3 Welcome Dear Colleagues Thank you for attending the Award Night and Gala Dinner hosted at the IMFO 87 th Annual Conference. The awards were established to celebrate the outstanding achievements of Municipalities and Departments that support municipalities that are working tirelessly to improve the South African communities. This year we have five categories on Clean Administration awards. We would like to thank our distinguished panel for this process. We received entries from different organisations and we are satisfied that these awards met the set criteria. We thank our sponsors for their participation in this year s Award night and we delighted that they are partaking in this prestigious event. 10 organisation criteria 1. MOST FUNCTIONAL INTERNAL AUDIT UNIT OF THE YEAR: CAE must be appointed as a Section 56 employee or level 2 Participates at senior management meetings. Attends Mayoral Committee and Council meetings. Council approved Audit Committee Charter. 85% to 90% implantation of internal audit recommendations within 6 months of management agreeing with recommended actions. 2. MOST FUNCTIONAL RISK MANAGEMENT UNIT OF THE YEAR: Chief Risk Officer must be appointed as a Section 56 employee or at least level 1 to 3. Participants at senior management meetings. Attends Mayoral Committee and Council meetings. Approved Risk Management Charter Completed their periodic risk review Demonstrating that risk management is incorporated at the operational level. Has a functional Risk Management Committee with an independent Chairperson. 3. MOST FUNCTIONAL PERFORMANCE MANAGEMENT UNIT OF THE YEAR: Performance Management Specialized/ Manager must be appointed at least level 1 to 3. Participate at senior management meetings. Attends Mayoral Committee and Council meetings. Has a functional Performance Audit Committee. Must have a council approved performance management framework and policy. Must have quarterly performance management reports submitted timeously to Council. 14 about cigfaro The Chartered Institute of Government Finance, Audit and Risk Officers (CIGFARO) is the recognized professional body for Finance, Audit, Risk Management, Performance Management and related professionals in the Public Sector. The Institute was founded in 1929, and is dedicated to establishing and maintaining high standards of professionalism among practitioners by providing a framework for them to collectively enhance, maintain sustainable financial management and good governance in the management of public finances. CIGFARO is the South African Qualifications Authority (SAQA) recognized professional body for financial management in the public sector. CIGFARO Vision: To be a recognised professional body for the development and promotion of finance and governance practitioners in the public sector. CIGFARO Mission: Providing, within the statutory framework, effective financial accounting advice, as well as setting and maintaining high financial standards and controls in public finance and governance, to all levels of government and stakeholders, to benefit the community. CIGFARO Objectives: Further the Interests of Practitioners in the Financial and related areas by: Advising institutions, commissions and other bodies and persons. Training and advancing of knowledge of members of the Institute, and Promotion of the interests of the profession of finance officers and related government practitioners. CIGFARO Core Values: 1. 16 Board Merit Awards 1. BOARD MERIT AWARDS /16 Demonstrate commitment to CIGFARO. The recipients are Board Members who have consistently served CIGFARO with distinction in that they have made several submissions to appropriate Government bodies on matters affecting Municipal Government Budget and Legislation. Consistently served CIGFARO with distinction in that they have enhanced the image and good standing of IMFO by improving service delivery to CIGFARO members and potential members. Displayed a deep understanding of Municipal sector, related legislations faces and is able to connect the dots and advise appropriately. Have contributed to the profession. Note: Nomination by other Board Members and submitted to President and subject to Board approval. BOARD Merit Award Awarded to: Sedie Jane Masite Her commitment to the professions is reflected in her infusing a new vision and direction for the Institute. She is honoured for: Her personal initiative to champion the process of the change of name of the Institute and to incorporate the related professions. Establishing functional Corporate Governance structures in the Institute. Lobbying National Government, towards a strategic partnership for the Institute with the launch of mscoa. Fostering stakeholder relations and concluding MoUs & MoAs with NT, ISAMAO, and IMASA, Successfully concluding the International Collaboration