1 NOTICE OF PROPOSED REVISIONS TO COUNTY OFFICIAL PLAN AMENDMENT NO. 80 PROPOSED REDESIGNATION OF LANDS ADJACENT TO THE TOWN OF HANOVER IN THE MUNICIPALITY OF WEST GREY LANDS PROPOSED FOR POSSIBLE REDESIGNATION: PART OF LOTS 8 TO 15, CONCESSION 1 SDR, GEOGRAPHIC TOWNSHIP OF BENTINCK, MUNICIPALITY OF WEST GREY Background Official Plan Amendment No. 80 is the 5 Year Review Amendment to the County of Grey Official Plan. Official Plan Amendment No. 80 includes a number of modifications to the current County Official Plan. County Council adopted Official Plan Amendment No. 80 (OPA80) on March 3, The Ministry of Municipal Affairs and Housing (MMAH) approved OPA80 with modifications on February 14, There are currently three appeals against OPA#80 that are currently recognized by the Board, including an appeal submitted by Insicon Inc., Cuesta Planning Consultants and the Town of Hanover. The County has met with the appellants to Official Plan Amendment No. 80 in an attempt to resolve the concerns. With respect to the Town of Hanover appeal, County staff have met with Hanover representatives and West Grey representatives in an attempt to resolve the issues identified in the appeal letter sent by Thomson Rogers Lawyers on behalf of the Town of Hanover. The purpose of the meetings with Hanover and West Grey was to determine if in fact additional land is required to accommodate future growth, and if so how much land is required and to discuss the best location for these lands. A comprehensive review was prepared originally by Hanover s Planning Consultant and County staff provided a list of items that required further clarification with respect to the information contained in the report. Hanover s consultant issued an addendum to the original comprehensive review report dated August 24, 2011 and County staff reviewed this addendum and provided a subsequent list of items that required further clarification. Hanover s consultant then provided a second addendum to the comprehensive review report dated October 19, A copy of the reports from Hanover s Planning Consultant can be found on the County website at the link identified below. Based on the latest report, Hanover s planning consultant has calculated that approximately 57 hectares of additional land is required to accommodate Hanover s projected growth needs to Four options for the proposed additional lands were included with the October 19, 2011 report prepared by Hanover s planning consultant. The four options proposed by Hanover s Planning Consultant are attached to this Notice. On December 12, 2011, West Grey Council passed a resolution indicating that West Grey supports in principle the re-designation of lands in West Grey abutting the Town of Hanover as shown in Options 2 and 3 in the IBI Report dated October 19, 2011 (or a combination thereof). West Grey Council also supports initiating dialogue with the Town of Hanover to establish a joint municipal servicing agreement to service the proposed expansion lands and also notes that water and sewer services are to be provided by Hanover. Based on the motion adopted by the County Planning Community Development Committee and approved by County Council (identified on Page 2 of this Notice), the following Notice is being provided to you to seek comments on the proposal to re-designate lands adjacent to the Town of Hanover in the Municipality of West Grey. 2 Should you have any comments with respect to the proposal to re-designate lands adjacent to the Town of Hanover in the Municipality of West Grey as identified in the attached options, please submit those to the County of Grey in writing before 4:30pm on March 9 th, 2012 to: County of Grey Planning & Development Department th Avenue East Owen Sound, Ontario N4K 3E3 Phone: Fax: planning@grey.ca DATED AT Owen Sound this 14 th day of February, The following motion was passed by the County Planning and Community Development Committee on Thursday, January 12, 2012 and approved by County Council on February 7, 2012: PCD31-12 Moved by: Councillor Fitzgerald Seconded by: Councillor Maskell WHEREAS County Council adopted Official Plan Amendment No. 80 on March 3, 2009; AND WHEREAS the Ministry of Municipal Affairs and Housing approved Official Plan Amendment No. 80 with modifications on February 14, 2011; AND WHEREAS there are currently three appeals against Official Plan Amendment No. 80 recognized by the Board including an appeal from Insicon Inc., Cuesta Planning Consultants and the Town of Hanover; AND WHEREAS staff have met with the appellants in an attempt to resolve the issues identified in the appeal letters from the appellants; NOW THEREFORE BE IT RESOLVED that the County supports the proposed policy revisions to Official Plan Amendment No. 80 identified in Planning Report PDR-PCD and directs staff to provide the proposed policy modifications to the Ministry of Municipal Affairs and Housing for review and that the proposed policy modifications be presented to the Board through minutes of settlement; AND THAT the County Planning and Community Development Committee supports in principle the concept of re-designating lands in the Municipality of West Grey adjacent to the Town of Hanover and directs staff to circulate information to potentially affected landowners and agencies, including the Ministry of Municipal Affairs and Housing, to receive comments on the proposal being put forward by the Town of Hanover; AND THAT staff prepare a subsequent report summarizing the comments received with respect to the proposal to re-designate lands in the Municipality of West Grey adjacent to the Town of Hanover and to seek further direction regarding this matter.
