To relax: (a) Road standards (b) Street lighting standards The General Manager of Planning & Development submitted a report concerning an application for rezoning from RA to RH-G property located at Avenue. The applicant is proposing to rezone the 2.02-hectare (4.99-acre) property in the Semiahmoo Peninsula to allow for subdivision into approximately ten lots. The applicant is also requesting a variance to the Subdivision By-law to relax the road and street lighting standards of the RH-G Zone.

2 RES It was Moved by Councillor Watkins Seconded by Councillor Huot That Council introduce a By-law to rezone the property from "One Acre Residential Zone (RA)" (By-law No ) to "Half-Acre Residential Gross Density Zone (RH-G)" (By-law No ) and set a date for Public Hearing. with Councillor Robinson, Councillor McKinnon and Mayor Bose against. It was Moved by Councillor Huot Seconded by Councillor Watkins That 1. Approve to proceed to Public Notification. 2. Instruct staff to resolve the following issues prior to final adoption of the Rezoning By-law and issuance of the : (a) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering; (b) submission of a subdivision layout to the satisfaction of the Approving Officer; and (c) provision of landscaping, street lights, and other features in accordance with the road design standards prescribed in Corporate Report C71 and C77. The General Manager of Planning & Development submitted a report concerning an application for a Development Permit to allow external renovations to the existing Ocean Park Shopping Centre on property located at Avenue. It was Moved by Councillor Watkins Seconded by Councillor Huot 1. Authorize staff to draft Development Permit in accordance with the attached

3 drawings (Appendix IV). 2. Instruct staff to resolve the following issue prior to approval: (a) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering. RES CLOVERDALE 3. 56/ Ave. between 176 & 184 St. in North Cloverdale West NCP Various Owners (listed in Appendix I) Rezoning from RA (By-law No ), RS (By-law No. 5942), A-1 (By-law No ) and A-1 (By-law No. 5942) to RF (By-law No ), and from A-1 (By-law No. 5942) to RA (By-law No ). To allow development of approximately 146 single family lots and to allow the retention of an existing house. To relax the maximum length of the constructed portion of a future through road from 400 metres to approximately 470 metres. The General Manager of Planning & Development submitted a report concerning an application for rezoning from RA, RS & A-1 to RF; and from A-1 to RA on property located at 68 Avenue between 176 and 184 Street. The applicant is proposing to rezone the subject properties to allow for the development of approximately 146 single family lots; and to allow the retention of an existing house. The application involves eleven (11) existing properties with a total area under rezoning of approximately hectares (39.25 acres). The applicant is requesting a variance to Subdivision By-law No to relax the maximum length of the constructed portion of a future through road (68 Avenue west of 180 Street) from 400 metres to approximately 470 metres. It was Moved by Councillor Watkins Seconded by Councillor Huot 1. Instruct staff to resolve the following issues prior to final adoption: (a) final adoption of the amendment to the Zoning By-law, 1993, No , Text Amendment By-law, 1996, No , to enact the approved bonus density provision for the North Cloverdale West Neighbourhood Concept Plan; (b) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering, including resolution of the collector road creek crossings in the NCP area; (c) successful road closures and exchanges for portions of Street and 68 Avenue, and for portions of Street and 180 Street; (d) submission of a subdivision layout and consolidation of remainder parcels to the satisfaction of the Approving Officer; (e) (f) dedication of public open space to the satisfaction of the Approving Officer; approval from the Ministry of Transportation and Highways; (g) approval from the Ministry of Environment with specific regard to the proposed restrictive covenant boundary for creek preservation; (h) submission of building design guidelines to the satisfaction of the General Manager, Planning & Development Department; (i) submission of an acceptable tree survey or arborist Site Assessment Report, and a satisfactory tree preservation and replacement plan; (j) provide satisfactory documentation of the barn (at Avenue) listed in the Heritage Resource Inventory; (k) registration of a Restrictive Covenant on the remainder parcel of Street (Lot 5, Plan 32059) to ensure the owner will dedicate open space to the City as per the approved North Cloverdale West NCP without compensation, upon future rezoning for multi-family residential development; (l) registration of a no-build Restrictive Covenant on the proposed Lot 12 at the corner of 68 Avenue and 183 Street to prohibit building construction until the portion along the north property line has been subdivided and consolidated with the property to the north, in accordance with the approved North Cloverdale West NCP; and (m) registration of a Restrictive Covenant requiring future homes on all the lots beyond the 400-metre point on the future through road to be sprinklered.

