PUBLIC PARTICIPATION Peter de Zwager, representing 643 Latoria Road, questioned if there as been an analyst done on the costs associated with adopted the Urban Forest Bylaw. 3. MAYOR'S MESSAGE Discussion Item: No Documentation Mayor Hamilton and Councillor Day attended the Colwood Firefighters Annual Banquet that included awards and presentations. Councillor Day noted there were four new firefighters that received their first levels of training. The banquet included a number of presentations for certificates of achievement including Assistant Fire Chief Greg Chow who has been with the Fire Department for 35 years. Mayor Hamilton noted that many members of Council attended various Remembrance Day Services throughout the community. Mayor Hamilton announced there is a volunteer opportunity for the West Shore Parks and Recreation Commission. Required is one Director and one Alternate Director for a two-year term commencing December In addition, the Advisory Planning Commission is looking for a member 65+ to serve on the Commission. Applicants must be a resident of Colwood. Anyone interested can submit an application to City Hall attention to the Director of Corporate Services, Pat VanBuskirk. 4. ADOPTION OF THE MINUTES 4.1. Letter - Citizens for Safe Technology Re: Action Required - Microcell Resolution & Notice of Wireless Harm COM Mayor Hamilton provided an overview of the correspondence received from the Citizens for Safe Technology. The correspondence is a follow up to a resolution that was passed at the 2017 Union of British Columbia Municipalities Convention, mandating that land use authorities and the public be consulted when microcells are placed within 100 meters of schools, hospitals and residences. Mayor Hamilton noted the Federation of Canadian Municipalities (FCM) is working with the Wireless Telecommunications Association and Council may wish to request an update from FCM on the progress. MOVED BY: COUNCILLOR DAY SECONDED: COUNCILLOR NAULT That the correspondence from the Citizens for Safe Technology, received October 24, 2017 regarding "Microcell Resolution & Notice of Wireless Harm, and that a letter be written to the Federation of Canadian Municipalities to request an update on their progress with the Wireless Telecommunications Association. It was noted that regulation of wireless harm and site location is outside of Colwood s constitutional rights. The FCM is addressing the Federal Government on the issue.

4 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # Letter - Island Health, Chief Medical Officer, Richard Stanwick Re: Air Quality related health concerns due to domestic wood burning and backyard burning VAN Mayor Hamilton provided an overview of the October 6, 2017 correspondence from the Office of the Chief Medical Health Officer regarding air quality related concerns due to domestic wood burning and backyard burning. Councillor Martin explained that he is not supportive of the motion, as he would prefer to invite representatives from Island Health to attend a future council meeting to provide further information on the issue of wood burning stoves and backyard burning. Letter - Capital Regional District, Robert Lapham, CAO Re: Request to Local Governments to identify lands in the Capital Region that could be made available for Affordable and Market Rental Housing Purposes CAP Mayor Hamilton provided an overview of the October 27, 2017 correspondence from the Capital Regional District requesting that local governments identify lands in the Capital Region that could be made available for Affordable and Market Rental Housing Purposes. There was discussion about the potential of having the Communications Department list information as a possible partnership opportunity for landowners in Colwood on the City s website. 5 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # Letter - Capital Regional District, Robert Lapham, CAO Re: Request to Local Governments for proposed sites in the Capital Region that could accommodate the Province's Modular Housing Initiative CAP Mayor Hamilton provided an overview of the October 27, 2017 correspondence from the Capital Regional District requesting local government for proposed sites in the Capital Region that could accommodate the Province's modular housing initiative. MOVED BY: COUNCILLOR DAY That the October 27, 2017 correspondence from the CRD regarding "A request to Local Governments fro proposed sites in the Capital Region that could accommodate the Province's modular housing initiative" be received. MOVED BY: COUNCILLOR DAY That the City create a listing for the website to communicate with the public opportunities for partnerships in affordable housing development. It was noted one of the benefits of the Provincial Program is that they have a dedicated fund providing staffing support for supportive housing. In addition, there is a considerable amount of programming that is aimed at providing affordable housing to assist people who are at risk of being homeless Capital Regional District Re: Single Use Plastic Bag Ban - CRD Staff Report and Draft Model Bylaw [Note: relates to Agenda Item 5.6] [Council: The CRD provided a staff report and a "model" bylaw for regulating single use plastic bags. The CRD does not have authority in relation to business regulation. The request is for the City to partner with the CRD, local municipalities and retailers to conduct a single use plastic bag reduction campaign in the region and report back to Council(s). Note: Each municipality determines if they want to regulate this or not. If they do, each one determines the parameters, what to include, what not to include, fines and enforcement for their community. Council can receive the letter with no action to be taken at this time, or direct otherwise.] CAP Mayor Hamilton provided an overview of the October 6, 2017 correspondence from the CRD regarding Single Use Plastic Bag Ban. Mayor Hamilton explained the CRD circulated their staff report and draft model bylaw regarding single use plastic bag ban to municipalities that may wish to consider as a tool within their own municipality.

