1 M I N U T E S Regular Council Meeting Council Chambers Monday, August 13, :00pm CALL THE MEETING TO ORDER Council President Bromberg called the meeting to order at 8:00pm in the Council Chambers located at 406 Rivervale Road, River Vale, New Jersey SALUTE TO FLAG Council President Bromberg asked all in attendance to rise and join him in a Salute to the Flag. SUNSHINE LAW STATEMENT ROLL CALL Council President Bromberg read the Sunshine Statement into the record, as follows: In accordance with the provisions set forth in the Open Public Meetings Law, notification of this meeting has been sent to all officially appointed Township newspapers and notice is posted at the Municipal Office. Councilman Ben-Yishay, Councilwoman Sieg and Council President Bromberg were present. Councilmembers Criscuolo and Donovan were absent. Also present: Mayor Glen Jasionowski, Business Administrator/CFO Gennaro Rotella, Township Attorney Silvana Raso, Township Engineer Chris Statile, Police Chief William Giordano, Judge Vincent Galasso and Township Clerk Karen Campanelli. Police Department Promotion SWEARING IN SERGEANT JOHN GUGLIELMOTTI Mayor Jasionowski commented that this is a very happy day. The Mayor next read into the record the many accomplishments of Sergeant Guglielmotti. Sergeant John Guglielmotti joined the River Vale Police Department in April of Prior to joining the Department John had working for the New Jersey Department of Environmental Protection as a State Ranger. John became heavily involved in the Community Policing Unit; participating as a D.A.R.E. instructor and Junior Police Academy instructor. He eventually became the coordinator of the D.A.R.E. Program. John has also served also the Department s radio expert and was instrumental with the transfer of dispatch services to Northwest Bergen County Dispatch. John also serves as a Deputy Coordinator with the Office of Emergency Management, a fire arms instructor and NARCAN deployment instructor. The Mayor added that they could not have done the transition to Northwest Bergen County Central Dispatch without the hard work and efforts of Sergeant Guglielmotti. The Mayor also announced that present this evening is John s wife retired River Vale Police Officer Valerie Guglielmotti and their son Aiden. Judge Galasso then read the Oath of Office and swore in Sergeant Guglielmotti. Council President Bromberg called for a brief recess at 8:05pm. The meeting was called back to order at 8:08pm. ROLL CALL Councilman Ben-Yishay, Councilwoman Sieg and Council President Bromberg were present. Mayor s Comments The Mayor had no comments this evening. 1

2 Council Comments There were no Council comments this evening. Business Administrator s Report Mr. Rotella had no report this evening. Township Engineer s Report Mr. Statile reported that the Road Program is near completion and overall the project went well. He is also adding two more blocks to be paved. He next reported that the Giordano Playground is also complete and the next step is putting down the fall protection chips. Mr. Statile added that the rain has made it challenging to complete this project. He also reported that the contractor for the Pavilion is waiting for better weather to pour the footings for the project. Mr. Statile is soliciting bids for the sidewalk work at the Senior/Community Center which is being funding by a CDBG grant. He reported that work is continuing on the Miniature Golf Course and Gennaro is working on relocating a water service connection which will then clear the area where the course will be located. Mr. Statile concluded with a brief update on the Safe Routes to School grant application for the sidewalk improvements on Rivervale Road going to Woodside School. The grant application submission date for the project is September 18 th. 1 st Hearing of the Public Motion by Councilwoman Sieg; second by Councilman Ben-Yishay to open the meeting to the public. Jim Hanna 381 Sunset Road Mr. Hanna thanked the Mayor and Council for the newly installed AEDs at the Firehouses. Mayor Jasionowski asked Mr. Hanna for his availability to attend a Council meeting to be recognized for his 50 years of service with the River Vale Fire Department. There being no further questions or comments from the public. Motion by Councilwoman Sieg; second by Councilman Ben-Yishay to close the meeting to the public. RESOLUTIONS Motion by Councilman Ben-Yishay; seconded by Councilwoman Sieg to approve Resolutions through as a Consent Agenda as follows: Resolution # RESOLUTION APPROVING MINUTES JULY 23, 2018 COUNCIL MEETING BE IT RESOLVED, by the Township Council of the Township of River Vale that the minutes of the July 23, 2018 Council meeting of the Township Council are hereby approved.. Resolution # RESOLUTION (Builders Escrow Refund) WHEREAS, the applicant 526 Brook Ave LLC had posted escrow for a house renovation project located at 526 Brook Avenue (Block 1301, Lot 47); and 2

