1 A resolutions June 1997 RESOLUTIONS TAKEN BY THE TECHNICAL MANAGEMENT BOARD AT ITS TENTH MEETING ON 2-3 JUNE 1997 IN GENEVA Technical Management Board resolution 31/1997 ISO/TC 87 noting the recent developments within ISO/TC 87 Cork, reconfirms the existence of this technical committee. Technical Management Board resolution 32/1997 Sector-specific guidance documents for ISO/TC 176 noting the proposal from the ISO/TC 176 Chairman's Strategic Advisory Group concerning the policy in sector-specific guidance documents relating to the ISO 9000 series of standards, recognizing that sector-specific applications of the ISO 9000 series have already been developed, such as the QS 9000 and VDA 6 in the automotive sector (that include appreciable add-on requirements), invites ISO/TC 176 to initiate a pilot project to test the proposed policy approach and, once completed, report back to the TMB on the results of this project. Technical Management Board resolution 33/1997 Sector-specific guidance documents for ISO/TC 207 noting the deliberations undertaken within ISO/TC 176 concerning the establishment of a policy on the development of sector-specific guidance documents on the ISO 9000 series of standards, invites ISO/TC 207 to indicate whether a similar interest exists for the ISO series of standards on environmental management.

2 Page 2 Technical Management Board resolution 34/1997 Working Group on accommodation facilities noting that the previously appointed convenor of the Working Group for terminology and description criteria for accommodation facilities is no longer available, appoints Mr. V. Gorga, proposed by AENOR (Spain), as the convenor of the Working Group. Technical Management Board resolution 35/1997 Registration authorities noting that registration authorities have been assigned for a number of ISO standards, further noting that in many cases little information is available on the activities to the TMB of these bodies, requests that registration authorities be invited to provide information to the TMB on their activities on a yearly basis. Technical Management Board resolution 36/1997 Re-allocation of ISO/TC 145 thanks BSI (United Kingdom) for its offer to assume the secretariat of ISO/TC 145 Graphical symbols and re-allocates the secretariat of ISO/TC 145 to BSI. Technical Management Board resolution 37/1997 Standards development process recognizing that the current standards development process needs to be further accelerated, and while recognizing the need for different development times for different sectors, decides to reduce the time limit for the development of the first committee draft by 6 months to 18 months, invites the IEC Committee of Action to concur.

3 Page 3 Technical Management Board resolution 38/1997 Establishment of a new TC The Technical Management Board decides that, following circulation of a technical study proposal (TS/P), the TMB decision concerning the establishment of a new TC shall be taken within one month by correspondence. Technical Management Board resolution 39/1997 Alternative procedures and deliverables noting the proposals from its secretariat for alternative standards development procedures and deliverables from the standards development process, further noting related activities undertaken in IEC and CEN, recognizing the urgency of developing alternative procedures and deliverables in the light of increasing activities of consortia, decides to establish a Working Group with a view to developing a proposal for consideration by the TMB at its meeting on September 1997 on this issue with participation of the following of its members: - Mr. G. Kushnier (ANSI), - Dr. D. Potter (BSI) (Convenor), - Mr. H. Schipper (NNI), - Mr. P. Walsh (SAA), - Mr. E.-P. Ziethen (DIN), and requests the Working Group to identify possible advantages and weaknesses of the proposed new procedures, including the relationship with the WTO Code of Good Practice for standards development organizations. Technical Management Board resolution 40/1997 Proactive programme management noting the results of its initiatives concerning late work items, considering that these first initiatives have constituted a useful first step to the implementation of project management disciplines in the TCs/SCs, recognizing that ISO's strategic agenda for the period calls for the implementation of a proactive system of project management,

