The chief of statistician should be member of SC and should provide secretariat 3

4 SIMILARITIES on SC (1) The SC members are appointed by the PMO as well as the CEO is appointed by PM G The Council members will be appointed by the same authority (president- Government,) The Council shall appoint a chair and deputy chair from amongst its members. He comes from research center/organisation, Statistical Council will elect a chairperson who is a representative of a user community outside of the government SIMILARITIES on SC (2) Monitor, evaluate and give advice on the implementation of the program Give opinion on development on the statistical system and international collaboration G Evaluate the implementation of the statistical programmes and follow up on the implementation of strategic development activities; Assess and advice on issues of compliance with the principles of official statistics 4

5 SIMILARITIES on SC (3) The Council shall operate according to the Rules of Procedures which will be adapted within three (3) months after the establishment of the Council. G Adopt the rules of procedure of the Statistical Council to regulate its tasks, organization, working methods and decision making. Differences on SC The public sector representatives form majority of SC (6 LM+2ag+,) G The public sector representatives must not form the majority of SC Actually no members from mass media and parliament In selecting Council members, priority could be given to those that use statistics from several domains, such as the mass media or the Parliament. 5

6 Differences on SC (1) The Council shall decide on the representative from the civil society and business community during the first meeting. The members of the Council from the institutions are nominated amongst civil servants of the relevant institution based on criteria determined by KAS. G We could not find in the G?? Differences on SC (2) Head of Unit production statistics is member of the SC ( case CBK) G For entities such as the National Bank or the Ministry of Finance, which are at the same time producers and users of official statistics, a representative of the user side should be proposed instead of the Head of their statistical entity 6
