2 ELMWOOD BOARD OF EDUCATION January 8, 2018 Organizational/Regular Treasurer administered the Oath to the President and Vice-President The regular meetings have been scheduled for the second Monday of each month. The Elmwood Middle School Media Center has been designated as the place for the regular board of education meetings. It is recommended that the amount of $5, be appropriated at this time. 3 ELMWOOD BOARD OF EDUCATION January 8, 2018 Organizational/Regular 8-18 Resolution Authorizing Investments WHEREAS, the Elmwood Local Board of Education is desirous of investing all funds not required for the day-to-day operations of the school district; and WHEREAS, the Elmwood Local Board of Education is desirous of reinvesting funds as previous investments mature from time-to-time, there be it RESOLVED, that the Treasurer of the Elmwood Local Board of Education is hereby authorized and directed to make investments authorized by law with depositories of interim funds whenever said funds are not required for the day-to-day operation of the school district, and be it further RESOLVED, that the Treasurer of the Elmwood Local Board of Education is hereby authorized and directed to reinvest maturing investments of interim funds as provided by law as such funds are not required for the day-to-day operation of the school district. 4 ELMWOOD BOARD OF EDUCATION January 8, 2018 Organizational/Regular It is recommended to authorize the Superintendent, on behalf of this Board, to accept resignations which have been submitted by employees during times when this Board is not in session, subject to ratification by this Board; provided however, that upon ratification by this Board, such resignations shall be deemed effective as of the date of time of the Superintendent s acceptance. Seconded by Mrs. Endicott Mrs. Davis Yes Mrs. Endicott Yes Mrs. Reynolds Yes Mr. Lee Yes Mr. King Yes It is recommended to authorize the Superintendent, during periods when this Board is not in session, to make offers of employment directly to candidates for either teaching or nonteaching positions on behalf of this Board, and to acknowledge acceptance of such offers on behalf of this Board, subject to a subsequent vote of ratification by this Board; provided however, that upon ratification by this Board, the employment shall be deemed effective as of the date and time of the employee s acceptance of the Superintendent s offer. Secondly, nothing in this resolution shall require the Board of Education to employ or continue to employ an individual who has not provided a criminal records check satisfactory to the Board or who has not satisfied any other prerequisite to employment created by law or Board policy. CAFETERIA CUSTODIAN FITNESS CENTER Rebecca Wright Rebecca Wright Ronald Inkrott Mrs. Reynolds Yes Mr. Lee Yes Mr. King Yes Mrs. Davis Yes Mrs. Endicott Yes AUTHORIZING ENERGY SAVINGS SERVICE AGREEMENT The Superintendent recommends that the Elmwood Local School District Board of Education authorize an energy efficiency service agreement with Energy Optimizers, USA, LLC that will result in both energy improvements and related services for energy efficiency in District facilities. Rationale: 1. Energy Optimizers, USA, LLC proposes to provide energy efficiency improvements and related services that will result in energy savings and efficiencies for building operations through a unique energy management service agreement program which is available only through Energy Optimizers, USA, LLC. 2. It is in the best interest of the District to procure the energy efficiency improvements and services through this program, which does not require any initial payment by the Board based upon the energy management service agreement, and ORC Section (B)(2) includes an exception to competitive bidding when an item is available and can be acquired only from a single source if the Board determines that the single source exception applies by two-thirds vote of all of its members. 3. Energy Optimizers proposes to provide energy efficiency improvements and related services that will result in energy savings and efficiencies for building operations through a unique 10-year service program as described in the Energy Savings Service Agreement with financing provided by Energy Optimizers. BE IT RESOLVED by the Board as follows: 1. The Board approves the energy savings service agreement with Energy Optimizers, USA, LLC based upon the exception to competitive bidding stated in ORC (B)(2), which allows the Board to purchase items available from a single source, in order to take advantage of the unique 10-year energy savings service program available through Energy Optimizers USA, LLC, with no-interest financing through Energy Optimizers. 2. The Board authorizes the Superintendent and Treasurer to sign the energy savings service agreement on behalf of the Board. 3. The Treasurer is directed to issue a purchase order to pay for the energy savings services agreement with Energy Optimizers, USA, LLC, which includes energy efficiency improvements and related on-going services for a 10-year period, in the total amount of $353, Energy Optimizers, USA shall provide all funding and financing associated with the project until which time the project is deemed 100% installed and complete by the District, at which time the District will pay the full amount of the agreed upon project cost within (30) days of project completion acceptance. College Credit Plus participation meeting will be held on Jan. 22 at 7pm in the Auditeria Winter Homecoming will be Friday, February 16 We will host OHSAA Div 3 Wrestling Team Duals on January 24 starting at 5 Joe Z Duals are Saturday, January 27 NBC Wrestling Championship will be held here on February 3 The Robotics Team will compete on January 11 and 26, both in Marion. HS Quiz Bowl Team will air on NBC 24, Feb 25 at 11am Middle School Student Council will be sponsoring a MS dance at the end of January or early March, depending on DJ availability Quiz Bowl season is ready to kickoff, and again Elmwood is in charge of the league we are in. Practices have started Testing dates are being solidified for late April and early May 2 nd nine week grade cards went out last Friday Middle school wrestling NBC championships are coming up on Saturday January 20 th and are here at Elmwood 7 th and 8 th Girls basketball teams start tourney play on Sat, February 3 rd Elementary Results for the 3 rd grade Fall Reading Test are back and we had 53% score proficient or better. Additionally, 85% met the minimum subscale score for the Third Grade Guarantee. Those that didn t meet the minimum subscale score will have multiple opportunities this spring in order to improve. With the exception of make-up tests, gifted testing has been completed for 2 nd and 4 th grade students. The addition of 2 nd grade was to meet state requirements. The second quarter ended on December 20 th with report cards to be distributed on January 8 th. Legislative Update Board Member Comments The next Board meeting is scheduled for Monday, February 12, 2018 at 6:00 pm in the Middle School Media Center.
