9 A Charge from the City Council is intended to direct a Committee to review and make recommendations regarding a subject matter. The City Council of the City of Keller believes that an organized and coordinated approach to the review process will work best and to that end, direct the Committee to use the Charge prepared for the Advisory Committee. Officers: City Council has appointed Pat McGrail as Chair and Doug Miller as Vice Chair of the Committee. Quorum: A majority of the voting members of the Committee shall constitute a quorum. Staff Assistance: City staff shall provide assistance, including information, reports, and meeting notes to the Committee. Completion Date: The recommendations of the Committee shall be finalized and ready to be presented to the City Council no later than September 17, 2013.

10 Consideration of Items: Decisions shall be made, if possible, by an indication of general consensus among the Committee members present. Staff will not participate as decision makers. When this method does not serve to establish a clear direction, the chair shall call for a roll-call vote. When an agreement cannot be achieved on an issue, business shall proceed and city staff shall document and present minority positions for future Council consideration. The Committee will convene from June September The term for the Committee members ends on September 30, 2013.