4 Page 4 decides 1) that TCs/SCs shall henceforth assume the responsibility for proactively managing their work programmes, 2) that TC/SC secretariats shall arrange for regular review by committees of their work programme and shall provide justification to the TMB for continuation of work items which have not advanced within the time limits laid down in the ISO/IEC Directives, 3) that the Central Secretariat shall in future cancel all work items which have exceeded the time limits in the ISO/IEC Directives unless the responsible committee secretariat has provided justification to the TMB for their retention. 4) that the CEO of the member body concerned shall be informed of all cases in which work items are subject to automatic cancellation. Technical Management Board resolution 41/1997 ITSIG noting the recommendations adopted by the ISO/IEC/ITU Information Technology Strategies Implementation Group (ITSIG), further noting that the ITSIG recommendation concerning a SGML production line will be further reviewed at the forthcoming meeting of ITSIG, endorses recommendations 1, 2, 3 and 4* of TMB AWG-IT, but recognizes that recommendations 1 and 3 in particular will need to be applied pragmatically, further endorses the Central Secretariat's intention to organize a seminar concerning Part 3 of the ISO/IEC Directives, including training in the use of the standards authoring template during the period September/October * AWG-IT recommendation 1: The AWG-IT reconfirms that by 1 January 1998 the texts of all DIS and FDIS shall be submitted by TC/SC secretariats to the ISO Central Secretariat in electronic form in compliance with the ITSIG Guidelines, i.e. prepared with the ISO templates. Exceptions shall only be accepted for those standards that do not apply to the template specification. The AWG-IT notes that the work within the Graphics Exchange Group on formats and exchange standards for drawings is still ongoing and that the request that TC/SC secretariats submit standards prepared with the template by beginning of 1998 does therefore not cover drawings. However, the requirement for including drawings in the templates based texts will become operative after the formats and exchange standards for drawings, accepted by ITSIG, have been made available. AWG-IT recommendation 2: The AWG-IT considers that, in view of the short time period left for reaching the deadline of 1 January 1998 for submission of all texts of DIS and FDIS in accordance with the ITSIG Guidelines, i.e. prepared with the templates, no need exists for defining interim deadlines to be reached prior to the final deadline.

5 Page 5 AWG-IT recommendation 3: The AWG-IT recommends that the following procedure be applied if committee secretariats fail to submit texts of DIS and FDIS as electronic files prepared with the templates as of 1 January 1998: 1. The originating TC/SC secretariat shall be contacted by the Central Secretariat and invited to provide the text of a DIS/FDIS prepared with the templates within two months. 2. If a secretariat does not reply or if it fails to submit a file compliant with the templates within two months, the CEO of the member body holding the secretariat shall be informed about the failure of the committee secretariat to provide a suitable file. The CEO shall be informed about the possibility that preparation of the file in the required format could be undertaken by the Central Secretariat, but that the member body would be charged a fee if it decided to take advantage of this service. 3. The reply from the CEO or the fact that the CEO of the respective member body failed to reply within two months shall be submitted to the TMB for consideration. 4. In cases of persistent failure of submission of texts of DIS and FDIS prepared with the templates, the possibility of re-allocating the committee secretariat to another member body shall be considered by the TMB, taking due consideration of the overall performance of the committee secretariats. AWG-IT recommendation 4: The ISO member bodies shall receive regular information about the state of submission of suitable files of DIS and FDIS by member bodies and secretariats to the Central Secretariat. The AWG-IT accordingly proposes that a report on this subject be submitted to the General Assembly at its annual meetings for review. This will be in addition to the reports which will be submitted to the and to ITSIG on a quarterly basis (see also item 21 of the report of the fourth meeting of the AWG-IT held on 9 April 1997). Technical Management Board resolution 42/1997 Training noting the proposal from Standards Australia, agrees to the formation of a working group to identify needs for training materials for TC/SC chairmen and secretaries, notes that SAA, BSI and ANSI will nominate participants to this working group. Technical Management Board resolution 43/1997 Dissolution of subcommittees with vacant secretariats decides to disband the following subcommittees with vacant secretariats for two years or longer: ISO/TC 39/SC 3 Machine tools/modular units for machine tools

