beverly Woords, Executive Director, Northern Middlesex Council of Governments Description: This workshop will focus on a number of promising green, clean energy partnerships which are beginning to yield significant energy and cost savings for hundreds of cities and towns across Massachusetts.
