1 Council Agenda Municipal Offices- Stone Mills The four hundred and ninety first meeting of the Council of The Corporation of the Township of Stone Mills was called to order on at in the Municipal Council Chambers in Centreville, Ontario. Members Present: Eric Smith, Reeve John Wise, Deputy Reeve Doug Davison, Councillor Martha Embury, Councillor Deb Thompson, Councillor Wenda Lalande, Councillor Kevin Richmond, Councillor Staff Present: Bryan Brooks, C.A.O/Clerk Roger Hogan, Deputy Clerk Christina Beaushaw, Treasurer Jeff Thompson, Public Works Manager Jacob Detlor, Chief Building Official Regrets: Members of the public were present to observe the meeting. 1. Call to Order - Reeve Smith called the meeting to order at 5:31p.m 2. Agenda 2.1. Special Public Meeting Pursuant To Section 34 of the Planning Act Page 1 of 5

Lalande THAT Council receive the agenda of the Stone Mills Council meeting for the purposes of hearing the re-zoning applications referred to a Gibson rezoning and House Keeping re-zoning. 3. Conflicts of Pecuniary Interest or the General Nature Thereof - none noted 4. New Business 4.1. Temporary Use Zoning Amendment, D C, Gibson Council members were presented with the application of Freedom Field Naturist Ranch ( Gibson) to receive temporary re-zoning to permit a campground at 592 Carroll Rd. Resi Walt, Ontario Federation of Agriculture presented council with concerns pertaining to the impact on neighbouring farm operations, the impact on surrounding operations with a change from agriculture/residential use to a commercial/campground use. Chris Stenabaugh, Local resident addressed council on his concern on the lack of compatibility of the proposed campground and the existing uses of the property within close proximity to the proposed re-zoning. He presented concern over the road not being suitable to accommodate the increased traffic, the demonstrated inability of past events to coincide with neighbouring properties, contradiction of criminal code 174 by not having proper visual barriers and a potential loss of clientele to his own business by boarders electing not to have their children exposed to a naturists ranch. Numerous copies of support letters and opposition letters were filed with Planning Clerk Roger Hogan for the purposes of providing Page 2 of 5

3 copies to the applicant and Council pertaining to the proposed amendment. Council members requested that Hyperborea ( an event hosted on the Freedom Fields property) be left out of the discussion for rezoning as they are two separate applicants and two separate issues. Tim Pelow( on behalf of Michael Mulroney) presented council with a narrative that expressed concern over the campground use in close proximity to agricultural operations and the demonstrated inability to co-exist as noted by historical law enforcement interaction and by-law enforcement involvement. Further, reference to council and its requirement to maintain and preserve agricultural land rather than commercialise was portrayed to council in opposition of the application. Chris Howland expressed concern over the strain on municipal law enforcement efforts and the perceived tiered treatment of the complaints. Also, clarification was sought as to why the business was allowed to operate illegally for an estimated 7 years. Chris also expressed a concern on how this property would be permitted to operate while being so close to a road allowance referred to as Kelly Rd. and the potential for violations of Criminal Code 174 by permitting the naturist ranch to legally operate. Erin Dennison (on behalf of her family) expressed concern of the demonstrated incompatibility of the property with the neighbouring property and the impact that a campground would have so close to their farm operation. Ms. Dennison expressed the concern that her family farm operation will be negatively impacted by the noise and large gatherings of people in a agricultural zoned area. Planning Staff (Roger Hogan and Mark Touw IBI) were present to ensure that the nature of the complaints were heard and filed for consideration Page 3 of 5

General Zoning Bylaw Amendment, Mark Touw, IBI Consultants Mark Touw, IBI Consultants presented council with some alterations required to the Township of Stone Mills By-laws to rectify some minor inconsistencies in the plan in accordance with the Provincial Planning Act and the Provincial Policy Statement. Council members discussed the intent of the proposed amendments to become educated in the practicality to the Township of Stone Mills. 5. By-laws and Resolutions 5.1. Thompson THAT by-law being a by-law to confirm the proceedings of the March 18, 2018 planning meeting be read a first, second and third time and passed this 18th day of March Adjournment 6.1.