Development Permit To allow the construction of a funeral home. The General Manager of Planning & Development submitted a report concerning an application for a Development Permit to allow the construction of a funeral home on property located at 5772, 5770, Street. To control the quality of the built environment within the Cloverdale Town Centre a Development Permit is required, based on the commercial design guidelines specified in Schedule C of the new Official Community Plan. The applicant was in attendance to respond to questions from Council. Floor plans and elevation drawings were presented to Council. It was Moved by Councillor Watkins Seconded by Councillor McCallum 1. Authorize staff to draft Development Permit in accordance with the attached drawings (Appendix III). 2. Instruct staff to resolve the following issues prior to approval: (a) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering; and (b) submission of an acceptable landscape plan and security to ensure installation and maintenance of the landscaping works.

6 RES , Avenue 8828 Investments Ltd./Chris Strotmana Rezoning from RS and RA to CD To allow development of approximately 218 compact sized lots. To relax the road allowance dedication width, sidewalk width, to provide additional sidewalk on local roads and to provide rear lane access. The General Manager of Planning & Development submitted a report concerning an application for rezoning from RS and RA to CD property located at 18452, Avenue. The applicant is proposing to rezone a 9.03 hectare (22.33-acre) property to allow for development of approximately 218 compact sized lots. The applicant is requesting a variance to the Subdivision By-law to relax the road standards as previously established with the existing compact lots to the south. It was Moved by Councillor Watkins Seconded by Councillor McCallum 1. Introduce a By-law to rezone the property from "Suburban Residential Zone (RS)" (By-law No. 5942) and "One Acre Residential Zone (RA)" (By-law No ) to "Comprehensive Development Zone (CD)" (By-law No ) and set a date for Public Hearing. 2. Approve to proceed to Public Notification. 3. Instruct staff to resolve the following issue prior to final adoption: (a) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering; (b) (c) submission of a subdivision layout to the satisfaction of the Approving Officer; approval from the Ministry of Transportation and Highways; (d) submission of a satisfactory landscaping plan and appropriate security for the provision of both hard and soft landscaping materials; (e) submission of a tree preservation and replacement plan and an arborist report to asses

7 those trees proposed to be retained; (f) fulfillment of the requirements set forth in the approved Neighbourhood Concept Plan; and (g) registration of a Restrictive Covenant for proposed Lots 2 and 10 limiting building construction of each lot to a maximum Floor Area Ratio (FAR) of 0.55 until such time as the lots are subdivided. In response to questions from Council, Ms. Larkin, a representative from the School Board, outlined concerns regarding potential traffic problems on 68 Avenue. She advised that a suggestion that the school front 67 Avenue was not supported by the Engineering Department; however, Engineering has subsequently informed them that traffic calming measures will be taken on the road by the school site. The General Manager of Planning & Development submitted a report concerning an application for rezoning from RF to CHI property located at Fraser Highway. The applicant is proposing to rezone a 0.13-hectare (0.32-acre) property to allow for the development of a tire store. Amend Official Community Plan to redesignate the property from Urban to Multiple Residential. Rezoning from RA to CD Development Permit To allow an 85-unit townhouse development. Setbacks Parking The General Manager of Planning & Development submitted a report concerning an application to amend the Official Community Plan from Urban to Multiple Residential on property located at Avenue. The applicant is proposing to rezone a 1.94-ha. (4.79 acre) property to allow for the development of an 85-unit townhouse development. The General Manager of Planning & Development was recommending that the application be denied. This item was withdrawn at the request of the applicant

