4 THE ALBERTA SITUATION IN WORDS The current structure of the MGA has municipalities competing against each other.... It is time to modernize those relationships, therefore municipalities will form partnerships, and find new ways to integrate services, to manage growth, and to use land better. We re working at ways to support municipalities to partner and work together, and funding is a great way to incent that behaviour. Municipalities that contravene they are essentially breaking the law and there are consequences for those that do.

6 Governance Taxation Services Identity THE ISSUES Where will my representative live? How much influence will he or she have? Will he or she represent me? How far away will they live? Will he or she understand my situation? How will tax rates change? What happens to our accumulated surplus from good management? Who pays for deficits and debts? Will we inherit someone else s debt or deficit? Will taxation rates reflect the services we get? Will services increase or decrease? How do we provide them/pay for services? Will we get the same services for the taxes we pay now? More? Less? Will we subsidize other places for the services they get? Will the name of my community be removed? Will we be able to celebrate the history our community has had? Will be able to keep our town sign? Will we be able to make decisions about things that are in our interest?

Provincial and Municipal Government revenues falling or unstable.... Growing expectations, but fewer resources... Capacity for change and to meet growth potential is limited and shrinking....