6 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # 6 SECONDED: COUNCILLOR TRACE That Council direct staff to adapt the CRD draft model bylaw for single use plastic bag ban to Colwood and bring it forward for consideration Letter - City of Victoria, Mayor Lisa Helps Re: Checkout Bag Regulation Bylaw - City of Victoria Draft Bylaw [Note: relates to Agenda Item 5.5] [Council: The City of Victoria has provided their draft "Checkout Bag Regulation Bylaw" demonstrating how Victoria might regulate this issue. They are requesting that Council consider the content of their bylaw in an effort to consistently apply this regulation across the region. Council can receive the letter with no action to be taken at this time, or direct otherwise.] CIT Mayor Hamilton provided an overview of the November 2, 2017 letter from Victoria Mayor Helps regarding Checkout Bag Regulation Bylaw. SECONDED: COUNCILLOR DAY That the November 2, 2017 letter from Mayor Helps regarding "Checkout Bag Regulation Bylaw" be received Letter - Royal Canadian Legion - Prince Edward Branch #091 Re: Christmas Dinner Funding ROY Mayor Hamilton provided an overview of the October 24, 2017 letter from the Royal Canadian Legion - Prince Edward Branch #091, regarding a request to provide financial assistance for a Christmas Dinner for the needy and homeless of the Westshore Communities. This is the Legion s first attempt at holding a Christmas dinner and they anticipate having 300 to 350 participants. Mayor Hamilton informed Council the Legion has requested funds through other municipalities but has not had a response to date. The cost of the event is estimated to be $2,600. SECONDED: COUNCILLOR DAY That the City of Colwood approve $875 to contribute to the Christmas dinner being held by the Royal Canadian Legion - Prince Edward Branch # 091, on December 18, 2017 for residents of the Westshore.

PLANNING AND LAND USE Report - Planner Re: Federal Smart Cities Challenge - Smart South Island Plan SOU Councillor Rob Martin, City representative on the South Island Municipal Partners Working Group, provided an overview of the Planner's November 7, 2017 report regarding Federal Smart Cities Challenge - Smart South Island Plan. Councillor Martin explained the working group is working on a Smart City Grant that is a federal program. The group could qualify for one of the 10 million prizes for mid-sized communities. He explained Colwood is still in the beginning stages of identifying what the needs are of Colwood. The working group has identified the following five major areas to focus on: Transportation and Mobility, Housing, Economic Resilience and Inclusion, Environment, and Health and Wellness. Councillor Martin explained the main purpose of the report is to provide information on the upcoming Smart Cities Symposium being held on Saturday, November 25, 2017 at the Victoria Conference Centre from 9:00 am to 1:00 pm. This will be the first event of a two part series and will be made available online for webcasting and participation on voting. The Communications Manager, Sandra Russell noted information on the symposium is on the City website and there is a link to Eventbrite to register, noting that seating is limited. MOVED BY: COUNCILLOR DAY SECONDED: COUNCILLOR NAULT That the November 7, 2017 report from the Planner entitled "Federal Smart Cities Challenge - Smart South Island Plan" be received for information TRANSPORTATION AND PUBLIC INFRASTRUCTURE COMMITTEE Report - Director of Engineering and Public Works Re: Asset Management and Service Level Agreement with the Capital Regional District ASSO The Chief Administrative Officer, Ian Howat provided an overview of the Director of Engineering and Public Works November 7th, 2017 report regarding Asset Management and Service Level Agreement with the Capital Regional District (CRD).

8 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # 8 Mr. Howat explained asset management was discussed during last year s budget deliberation to put in place the appropriate tools for Asset Management. The intent is to use the GIS system to start cataloguing the City s assets. The CRD has approximately 70% of the City of Colwood s assets already mapped on their GIS system. Colwood would be required to purchase user licences to access the information and further populate. Mr. Howat explained the contract would be for a one-year term with an option of one-year renewals. Mr. Howat explained when asset management was contemplated during budget deliberations it was not made clear that it was going to be an ongoing cost. Approval is in place for 2017 costs, but 2018 costs and ongoing costs will need to be discussed during the 2018 budget. That Council authorize Staff to enter into a Service Level Agreement for IT and GIS Services with the CRD for asset management; and That Council authorize Staff to allocate unspent monies from the 2017 Asset Management Special Project to fund the Service Level Agreement costs associated with 2017 and 2018 financial years; and That Council direct staff to include the known ongoing annual costs associated with asset management for consideration during the budget process FINANCE AND ADMINISTRATION COMMITTEE Report - Manager of Building Inspections and Bylaw Services Re: The Management and Protection of the Urban Forest with the City of Colwood URB The Manager of Building Inspections and Bylaw Services, Paul Preston, provided an overview of his October 31, 2017 report regarding the Management and Protection of the Urban Forest within the City of Colwood. He explained concerns had been raised through the Official Community Plan consultation process, that there is no regulation in effect to manage and protect the urban forest in Colwood. An Urban Forest Bylaw has been drafted that will still allow residents and developers the ability to cut and remove protected trees, through a permitting process. Council members expressed concerns with the draft bylaw such as costs and processes that are onerous for single-family homeowners. Council discussed the need to have something in place in the interim to provide protection to trees and that a task force be created to allow for a public consultation process and that it be done within three months.

