CALL TO ORDER Mayor Screech called the meeting to order at 7:00 p.m. 2. APPROVAL OF AGENDA THAT the agenda be amended to include items 8.1(a); 8.2 resolution from the February 15, 2017 Special Committee of the Whole meeting; 9.2(a); 11(a) and 14 Closed Meeting Resolution; AND THAT the agenda be approved as amended. 3. MINUTES, RECEIPT & ADOPTION OF a) Minutes of the Public Hearing for Bylaw No. 962 held February 7, 2017 THAT the minutes of the Public Hearing for Bylaw No. 962 held February 7, 2017 be adopted as presented. b) Minutes of the Public Hearing for Bylaws No. 963 and 964 held February 7, 2017 THAT the minutes of the Public Hearing for Bylaws No. 963 and 964 held February 7, 2017 be adopted as presented.

BUSINESS ARISING FROM PREVIOUS MINUTES a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 962, 2017 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to amending the CD- 20: Comprehensive Development (Eagle Creek Village) Zone THAT third reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 962, 2017 be rescinded. b) Official Community Plan No. 811, 2011, Amendment Bylaw No. 963, 2017 A Bylaw to Amend the Town of View Royal Official Community Plan with Respect to the Land Use Designation of Block 27, Section 9, Esquimalt District, Plan 1407 (1266 Burnside Road West) THAT third reading of Official Community Plan No. 811, 2011, Amendment Bylaw No. 963, 2017 be rescinded. c) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 964, 2017 A Bylaw to Amend the Zoning Bylaw with Respect to the Zoning of Block 27, Section 9, Esquimalt District, Plan 1407 (1266 Burnside Road West) THAT third reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 964, 2017 be rescinded. d) Council to Recess to go into Public Hearings for Bylaws No. 962, 963 and 964

REPORTS 8.1 STAFF REPORTS a) 2951 Craigowan Road Christie Point Rezoning Land Lift Analysis 1. Report dated from the Planner The Acting CAO/Director of Corporate Services summarized the report for Council. Council and staff discussed the Regional Housing Trust Fund; land lift analysis; composition of building height; consideration of sub-zones for each building; massing of the three proposed middle buildings; the arborist s report; visual impact to surrounding residences; potential options to assist existing tenants; and the independent traffic impact analysis. C THAT an independent land lift analysis be obtained to assist in determining an appropriate community amenity contribution for the proposed rezoning of 2951 Craigowan Road (Christie Point). 8.2 COMMITTEE OF THE WHOLE RESOLUTIONS From the February 14, 2017 Committee of the Whole meeting: C THAT the Town of View Royal s top three policing priorities for 2017 be: - traffic enforcement; - property crime; and - an increased presence in the municipality. C THAT the Town s Canada 150 events be a Heritage Day event at Craigflower Manor; street light banner contest; and the commission of a Canada 150 beer by the Four Mile Brew Pub.

4 Page 4 C THAT a resolution be submitted to the 2017 Association of Vancouver Island and Coastal Communities Annual General Meeting and Convention regarding an E&N Corridor development cost charge. From the February 15, 2017 Special Committee of the Whole meeting: C THAT Rezoning Application No. 2016/ Craigowan Road be referred to the Community Development Advisory Committee and the Parks, Recreation and Environment Advisory Committee for their review. 8.3 OTHER REPORTS 9. NEW BUSINESS THAT Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 964, 2017 be given third reading. a) AVICC Resolution E&N Transportation Corridor Development Cost Charge 1. Draft Association of Vancouver Island and Coastal Communities Resolution and Background Information C THAT the following E&N Transportation Corridor Development Cost Charge resolution be submitted to the 2017 Association of Vancouver Island and Coastal Communities Annual General Meeting and Convention: 12. QUESTION PERIOD WHEREAS the Esquimalt & Nanaimo (E&N) Corridor is publicly owned; a critical transportation and utility corridor for Vancouver Island intended to help alleviate congestion on our major roads; and where 90% of the Island s population lives, works and recreates within a 5km distance from the Corridor; AND WHEREAS Island municipalities would need to supplement the costs of a transportation service in this corridor given that it would not be fully sustained solely by taxes, grants, passenger fares and/or railway revenue; THEREFORE BE IT RESOLVED THAT the Association of Vancouver Island and Coastal Communities petition the Province of British Columbia to amend legislation enabling Vancouver Island municipalities and regional districts to collect Development Cost Charges for the purpose of constructing/altering transportation service on the E&N Corridor.

RISING REPORT THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(a) individual(s) being appointed for a position within the municipality. a) Advisory Committee Appointments From the In-Camera Council meeting: THAT Janet Baker and Gary Mathies be appointed and Sharon Ali and Dick Faulks be re-appointed to the Community Development Advisory Committee from March 1, 2017 to February 28, 2019; AND THAT Christopher Avis be appointed and Ian Brown, Jennifer Jakobsen and Hari Sharma be re-appointed to the Parks, Recreation and Environment Advisory Committee from March 1, 2017 to February 28, TERMINATION MOVED: THAT this meeting now terminate.