To amend the siting and design plans attached to LUC No The General Manager of Planning & Development submitted a report concerning an application for a on property located at Avenue. The applicant is proposing to amend the building siting and design plans attached to Land Use Contract (LUC) No. 144 to accommodate renovations to the Clover Square Mall. It was Moved by Councillor Huot Seconded by Councillor Watkins 1. Approve to proceed to Public Notification. 2. Instruct staff to resolve the following issues before final approval: (a) ensure access, utilities and services are provided to the satisfaction of the General Manager of Engineering; (b) (c) approval from the Ministry of Transportation and Highways; approval from the Ministry of the Environment regarding floodproofing requirements; and (d) submission of an acceptable landscape plan and security to ensure installation and maintenance of the landscaping. This application is tied with Development Permit No which is proposing to provide the remaining required employee parking for the Asian Centre development. It was Moved by Councillor Robinson Seconded by Councillor Higginbotham That Council authorize staff to draft Development Permit No ; that the Mayor and

RES SECONDARY SUITES King Road L. & R. Minto Rezoning from RF to RF-SS To permit 1 licensed secondary suite in an owner-occupied single family dwelling. The General Manager of Planning & Development submitted a report concerning an application for rezoning from RF to RF-SS property located at King Road. The applicant is proposing to rezone a 740 sq. m. property to allow for one licensed secondary suite in an owner-occupied single family dwelling. It was Moved by Councillor McKinnon Seconded by Councillor Villeneuve 1. Introduce a By-law to rezone the property from "Single Family Residential Zone (RF)" (By-law No ) to "Single Family Residential Secondary Suite Zone" (By-law No ) and set a date for Public Hearing. The General Manager of Planning & Development submitted a report concerning an application for a on property located at Avenue. The applicant is requesting a variance to the Zoning By-law to increase the amount of third party advertising to 100% for a maximum of 64% of the advertising time. To amend the siting and design plans attached to LUC No Noting that a delegation was still not in attendance, Council requested that this item remain postponed until such time as a representative of the applicant is in attendance to respond to questions from Council.

16 King Road L. & R. Minto Rezoning from RF to RF-SS To permit 1 licensed secondary suite in an owner-occupied single family dwelling. It was noted that a delegation still was not in attendance on behalf of the applicant. During further discussion, a motion by Councillor McKinnon, seconded by Councillor Robinson, to postpone this item to the next Regular Council meeting dealing with Land Use issues was WITHDRAWN. The following motion was then before Council: RES It was Moved by Councillor McKinnon Seconded by Councillor Villeneuve That Council introduce a By-law to rezone the property from "Single Family Residential Zone (RF)" (By-law No ) to "Single Family Residential Secondary Suite Zone" (By-law No ) and set a date for Public Hearing. with Councillor Watkins, Councillor Huot and Mayor Bose against Avenue Federated Co-operative Ltd. To amend the siting and design plans attached to LUC No Noting that the applicants representative was in attendance, Mayor Bose requested that Council reconsider their motion to postpone consideration of this matter. RES It was Moved by Councillor Huot Seconded by Councillor Watkins That Resolution , postponing consideration of be reconsidered. RES C. BY-LAWS 1. "Surrey Zoning By-law, 1993, No , Amendment By-law, 1996, No " City of Surrey Szabo (Owner) CG-2 (BL 12000) to IS (BL 12000) - Portion of 10663/10673 Scott Road - to permit the existing establishment to continue operating legally and to resolve the existing split zoning situation. Approved by Council: September 3, 1996 Corporate Report Item R997 Third reading is in order after Public Hearing, which was held on November 4, Note: Referred from Monday, November 18, 1996 Regular Council meeting for discussion. Councillor Huot commented that this site has not been used as a Gas station for many years. He pointed out that were a rezoning application to be made today for the Gas Station zoning it would not be supported by Planning & Development, as it does not fit the criteria established for gas station locations. Councillor Higginbotham pointed out that she referred this matter to this meeting. She commented that Council expropriated land ten years ago from this property without compensation and questioned if there is any thing Council can do to assist Mr. Szabo. Mr. Lai noted the site is approximately one quarter of an acre and added that a Development Permit would be required if Mr. Szabo wished to return to operating a gas station from this site. RES It was Moved by Councillor Huot Seconded by Councillor Robinson That By-law No be brought forward to the next Regular Council meeting for Council's consideration.
