2 Background Common challenges faced by countries of the region Lack of evidence-based research in the field of administrative and civil service reform Demand for knowledge and expertise in the civil service field Demand for strengthening the capacity of civil servants Need for institutionalizing of regional cooperation in this field 2

3 Kazakhstan s role Kazakhstan was first among CIS countries: To pass the Civil Service Law To establish a specialized state body on civil service To introduce modern legislative and institutional base To introduce the Senior Executive Service World Bank and international experts recognized Kazakhstan as a regional leader in implementing reforms 3

4 Regional Hub s initiation Regional Hub was established to serve as multilateral platform of exchange of experience and knowledge on civil service Joint initiative of Government of Kazakhstan and UNDP in March 2013 with support of President Nazarbayev the Hub initially was founded by 25 countries of the region and advanced economies, and 5 international organizations. Its mission is to assist in promoting civil service effectiveness by supporting the efforts of governments of countries of the region in building institutional and human capacity. UNDP s work in supporting civil service modernization for sustainable development The Hub is now expanding and comprises more than 30 countries (Mongolia, Thailand, FYR Macedonia joined). Steering committee consists of 11 members including USA, EU, Turkey, Korea, and countries of the region 4

6 Key facts #1 Hub activities are flexible and responsive to participants needs H.E. Helen Clark, Administrator of UNDP: Hub fosters also dialogue between Europe and Asia interregional cooperation Events financed primarily by Hub but also sponsored by its partners and participants such as EU, OECD, governments of Azerbaijan, Georgia, Kyrgyz Republic Hub also partners with research and training centres and networks, e.g. ASPA, NISPAcee etc. Kazakhstan committed considerable budget for the Hub to expand it institutionally and financially Hub received a Special Award of the United Nations Office for South-South Cooperation for strengthening the regional and interregional cooperation. PRODUCTS OF THE HUB: Regular demand-driven capacity building seminars, round tables, conferences for civil service practitioners and scholars Roster of international and regional field experts Research on common and country specific issues and solutions International Journal of Civil Service Reform & Practice Annual review of global and regional civil service development etc. 6

7 Main Activities for 2015 May 21- Global Conference on Ethics & Meritocracy within the VIII Astana Economic Forum - Astana June Conference in Georgia on fight against corruption August - seminar on Performance Appraisal in the Kyrgyz Republic Research on current topics of the participating countries of the Hub November - annual review of trends of civil service development in the region November/December Hub s event in Thailand 7

8 Key Facts #2 Demand-driven; Serving culture of capacity building; Bringing together both practitioner and scholars Facilitating building regional scientific school of thought on civil service & public administration; Benchmarking towards best practices; Shed light onto success stories of countries (regional case-studies) Less red tape and more open and pragmatic approach 8

9 Further International Cooperation of the Hub Interest to the Hub is increasing and its membership is expanding. One of the newest participants Thailand s Office of Civil Service Commission has expressed willingness to make a connecting bridge between the Hub and Southeast Asian countries. Recently the Network of institutes and schools of public administration in Central and Eastern Europe (NISPAcee), Academy of Public Administration of China, UNDP GCPSE in Singapore have expressed interest in co-organizing activities of the Hub. 9

10 Participation in the Hub The Hub is open for new participants from other regions and for partnership with research and training centers around the globe. How to become a participant? Official letter from an interested civil service body or institution -> Consideration by the Steering Committee -> Approval -> Participation Participation is voluntary and free of charge 9
