Umjesto da se Soline unaprijede kao javni park koji će Trogirani i posjetioci Trogira besplatno i slobodno koristiti, ovakvim kratkoročnim/kratkovidnim prijedlozima gradskih vlasti TRAJNO SE UGROŽAVA PRAVO GRAĐANA NA JAVNI PROSTOR, ODUZIMA IM SE PRAVO NA VLASTITI GRAD! Previous collaboration between civil society organization and the public sector mainly to the realization of programs and projects. However, civil associations are given new meaning and role by new approaches and legislation, and the entrance into the EU. 3

4 In order to solve the disadvantages I suggest: 1. LEGAL REGULATIONS lead direct specify the services to be open to civil society organizations, for example, so that their governing councils include representatives of civil society 2. In order to be recognizable and respectable civil society organization in the local community should establish: THE CIVIL SOCIETY COUNCIL OF THE CITY as an advisory body to the City Council, in order to active involvement of civil society in public life. GUIDELINES FOR ACTION COUNCIL Vision Achieving welfare and sustainable development of Trogir through partnership of public, business and civil society while respecting the traditional values of the city, the diversity and the needs of their residents. Mission Council must promote contribution of the civil society to sustainable development of the community, encourage active participation of citizens, create a favorable environment for the work of civil society organizations working with the City Council, the governing bodies of the City, representatives of civil society and the business sector. - Partnership, teamwork and inter-sector cooperation, 4

5 Values - Responsibility, respect and fairness of those representing Council, - Respect for human rights, tolerance and respect for diversity, - Social sensitivity and social responsibility, - community service, - Networking, information, transparency and public action, - Volunteering and raising public awareness towards the value of volunteering in the community, - Professionalism, - Europe of the citizens. OBJECTIVES AND ACTIVITIES OF THE COUNCIL - Developing and enhancing the cooperation of the Council of Civil Society with the City Council - Establishing cooperation and maintaining regular communication of the Council of Civil Society with the City Council - Propose to the City Council the appointment of a councilor who will monitor the activities of civil society and councilors who will replace him in case of absence, - Regularly invite the appointed city councilor or his deputy at the session of the Council of Civil Society. Council involve civil society in the preparation of the City Council's decisions relating to civil society - Take care of that by the competent administrative departments to submit to the Council the documents concerning the civil society, - Discuss and adopt opinions and recommendations at the Council sessions in the presence of representatives of the city administration in charge of the subject of discussion, - Submit opinions and recommendations to the members of the City Council by the competent administrative departments, - Participate in the development of criteria for appointing new council members. Plan the financial resources necessary for the Council and their inclusion in the budget of the City - Develop an operational plan, - Submit proposals to the City Council that the planned costs be included in the budget, - Report to the City Council about the activities performed and costs incurred. 5

6 Increase the visibility and recognition of the civil sector in general and of the Council of Civil Society - Organize Day Association of Trogir and mark the International Volunteer Day, - Make available a link on the website of the City, on which will be available data on the activities of the Council and the database of civil society organizations that receive financial support from the City, follow updating the link, - Establish and maintain regular communication with representatives of civil society organizations registered in the City, - Establish and maintain regular communication with the Council for Development of Civil Society of the Croatian Government and with media representatives, - Organize round tables on topics related to civil society, FUTURE COOPERATION BETWEEN PARTNER TOWNS The town of Trogir is working with TWINNED TOWNS (a total of 21 town), which is not utilized enough of their experience. Therefore, in order to exchange experiences and was well organized: to learn from each others experience by training and exchanging best practice examples and dissemination to citizens thru active participation must be organized: - Round tables, - Conferences, - Exhibitions. CONCLUSIONS - FUTURE COOPERATION - - Activities covering civic participation, focusing in particular on European Union policies. - Initiatives developing opportunities for mutual understanding, intercultural learning, solidarity, societal engagement and volunteering at EU level. 6

7 The strand includes three specific measures: 1. TOWN TWINNING supporting projects bringing together citizens from twinned towns. By mobilising citizens at local and EU levels to debate on concrete issues from the European political agenda, this measure will seek to promote civic participation in the EU policy making process and develop opportunities for societal engagement and volunteering at EU level. 2. Networks of towns providing funding to municipalities and associations working together on a common theme in a long term perspective, and wishing to develop networks of towns to make their cooperation more sustainable 3. Civil society projects supporting projects gathering citizens in activities directly linked to EU policies, providing an opportunity for direct participation in the policy making process. Funded activities may include: - promotion of societal engagement and solidarity, gathering of opinions, volunteering 7
