2 TENDER DOCUMENT FOR SUPPLY OF TISSUE CULTURE BANANA INSTRUCTION TO TENDERERS 1.1 GENERAL INSTRUCTIONS The tenderers are advised in their own interest to carefully read the instructions and understand their purpose and unless the tenders specifically states to the contrary in respect of any particular clause, it shall be presumed that all tender conditions have been accepted as laid down in this document Erasure or alteration in the bid conditions should be avoided. Modification, erasure or alteration, if any should bear the signature of the person signing the bid The Labs should be Government / SHM approved Priority will be given to SHM/Govt Suppliers Tenders for the Fruit plants, TC plants, Ornamental plants and organic products are to be submitted separately in a two bid system ( Technical and Financial separately). The Technical bid will be evaluated first and the financial bid will be considered only for those who are technically qualified In case the specification of any offered item deviates from the specifications laid down in the tender form, the tenderers should describe as to in what respect and to what extent the plants quality offered by them deviates from the specifications, even though the deviations may be minor. It should be explained how these would be extra beneficial for us The tenderer shall deposit a bid security of Rs 50,000/- as DD in favour of VFPCK payable at Ernakulam The bid shall be rejected if not accompanied by bid security Tenderer shall deposit a tender fee worth Rs 3000/- on getting the tender form All the documents and communications in connection with the bidding shall be made in English The envelope containing the tender should be super-scribed as Tender for the supply of Tissue culture Plants The Tender should have the detailed Profile, Address and phone no of the party inclusive of past history and expertise in the field. They should also enclose details of major supplies made by them with address and contact no The Tender is not transferable The exact Location of supply will be informed as per our orders and direction from the CEO, VFPCK The supply shall be made at any location within the state of kerala as specified in the purchase orders from time to time

3 1.2 COST OF BIDDING The tenderer shall be responsible for all the cost associated with the preparation of their bids and their participation in the bidding process. 1.3 QUOTATION OF PRICES Tenderer shall give a final and net price free from all escalations. Request for change in price will under no circumstances be considered after opening of the tender All direct and indirect taxes and transportation charges arising in connection with the supply if any shall be exclusively borne by the successful tenderer and the price quoted will be deemed to be inclusive of all and valid for 2 years. 1.4 SUBMISSION OF TENDER Tendering will be done via two bid system. The tenderers should follow the procedures and formalities of the two bid system while submitting the tender. 1.5 BID DUE DATE The bids should be submitted before 11am IST on , the bid due date. Vegetable & Fruit promotion council Keralam may, in its sole discretion, extend the bid due date by intimating uniformly all the tenderers. 1.6 CONTENTS OF THE BID Signed copy(all pages) of the tender form, Tender notice, Instructions to Tenderers, specifications, Technical and financial bids in two separate covers with all attachments are to be submitted before due date The opening of the bid and acceptance thereof will be subsequently intimated to the selected bidder BID SECURITY Bid security is in the form of DD issued by a Nationalized bank in india drawn in favour of Vegetable & Fruit Promotion Council Keralam payable at Ernakulam. Vegetable & Fruit Promotion Council Keralam will not pay any interest to the bid security deposit Any bid not accompanied by the bid security shall be rejected by Vegetable & Fruit Promotion Council keralam as non responsive The bid security of the unsuccessful tenderers will be returned by Vegetable & Fruit Promotion Council without interest as promptly as possible on acceptance of the bid of the selected tenderer or in the event of the bidding process being cancelled The bid security of the selected tenderer will be returned by Vegetable and fruit promotion council keralam without interest only after one year.

4 1.7 OPENING & EVALUATION OF THE BIDS Vegetable and fruit Promotion council shall open the bids at 3 pm on The tenderers or their authorized representatives may attend at the time of opening of the tender, if they so desire Technical Bids shall be opened first The Financial Bid of technically qualified bidders shall be opened subsequently on a later date The amount and validity of the bid security will be announced. Thereafter the tenderers name, the bid price and other details considered appropriate by VFPCK shall be announced at the opening of Technical bid Vegetable & Fruit promotion Council Keralam shall prepare minutes of the bid opening. 1.8 SELECTION OF THE TENDERER Vegetable & Fruit promotion Council Keralam will not be bound to accept the lowest tender After selection, a Letter of Acceptance ( LOA) will be issued in duplicate by Vegetable & Fruit promotion Council Keralam to the selected tenderers and the selected tenderer shall within 7 days of receipt of LOA should sign and return the duplicate copy of the LOA. 1.9 RIGHT TO ACCEPT AND TO REJECT ANY OR ALL BIDS Notwithstanding anything contained in the tender Vegetable & Fruit promotion Council Keralam reserves all the right to accept or reject any bid and to annul the bidding process and reject all bids at any time without any liability or any obligation for such acceptance, rejection or annulment and without assigning any reason therefore Vegetable & Fruit promotion Council Keralam reserves the right to reject any bid and appropriate the bid security at any time if a material misrepresentation is made or uncovered WARRANTY The successful tenderers shall warrant that plants /products supplied under this contract shall be free from all defects and disease and shall be of highest quality and consistent with the established and generally accepted standards for materials and in full conformity with the contract specifications. The successful tenderer shall replace the goods in case of complaints SUPPLY OF TC PLANTS. The orders will be in a staggered manner over a period of two years and the plants should be supplied at location within the state of Kerala. All plants should be fungus & virus free and virus indexed at least randomly. Supply should be completed within a weeks time.timely supply on receipt of supply order is of utmost priority.non deliverance within the stipulated time can lead to cancellation of order.

5 1.13 TERMS OF PAYMENT The invoices shall be prepared in duplicate in favour of Chief Executive officer, Vegetable & Fruit promotion Council Keralam, Mythri bhavan, near doordarshan Kendra, Kakkanad, kochi and shall be signed by the supplier or his authorized agent Payment as per the invoice will be made only after the item/s has been received satisfactorily at the specified location as per the specifications and delivery at spot. Tenderer is liable to replace the plants immediately on receipt of complaints. Payment will be made only in Indian Currency on fulfilment of the contract satisfactorily DISPUTES & LEGAL CLAUSE Final decision in all issues arising in connection with the tender process, supply and supply shall be taken by the Chief Executive officer, Vegetable & Fruit promotion Council Keralam, Kakkanad and the said decision will be binding upon all. All disputes relating to the tender process and installation and commissioning shall exclusively be subject to jurisdiction of court in Ernakulam.
