2 Building the 360 Plan 360 is an action-oriented implementation plan crafted to build on the momentum of more than $2 billion of recent development, and advance a bold Vision for Downtown Dallas. 360 addresses social, physical, economic and cultural development to create an inclusive city design for Downtown Dallas. 360 sets priorities for future public spending, and creates a coordinated vision between the public and private sectors. 360 capitalizes on market conditions that set Texas apart from the rest of the nation in terms of growth and economic competitiveness. 360 is comprised of Quick Wins, tactics that can be implemented with cost and time efficiency, resulting in highly visible successes; and Bold Ideas, long term strategies that will ensure the continued growth of the Dallas urban core. 360 is a partnership between the City of Dallas and Downtown Dallas, Inc.; its creation was led by consulting firm MIG.

3 Inclusiveness Process The 360 development process included a wide and diverse stakeholder base, representative of every private, public and institutional interest in downtown. 5 A City of Districts: Downtown Dallas is a complete urban center composed of distinct, yet interconnected districts linked by an accessible transit network, each offering a unique and diverse combination of places to live, refreshing open spaces, bustling street activity, successful business and retail, and dynamic urban experiences for residents, workers and visitors alike. The urban fabric of Downtown, disjointed by physical barriers and opposing interests, is mended through 360

6 The Circulation Framework gives a hierarchy to streets, identifies key gateway points, recommends alignments for light rail and streetcar additions, designs complete multi-modal streets, and connects Downtown Dallas fifteen Districts. Improved streets and transit lines connect Downtown s districts and enhance opportunities for multi-modal use

7 The Park and Open Space Framework gives a typology to parks, provides for open space connections and enhances Downtown s trail system. Strategic development and management of parks and open space will ensure an inclusive, vibrant environment

8 Focus Areas further prioritize future public and private spending, and provide a strategic development pattern to address the vast geography of Downtown Dallas.

11 Impact Quick Wins Council adoption in April 2011 Ordinance changes passed in May that positively affect sidewalk café development, street vending, supergraphics and videoboards Implementation of new street furnishing test zones Creation of an Urban Design Review Board Plan published as mobile tablet document Bold Ideas Feasibility analysis underway for new financing mechanisms (new TIF districts) Three private developments, in line with the 360 vision, have been announced since the plan s publication DDI has kicked off eight new task forces including affordable housing, mobility and education to implement 360 action items 360 recommended streetcar alignments are undergoing formal feasibility analysis