Release of toxic materials Technical Management Board resolution 44/1997 ISO/TC 138/SC 5 noting that IBN (Belgium) has withdrawn its offer to assume the secretariat of ISO/TC 138/SC 5, decides to re-allocate the secretariat of this subcommittee to NNI (Netherlands). Technical Management Board resolution 45/1997 Overlap of work noting that there seems to be an overlap of work between ISO/TC 197 (secretariat held by SCC) and ISO/TC 22/SC 25 (secretariat held by UNI) caused by the introduction of the two new work items into the programme of work of ISO/TC 197: Hydrogen and hydrogen blend vehicular fuel systems Gaseous hydrogen vehicle (GHV) Fuel containers further noting that ISO/TC 22/SC 25 deals with pure compressed natural gas for automotive use, noting that an overlap of work also seems to exist with ISO/TC 20, invites the TMB secretariat and SCC (Canada) to review this overlap and to report back to the TMB at its September 1997 meeting. Technical Management Board resolution 46/1997 GOST R noting the problems being experienced by secretariats held by the member body for the Russian Federation (GOST R),

7 Page 7 requests its secretariat to seek from GOST R detailed plans for reactivating the work of the committees concerned, decides to review these plans at its September 1997 meeting and in the absence of such plans to reallocate the secretariats concerned. Technical Management Board resolution 47/1997 D liaison approves in principle the establishment of a new category D liaison, based on the rules established by IEC, subject to reviewing this decision in the light of the recommendations for the Working Group established by the TMB resolution 39/1997 and from the Council's ad hoc study group on consortia. Technical Management Board resolution 48/1997 Laser Diodes noting, but not concurring with, the decision of the IEC Committee of Action, concerning the allocation of work on laser diodes, further noting that discussions between ISO/TC 172/SC 9 and concerned IEC committees are ongoing, decides to await the results of the discussions between the committees and that, if a mutually satisfactory solution cannot be achieved, the question should be reviewed by the laser coordination group. Technical Management Board resolution 49/1997 Annex Z request its secretariat to prepare a document explaining the considerations relating to the inclusion of annex Z in ISO standards developed under the Vienna Agreement and agrees to take a decision on this matter by correspondence. Technical Management Board resolution 50/1997 PASC recommendations

8 Page 8 noting resolution 3 adopted by PASC XX, recalling that a new procedure has been introduced in 1997 for the systematic review of ISO standards, requests the Central Secretariat to report at the TMB's September 1997 meeting on the results of the review and to investigate the situation with regard to the standards identified by JISC as no longer being up-to-date, encourages TMB members to bring similar situations to the attention of the TMB. Technical Management Board resolution 51/1997 TAG 8 appoints Mr. C.M. Mannesse (NNI) as a member of ISO/TAG 8 Building. Technical Management Board resolution 52/1997 TAG chairmen reconfirms its previous decision to set a limit of three years as the term of office for TAG chairmen, decides that a term of office can be renewed once and invites TAGs having chairmen who have already served for at least two terms to identify a successor within one year. Technical Management Board resolution 53/1997 ISO/TAG 12 noting that there had been questions concerning the terms of reference of ISO/TAG 12, and that proposals had been made for their revision, reaffirming the terms of reference of TAG 12 as given in its resolution 7/1997, clarifies that it was not the TMB's intention to insist that the ISO 9000 and ISO standards be physically integrated to produce one series of standards, and declines the offer from CEFIC to provide a member to the group.

9 Technical Management Board resolution 54/1997 BSR Page 9 emphasizing the need to ensure that the BSR project is effectively resourced (people, money, and facilities) and that an effective review process is in place, approves the proposal to establish a BSR project coordination group, requests that the membership of this group be extended to include other regional representatives in addition to EBES, agrees that the project should later be transferred to an appropriate technical committee, such as ISO/TC 154, but takes no decision on this allocation at this time, requests that a report be made on planning and execution at the TMB's meeting in January Technical Management Board resolution 55/1997 Fast-track submission of UN/EDIFACT Directories noting the proposal from UN/ECE to fast-track the UN/EDIFACT Directories for adoption by ISO, accepting in principle this proposal, requests its secretariat to discuss with UN/ECE the comments made by TMB members during the meeting and to provide response to these comments before the TMB meeting in September Technical Management Board resolution 56/1997 CASCO endorses CASCO resolutions 4/1997, 8/1997 and 11/1997 and notes that Part 2 of the CASCO work programme will be submitted to the TMB for approval by correspondence.