with CIPFA UK on the Public Sector Audit Qualification. BOARD Merit Award Awarded to: Bharthie Ranchoddas Bharthie Ranchoddas is hereby acknowledged for her contribution to both the institute and the profession of Finance. Her commitment to the profession is reflected in her positive representation of the Institute. She is honoured for her personal initiative and commitment over the years to ensuring that the National Conferences and Workshops of the Institute are Successful. She successfully supported the hosting of the Audit and Risk Indaba in 2015 and the National Annual Conference in 2014 & She has supported the marketing initiative of the institutes events. BOARD Merit Award Awarded to: Lekula Sydwell Mofokeng Lekula Sydwell Mofokeng is hereby acknowledged for his outstanding contribution to the advancement of the Institute and the Finance, Audit and Risk Management Professions. His exceptional commitment to the Professions is reflected in his singular ability to inspire membership; stakeholders and sponsors rally behind the vision of the Institute. He is honoured for: His sacrifice of supporting the Institute Management in the Past Years with Strategic Stakeholder engagement at own cost. Supporting the Board with the development its policies, standing orders, and Electronic Voting system for Boards Elections. Personally ensuring that the Institute is successfully, implements the mscoa training project with National Treasury.Ensuring constant evaluation of Training Programmes of the Institute are properly aligned to the NQF as per SAQA rules. Successfully concluded multi-year sponsorship agreements for the Institute and some of its branches at own initiative. 17 Life Time ACHIEVER Awards 2. LIFE TIME ACHIEVEMENT AWARD /16 Awarded to an individual who has made a significant contribution to local government in one or more specific focus areas. Only to be presented once and must be presented towards the end of the career of an individual in local government. The contribution must have been recognized and the nomination signed by a minimum of 10 people. Note: Nomination by other Board Members and submitted to President and subject to Board approval. Life Time Achiever Awarded to: George van Schalkwyk The lifetime achievement award recognizes his contribution to Local Government sphere through his passion for sharing knowledge and facilitating meaningful contributions on the Property Rates Act and related changes as well as proposed amendments. He has initiated many such workshops, empowering numerous local government financial officials as well as municipal valuers. In these workshops he has not only shared information on the Property rates Act and the potential impacts of any property rates related bills or regulations, but has also looked at the implementation requirements and the potential impact on local government revenue. 17 Gala Evening & Clean Administration Awards

18 Honorary LIFE Awards 3. HONORARY LIFE AWARDS /16 Honorary Life Membership is awarded to a person who has rendered meritorious or distinguished service to the Institute. Outstanding contribution to the advancement of both the Institute and the Finance, Audit and Risk Management professions. Note: Nomination will be done by the President and subject to Board approval. HONORARY LIFE AWARD Awarded to: Collin Pillay Colin has served on the board for about 15 years. During his tenure on the board, he served as chairperson of various committees, including the Standing Committee on Finance, Standing Committee on Account Practices, Audit Committee and others. He actively participated in the hugely successful Annual Public Sector Accounting Workshop which has generated substantial income for the Institute. He added a lot of value in profession over many years. HONORARY LIFE AWARD Awarded to: Danie de Lange Danie de Lange made a significant contribution to IMFO and the Municipal Finance profession for the greater part of his professional career. De Lange was instrumental in establishing the Eastern Cape Branch of IMFO in 1990 in the Uitenhage Town Hall, where he was elected as Treasurer. After eight years he went on to become the Branch Chairperson and subsequently started serving on the IMFO Board as well. Collectively, De Lange served as a member of the Eastern Cape Branch Executive Committee for a period of 25 years and served on the Board of IMFO for more than 16 years.while serving as Chairperson of the Standing Committee on Education and Training Committee, in 2008 and he wrote a report, recommending that IMFO adopt the National Treasury Competency Level Requirements as its own membership requirements. He also published numerous articles in the IMFO Journal since 1983, with some of the most recent being about important matters published in the journal. 18 Gala Evening & Clean Administration Awards
