4 3.0 DECLARATION OF INTEREST Pursuant to our Code of Conduct, Members must declare to the Chairman any potential conflict of interest they have in a matter before the Zone as soon as they become aware of it. Members and Deputies may be directly or indirectly associated with some recommendations of the Zone and State Council. If you are affected by these recommendations, please excuse yourself from the meeting and do not participate in deliberations. 4.0 ANNOUNCEMENTS 5.0 GUEST SPEAKERS / DEPUTATIONS 6.0 MINUTES 6.1 Confirmation of Minutes Peel Zone Meeting held on 23 June 2016 That the minutes of the meeting of the Peel Zone held on 23 June 2016 be confirmed as a true and accurate record of the proceedings. Moved: Seconded: 6.2 Business Arising 7.0 ZONE BUSINESS Councillor Maree Reid Councillor Dave Gossage 7.1 WALGA Peel Country Zone Status Report (Attachment 7.1) In relation to the first item on the Status report being Cotton Bush, it was advised that the meeting with the Minister was very positive and that Cotton Bush would not be taken off the endangered species, the Peel Zone members requested something in writing. Motion A letter from the Chairman of the Peel Zone to the Minister requesting confirmation his position on Cotton Bush and other declared species and a progress of the review. 5 7.3 Peel Zone Actions Report (Attachment 7.3) That the WALGA Peel Country Zone Status Report, Correspondence Listing and Peel Zone Actions Report be received. Moved: Seconded: 7.4 Other Peel Zone Business Councillor Dave Gossage Members Attendance and Definition of the Role of the Peel Zone of WALGA At the Peel Zone meeting held on 28 April 2016 a resolution was made that requested Member Councils to prepare individual discussion papers on their future vision for the Peel Zone for discussion at the meeting on 23 June This item was not discussed at the Peel Zone meeting held on 23 June 2016 and was requested to be carried over to the next meeting. General discussion was undertaken on where the Peel Zone sits, and where other bodies, such as the PDC, fit into the equation. Discussion also revolved around what is important in relation to Peel Region infrastructure. The Peel Zone was developed to be the peek leadership group in the region in relation to policy matters, the point of the Peel Zone is to feed the regions information into WALGA.. The PRLF comes in from the strategic angle. The contribution of the Peel Zone is valuable, but could be expanded, there is a good base. The current format is well represented with five Councils. Effort needs to be put into the Policy items. Every local government should bring one item to the agenda each meeting Beach Emergency Number Beach Emergency - Number Following the recent shark attack killed Ben Gerring in Mandurah the City have been working to promote the concept of improved beach identification to assist emergency agencies and to better identify beaches with regard to Shark Sightings. There are a number of things we are working towards including advocating for the introduction of a state wide system similar to the ESTA Emergency Marker system in Victoria as well as identifying any local information that may assist such as improved signage of local beach names, GPS coordinates, nearest cross streets etc in the short term. The link below provides an overview of the concept that has been operating in Victoria for a number of years. We are trying to arrange discussion with key agencies including Police, SLSWA, DFES, St Johns, Land Gate and Fisheries to determine the data that will most assist. The City is seeking support from other local governments to promote an improved means of beach identification which may be extended to other public areas. Page 5

6 General Discussion on the importance of this system and the current use of the Emergency Location Disk system currently in use. It was suggested this system be used more that just within busy/popular beach locations, this was agreed and it was stated that this is just step one of a larger process, the beach is only the beginning. That WALGA: 1. Support and facilitate a meeting with key stakeholders (including Police, SLSWA, DFES, St Johns, Land Gate and Fisheries) for improved means of beach identification to assist Emergency Authorities in the event of a beach incident/emergency. 2. Investigate other potential opportunities for the use of this system. Moved: Seconded: Councillor Wally Barrett 8.0 REVIEW OF WALGA STATE COUNCIL AGENDA Zone delegates to consider the Matters for Decision, Matters for Noting / Information and Organisational Reports contained in the WA Local Government Association State Council Agenda and put forward resolutions to the Zone Representative on State Council. 8.1 Matters for Decision (Item 5 of the State Council Agenda) 5. Matters for Decision: State Council Item No and Title: Annual General Meeting Minutes ( TB) Development Assessment Panels ( CG) Interim Submission Amendments to the Planning and Development (Local Planning Scheme) Regulations 2015 ( VJ) Site Inspections and the Building Act 2011 ( VJ) Discussion around the background of the Act and why Local Governments are involved. It was advised that this items stems from mandatory inspection of roofs and the circulation of paper enquiring as to what Local Governments experience and expectation was. The response from this paper wasn t clear and further discussion is sort from Local Governments. That Peel Zone supports a full and complete discussion on; the strong support for inspections and strong opposition that the responsibility be placed solely on the Local Government. b. the strong support of a regime of significant penalties for the builders non-compliance. 8 Shire of Boddington Shire of Boddington expressed concerns with the State Agreements, and suggested the termination of such agreements. That WALGA investigate the termination of State Agreements as administered by the Department of State Development. Moved Seconded Councillor John Allert Councillor Dave Gossage Note: it has been brought to the Peel Zones attention that due to the lack of consultation between the Mines and the Local Governments considerable negative impact occurs to the Local Governments City of Mandurah Shire of Murray The Shire of Murray expressed their thanks to WALGA for facilitating the meeting with the Minister for Planning. It was refreshing that the Minister agreed there should be a workshop Shire of Serpentine Jarrahdale In relation to the Peel Zone Officer, the Shire of Serpentine Jarrahdale Peel Zone Officer advised they would continue with the role for the rest of 2016, it will be taken on by WALGA for the first 6 months of 2017 and will be looked at again at that point Shire of Waroona 11.0 DATE, TIME AND PLACE OF NEXT MEETING The next meeting is scheduled for Thursday November at the Shire of Murray CLOSURE There being no further business the Chairman declared the meeting closed at 4.34pm Page 8