9 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # 9 That the report titled the Management and Protection of the Urban Forest within the City of Colwood be received; AND THAT the "Urban Forest Bylaw" No. 1710, 2017 be considered for three readings by Council; AND THAT the "Municipal Ticket Information Bylaw" No. 1314, 2010 as amended be considered for three readings by Council; AND FURTHER THAT Staff undertake community consultation to further develop the "Urban Forest Bylaw" No. 1710, within three months Memorandum - Director of Corporate Services Re: Greater Victoria Labour Relations Association - Appoint One Director and One Alternate Director for a One-Year Term Effective December 4, GRE-9398 The Director of Corporate Service, Pat VanBuskirk, provided an overview of her November 7, 2017 memorandum regarding the Greater Victoria Labour Relations Association (GVLRA) - Appoint one Director and one Alternate Director for one-year term effective December 4, She explained that Council is requested to consider the appointment of one Director and one Alternate Director to serve on the GVLRA Board for a one-year term effective December 4, 2017, SECONDED: COUNCILLOR DAY That Council re-appoint Councillor Martin to serve as Director, and Councillor Trace to serve as Alternate Director, on the Greater Victoria Labour Relations Association's Board of Directors for a one-year term, effective December 4, 2017.

10 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # Memorandum - Director of Corporate Services Re: Greater Victoria Public Library - Appoint One Board Trustee GRE The Director of Corporate Service, Pat VanBuskirk, provided an overview of her November 7, 2017 memorandum regarding the Greater Victoria Public Library (GVPL) - Appoint One Board Trustee. She explained Council is requested to consider the appointment of one Board Trustee to serve on the GVPL Board, for a one-year term effective January 1, 2018 through December 31, SECONDED: COUNCILLOR NAULT That Council re-appoint Councillor Rob Martin to serve on the Greater Victoria Public Library Board of Trustees for a one-year term, effective January 1, Report - Director of Corporate Services Re: Implementation of a Committee of the Whole Meeting Structure - Follow Up [Referred from Special Committee of the Whole Meeting held May 29, 2017] PRO-1806 The Director of Corporate Services, Pat VanBuskirk, provided an overview of her October 17, 2017 report regarding implementation of a Committee-of-the-Whole Meeting Structure - Follow up. She explained that on May 29, 2017, City Council held a Special Committee-of-the-Whole Meeting to discuss the proposal to temporarily suspend the City's standing committee meeting structure to accommodate a trial period utilizing the Committee of the Whole (COTW) meeting structure. If Council decided to approve a trial period for the COTW meeting structure, staff will revisit it in the summer of 2018 to determine what the structure will be moving forward. At the May 29, 2017 Special COTW meeting staff was asked to provide a layout of what the COTW structure would look like. A calendar was created for the 2018 calendar year, which shows COTW being held on the first Monday and the third Monday of each month. Ms. VanBuskirk noted under the COTW structure it would include public consultation at the beginning of the COTW meeting allowing the public to make comment on each agenda item and at the end of the meeting allowing the public to comment again. Members of Council spoke of the benefits of the current Standing Committee structure as it provided a less formal setting, smaller agendas, and an easy format for public engagement.

11 Minutes of Regular Council Meeting - Tuesday, November 14, 2017 Page # 11 Comments were made about the old COTW format including the length of meetings and that it seemed to be a dress rehearsal for the Council meetings. Council members discussed improvements to the proposed COTW structure, included the increase of public participation, limiting the agenda to complicated items, and if council is uncomfortable with an item that comes directly to Council it can be referred to the COTW. MOVED BY: COUNCILLOR TRACE SECONDED: COUNCILLOR NAULT That staff be directed to implement a trial period for a Committee-of-the-Whole meeting structure effective November 2017 utilizing the first Monday of each month (except August) as the first choice date for a regular Committee of the Whole meeting and reserving the third Monday of the month for a Special Committee-of-the-Whole Meeting as needed, that the meetings begin at 6:00 p.m., and that a review of the Committee of the Whole meeting structure to be undertaken no later than July Mayor Hamilton stated that Council have unanimously supported the dissolving of the existing Standing Committees. 7.