3 WHEREAS, both the Township Engineer and Construction Code Official have inspected this project and deemed it complete; the applicant has also made a $ contribution to the tree bank as requested by Township Engineer and therefore the escrow may be released. NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of River Vale that the remaining Escrow Deposit be released. BE IT FURTHER RESOLVED, by the Township Council of the Township of River Vale that the Treasurer is hereby directed to issue a municipal check as follows: Payable to: Marek Gargas Mailing Address: 137 Monroe Street Garfield, NJ $ Account: S Resolution # RESOLUTION TOWNSHIP OF RIVER VALE NEW JERSEY DEPARTMENT OF TRANSPORTATION SAFE ROUTES TO SCHOOL PROGRAM WHEREAS, the federally funded Safe Routes to School (SRTS) Program strives to empower communities to make walking and bicycling to school a safe and routine activity by making funding available for a wide variety of projects and activities that support and encourage students to walk and bicycle to school; and WHEREAS, in New Jersey, these funds are available through and administered by the New Jersey Department of Transportation (NJDOT) and can be used to fund a variety of both infrastructure and non-infrastructure projects that benefit elementary and middle school children in grades K-8, both public and private schools; and WHEREAS, the government of the Township of River Vale has worked closely with the River Vale School District on making safety improvements along the routes to the Woodside Elementary School; and WHEREAS, in partnership with the River Vale School District, the Township of River Vale intends to apply to the New Jersey Safe Routes to School Program for funding to support infrastructure and non-infrastructure projects in accordance with the program requirements and as detailed in said application; WHEREAS, the Township of River Vale desires to receive $453,360 in funds from the New Jersey Department of Transportation SRTS Program for the purpose of making pedestrian/biking safety improvements along routes to the Woodside Elementary School; and BE IT RESOLVED that the Mayor and Clerk are hereby authorized to submit an electronic grant application SRS Woodside School Regional Safety Enh to the New Jersey Department of Transportation on behalf of the Township of River Vale. BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby authorized to sign the grant agreement on behalf of the Township of River Vale and that their signature constitutes acceptance of the terms and conditions of the grant agreement and approves the execution of the grant agreement. BE IT FURTHER RESOLVED that the Township of River Vale commits to the future maintenance of the proposed improvements. Resolution # REFUND (RVCC Junior Camp Registration Fee) 3

A. The following described intersections are hereby designed as stop intersections: Intersection Winding Way and The Plaza Stop Sign On Northwest and Southeast sides of Winding Way at The Plaza 11

13 RESOLUTION Motion by Councilwoman Sieg; second by Councilman Ben-Yishay to approve Resolution as follows: Resolution # RESOLUTION AUTHORIZING COUNCIL TO ENTER INTO CLOSED SESSION BE IT RESOLVED, pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq. the Township Council of the Township of River Vale will now convene into Closed Session to discuss contract negotiations with New Concepts for Living. BE IT FURTHER RESOLVED that upon adjourning from Closed Session no action will be taken. ROLL CALL VOTE Councilman Ben-Yishay, Councilwoman Sieg and Council President Bromberg voted yes. Criscuolo and Donovan were absent. Council members Motion by Councilman Ben-Yishay; second by Councilwoman Sieg to adjourn from Closed Session.
