2 Joint Zone One and Zone Two meeting Date: Friday 8 th May 2015 Venue: The Gallery, Manukau Civic Centre, Manukau Station Road No Item Welcome Chair John Tregidga noted Zone One Chair Penny Webster s apologies for the meeting. Chair Tregidga noted that the timing of the meeting has not been ideal given Long Term Plan commitments and this has led to a number of apologies. Housekeeping Apologies Apologies were noted as recorded on the attendance register. Minutes of the previous meeting Chair Tregidga requested that the minutes of the meeting of the Zone One meeting from 27 February 2015 be received as a correct record of the previous meeting. This was moved by Brent catchpole and Janet Fitzgerald. Chair Tregidga requested that the minutes of the meeting of the Zone Two meeting from 27 February 2015 be received as a correct record of the previous meeting. This was moved by Mayor Brian Hanna and seconded Mayor John Forbes. LGNZ President s Overview Lawrence Yule Lawrence advised that the reputation workshops across the country have taken the best part of two months for two teams. LGNZ have visited all 78 councils. Lawrence advised that the reception to has been really good and thanked everyone for their support. The next Central Local Government forum in being held in June and planning is underway for that. The principal aim of the partnership from LGNZ s perspective is to agree a work programme for central and local government for the next three years. Lawrence observed that there is a change in the political dynamics since the far north bielection, which seems to have brought about more interest in the regions. Communication channels opening up that weren t there before. Lawrence noted that the LGNZ Conference Programme is shaping up to be good and encouraged attendance. LGNZ Chief Executive s Overview Malcolm Alexander Malcolm outlined in detail the roles of the four Governance Advisory Results that have been established. Governance and Strategy Advisory Group Chaired by Lawrence Yule. Zone One representative is Penny Hulse, and Zone Two representative is Steve Chadwick. The principal focus for this group is formulating the response to the reputation survey, being sector performance and more effective communications. The Communications Leadership Group sits under the Governance and Strategy Advisory Group. Malcolm advised that LGNZ are preparing a managed release of the reputation information, contextualised with facts. Release date is 20 May. Councils will receive a pack with key messages etc prior to this and next week there are briefings with key stakeholders about the release. The Local Government Funding Review is also a responsibility of this Group. About 60 submissions were received to the Funding Review. No one has challenged the demographic information and there have been some positive responses regarding issues for tourist communities (eg. Queenstown and Coromandel). Finally, this Group is looking to explore a more engaged relationship with Maori.

3 Environmental Policy Advisory Group Chaired by Steven Wood Zone One representative is Tania McInnes and Zone Two representative is Paula Southgate This Group will focus on the response to proposed RMA reform. Malcolm advised that LGNZ have, since the Northland bi election, been meeting with political parties to seek their views. LGNZ are undertaking a first principles review and have since been advised that the Ministry of Environment are likely to do this too. Economic and Social Advisory Group Chaired by Stuart Crosby Zone One representative is Penny Webster, and Zone Two representative is Jane Nees. Overseeing the Three Waters Project. Malcolm provided and overview of the Three Waters Project and outlined the spectrum of options that the working party is considering. Malcolm offered that his preference at this point is a model of co regulation, similar to the Gas industry because it keeps governance with Local Government but should increase confidence of the Minister/Government. Malcolm invited feedback on this. o Mayor Brian Hannah offered his support to this approach. o Don McLeod endorsed the approach from an optional perspective, noting that one of the things that rural/provincial sector struggle with is that getting good intellectual grunt. Don also noted that we often seen over investment in infrastructure as well as under investment. o Brent Catchpole noted that in Auckland Watercare provides the water service to most of Auckland but not all. Papakura sold its water operations years ago to the private sector. Malcolm advised that the Land and Water Forum has been revived. LGNZ are participating as observers in the Forum. On 7 September NZ representatives will attend the first formal NZ/China Mayoral Forum held in Xiamen, China. Done in partnership with MFAT. Opportunity to build on special relationship that we have with Mayors in China. NZ is only second country in the world (following the US) that China has done this with. Sector Performance Advisory Group The membership of this group is 50/50 split between staff and elected members. Claire Richardson of Auckland Council is Zone One representative. There is no Zone Two representative. The focus will be on how we lift the performance of the sector. This group also oversees the Risk Management and Natural Hazards work. Malcolm emphasised the importance of this work on the basis that it is intended to inform Central Government s review of the insurance responsibilities between Local and Central Government. 5. Kim Campbell, Chief Executive Officer, Employer and Manufacturers Assocation Kim gave a presentation to the meeting a copy of which has been circulated to members. Key messages included: Policy development is based on different values in different countries. We now live in a virtual world, no need to feel disconnected. Connectivity is a fundamental economic enabler. Virtual connectivity is crucial, but so is the hard connecting infrastructure, eg. roads and transport being economic enables. What business wants? Business wants a lack of uncertainty. The planning systems are just too complicate and too cumbersome and they take too long. Kim credited Opotoki Council is being innovative and easy to deal with.

4 UNESCO and Multi Cultural New Zealand Former Race Relations, Conciliator Joris de Bres Joris de Bres, Honorary Advisor to Multicultural New Zealand and former Race Relations Commissioner, conducted a short workshop on the barriers to a successful multicultural society. This work is partly funded by UNESCO. The notes from Joris workshop have been circulated separately to members. Rules Reduction Taskforce Mark Thomas, Orakei Local Board Member and Taskforce member provided an update regarding the work of Taskforce. The Taskforce has held over 30 community meetings throughout the country and also meetings with stakeholder groups. Interim report to the minister at the end of this month and final report at the end of August. Clare Wooding from LGNZ has prepared done a draft submission which is now out for comment. Mayor Malcolm Campbell MTFJ Mayor Malcolm Campbell provided an update of MTFJ. He encouraged ideas to be sent ot Daniel Henson at LGNZ. The members discussed that there are challenges with young people obtaining their drivers licences both from a cost and logistics perspective and that this is a barrier to employment. Members shared stories from their local areas of this concern. Local and Community Board Association Inc. Mike Cohen, Chairperson for the Devonport Takapuna Local Board spoke to his experience as a Local Board Chair and Member. He spoke to the challenge of how to connect with his community and make his community feel a part of the wider Auckland communities. Mike noted the differences in the sizes of the Auckland Local Boards and noted that this term, that the Boards have been working collaboratively and have found this more effective, especially for getting points of view across. LGNZ Zone Two Communications Pilot At the Zone Two meeting on 27 February members resolved to form a political steering group and staff working group to scope what a Zone Two Communications Pilot would look like. Chair Tregidga tabled a paper for Zone Two members that outlines the work of the group and contains a number of recommendations about how to proceed. Due to low representation across the Zone Councils at the meeting however a decision was not sought but the paper will be ed to members and response sought that way. Far North District Council Ann Court Ann Court from the Far North District Council asked members to adopt a remit in support of a position taken by the Far North District Council (attached separately to the minutes) The remit proposes that LGNZ lobby government for the reinstatement of the water and waste water subsidy schemes that have recently been terminated. These schemes allow subsidisation of the cost reticulated water and sewerage systems to communities (usually small rural communities) that would not otherwise be able to afford these systems. The draft remit was adopted by the FNDC at its meeting on Thursday 23 April. Ann Court moved that the remit be adopted by both Zone One and Zone Two. Mayor Meng Foon seconded this motion. General Business Malcolm Alexander advised he had heard concerns from a Council regarding a letter that NZTA sent re. indicative investment levels which were substantially different to what was in that Council s Long Term Plan budgets. Malcolm invited other Councils to share information with him as to whether there was an issue or this was a more isolate incident.
