Call to Order Reeve Schneider called the meeting to order at 11:23 a.m. Adoption of Agenda and Emergent Issues CC MOVED BY COUNCILLOR McLEAN that the agenda be adopted as presented. Adoption of Minutes For Minutes of the September 13, 2017 County Council Meeting CC MOVED BY DEPUTY REEVE GATEMAN that the minutes of the September 13, 2017 meeting be adopted as presented. Council Correspondence Council Action List CC MOVED BY COUNCILLOR MONNER that the Council Action List be accepted for information. Page 1 of 6

2 Administration Bylaw Land Use Bylaw Amendment Regulating Kennels CC MOVED BY DEPUTY REEVE GATEMAN that Council give second reading to Bylaw , being a bylaw of Vulcan County in the Province of Alberta, to amend Bylaw no being the municipality s Land Use Bylaw. CC MOVED BY COUNCILLOR ANNABLE that Council give third reading to Bylaw , being a bylaw of Vulcan County in the Province of Alberta, to amend Bylaw no being the municipality s Land Use Bylaw. Bylaw Animal Control Bylaw CC MOVED BY COUNCILLOR COCKWILL that Council give second reading to Bylaw , being a Bylaw of Vulcan County in the Province of Alberta, to provide for the regulation and/or control of dogs and any other animals within Vulcan County. CC MOVED BY DEPUTY REEVE GATEMAN that Council give third reading to Bylaw , being a Bylaw of Vulcan County in the Province of Alberta, to provide for the regulation and/or control of dogs and any other animals within Vulcan County. Bylaw Vulcan County Speed Limit - Range Road 233 CC MOVED BY COUNCILLOR LUCAS that Council give third reading to Bylaw being a Bylaw of Vulcan County, in the Province of Alberta, to reduce the speed of a portion of Range Road 233. Bridge File #9117 Construction Contract Award CC MOVED BY COUNCILLOR ANNABLE that Council award the Bridge Construction Contract to EllisDon Construction Services for the amount of $941, for the replacement of Bridge Files 9117 to be drawn from 2017 Bridge Capital Budget. 3 Financial Reports CC MOVED BY COUNCILLOR MONNER that Council accept the Financial Reports for information. Alberta One-Call Updated User Agreement CC MOVED BY DEPUTY REEVE GATEMAN that Council authorize the Reeve and Chief Administrative Officer to sign the Updated User Agreement with Alberta One Call as circulated. Reeve Schneider recessed the meeting at 12:12 p.m. Reeve Schneider reconvened the meeting at 1:12 p.m. Bylaw Councillor Code of Conduct CC MOVED BY COUNCILLOR McLEAN that Council give second reading to Bylaw , being a bylaw of Vulcan County, in the Province of Alberta, to establish a Councillor Code of Conduct for Vulcan County. CC MOVED BY DEPUTY REEVE GATEMAN that Council give third reading to Bylaw , being a bylaw of Vulcan County, in the Province of Alberta, to establish a Councillor Code of Conduct for Vulcan County. Administrative Inquiries Councillor Monner asked if the County's Animal Control Bylaw should include a section pertaining to disease transference, such as Bovine Malignant Catarrahal Fever. CC MOVED BY COUNCILLOR MONNER that Administration investigate the implications of diseases such as Bovine Malignant Catarrahal Fever (BMCF) and other livestock cumulative diseases and report back to Council with findings. Councillor Monner also inquired about the low rating of an 8 mile stretch of Secondary Highway 842; it is a bus route and is only classified with a rating of 4 whereas further North on the same road the rating is a 1. CC MOVED BY COUNCILLOR MONNER that Administration request a review of the secondary highway ratings within Vulcan County. Page 3 of 6

4 Council Reports Division 1: attended the Arrowwood Recreation Meeting, questioned on the difference between cultural funding and recreation funding attended a North West Fire Meeting, working on budget; received the new fire truck CC MOVED BY DEPUTY REEVE GATEMAN that the Division 1 report be accepted for information as presented. Division 2: received call from Brant ratepayer on truck traffic, Administration is working with the ratepayer no quorum for VBDS meeting attended Airport Committee meeting, new lights are in and now looking at prioritizing other projects Doctor Retention Committee, doctor is retiring but there is no need for replacement at this time CC MOVED BY COUNCILLOR COCKWILL that the Division 2 report be accepted for information as presented. Division 3: FRESC will be moving to new location in Okotoks, they're working with AHS about transferring calls, hoping to see an improvement in response times no quorum for VBDS meeting attended Foothills Little Bow meeting, discussed potential merger between AAMDC & AUMA, they'll be presenting a resolution on it at the AAMDC conference CC MOVED BY REEVE SCHNEIDER that the Division 3 report be accepted for information as presented. Division 4: attended a Carmangay Seed Cleaning meeting attended a TVRWC meeting, next meeting Oct 10th, still working with Town on the agreement CC MOVED BY COUNCILLOR ANNABLE that the Division 4 report be accepted for information as presented. 5 Division 5: Milo Recreation Board working on budget attended a VDWC meeting: SAEWA studies to be released on Nov 24th at their annual general meeting where the location study and transportation study will be presented; VDWC looking to put money away for equipment purchases FCSS meeting; dealing with a housing issue Tourism meeting still dealing with issue in Queenstown, but our Peace Officer is doing a good job handling CC MOVED BY COUNCILLOR MONNER that the Division 5 report be accepted for information as presented. Division 6: Marquis Foundation still has vacancies Vulcan County Health & Wellness Foundation fundraiser on Oct 14th, tickets still available; they're doing a 150 Project fundraiser of generation plaques for $1000 donation attended the Champion Recreation Board meeting CC MOVED BY COUNCILLOR McLEAN that the Division 6 report be accepted for information as presented. Division 7: attended the Marquis Foundation meeting, trying to find ways of getting people in CC MOVED BY COUNCILLOR LUCAS that the Division 7 report be accepted for information as presented. 6 Reserve Prices for Public Auction: FOIPP Section 24(1)(c) CC MOVED BY COUNCILLOR LUCAS that Council set the Reserve Bid pricing as recommended by Administration, for the properties included in the 2017 Public Auction on Thursday, November 2nd, 2017 at 10:00 a.m. Fire Services: FOIPP Section 23(1)(a) CC MOVED BY COUNCILLOR ANNABLE that Council accept the discussion on fire services for information. Personnel: FOIPP Section 24(1)(d) CC MOVED BY DEPUTY REEVE GATEMAN that the Reeve and Deputy Reeve meet with the Chief Administrative Officer concerning the annual CAO performance review.
