From the 1st June 2016, the DEVIWAS project has officially been switched to Phase II which will last three additional years. The launching ceremony of the project was held on the 8th of September 2016 with the presence of Dr. Manig Wolfgang, Deputy Head of Mission from German Embassy in Vietnam, representatives from the Ministry of Construction, international organizations and businesses in Vietnam. This newsletter will provide you the detailed information about the launching ceremony as well as the important activities of the project in contribution to the development of the Vietnam water sector in general, and in promotion of the cooperation of German Vietnamese water companies in particular, that took place in the past three months. 3 Newsbrief Lời đề tựa 1. From the 16th to 24th of August 2016, the DEVIWAS Project Manager together with the leaders from five Vietnam water supply companies had a business trip to Russia. On this occasion, the delegation visited and worked at a large scale pumping factory, under Wilo SE Corporation, a member of German Water Partnership located in Noginsk. It is a factory consiting of offices and buildings designed and built under modern German model, safe and efficient in energy use. In the future, Wilo will possibly build a plant with similar scale and model in Vietnam to supply equipment to the entire market in the Southeast Asia. 2. On the 25 th of August 2016, a training course on Customer Service in Business was held at Binh Duong Water Supply and Sewerage Ltd. Company (BIWASE). The participants were leaders, managers and sales staff from the departments under BIWASE, Water Supply and Sewerage companies in Dong Nai, Tay Ninh, Long An, Dong Thap, Ben Tre, Tien Giang and Ho Chi Minh City. The training was given by Mr. Le Kim Tu, the CEO of Rang Dong Plastic Company. The experienced speaker, with his interactive teaching method, helped the trainees to participate directly in analysing, discussing and propossing solutions and inovations in customer service. For example: understanding customer psychology, building business psychology and company culture, crisis management, bad habits in communication that need to be avoided, etc. 3. During two days, the 30 th and 31 st of August 2016, in Hue city, the Central - Highlands Water Supply Sub-Association in collaboration with the DEVIWAS Project organised two training courses on Business Plan Management according to the PDCA model and Improving management capacity for unit leaders. The two training courses attracted 40 participants per course from 20 members of Central - Highlands Water Supply Sub-Association. These were opportunities for the participants to exchange their ideas, to share experiences and to contribute to develope their utility company quickly and sustainably, keeping up with the trend of integration, development in the region and the world. 4. From the 17 th to 19 th of August 2016, in Hanoi, Vietnam Water Supply and Sewerage Association held a training at Academy of Managers for Construction and Cities. The targeted participants were business corporate officers. The training course was aimed at providing trainees with the latest policies on labour, guiding them through the organisational activities, management of different types of enterprises as well as personel management such as job analysis, recruitment, training, staff building, staff evaluation and job promotion etc. 45 staff from Human Resource and Payroll Department of utility company members from the North getting involved in this course. The lecturers were Mr. Nguyen Tien Dinh, the former Deputy Minister of Ministry of Home Affairs, Mrs. Tong Thi Minh, Director of Department of Labour, Invalids and Social Affairs and Mr. Nguyen The Toan, the former Head of Faculty of Law under Hanoi National Economics University. 4 1 Launch of the Phase II of the Germany Vietnam Cooperation for the Competence Development of the Vietnam s Water Sector (DEVIWAS) Project At the Conference on launching of the Phase II of the Germany - Vietnam Cooperation for the Competence Development of the Vietnam s Water Sector (DEVIWAS) Project, Dr. Manig Wolfgang, Deputy Head of Mission from German Embassy in Vietnam, confirmed that the Phase I of the project has been successful, demonstrated through the commitment to support from all parties. The true measure of success is how many of the 90 million residents in Vietnam have access to clean water, said the Deputy Head of Mission from German Embassy in Vietnam.. Dr. Michael Prange, General Manager of German Water Partnerhsip (GWP), said Germany is a country with over 100 years of experience in the field of water supply. The country should have a number of great lessons to share with Vietnam. 100 percent of the German populations have been connected to clean water. The internal water use is 120 liters per person per day. The tap water is pure and drinkable. Unforeseen incidents such as water break have never happened. The water loss ratio is below 7%. Mr. Nguyen Dac Hoan - DEVIWAS Project Manager, said despite having some difficulties, the Phase I of the project had basically completed all 4 key tasks: Firstly, the management and organisational structure of Vietnam Water Supply and Sewerage Association (VWSA) became professional. A strategy of organization development by 2025 and towards 2030 has been developed, in which personnel for the three departments, including Training, International Cooperation and Policy Departments have been consolidated. Secondly, VWSA has provided training and advanced training services to the needs of our members. We are leaders, and are always keen to learn. I have seen many senior officers attending full training sessions. Many of them asked me why we had to improve the quality of the water sector, whilst this sector has been a monopoly industry in Vietnam. I answered them, we have been now in the trend in globalisation, training is not only to improve the quality of water, but also to improve the quality of customer service Mr. Hoan said. Thirdly, VWSA has become a professional organisation, which has been known as a reliable partner in professional forums. 4 Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector (DEVIWAS)

5 This organisation provides good information about economic and technological issues in the water industry to businesses, scientists, technical experts, politicians, the mass media when required. Fourthly, VWSA has promoted international cooperation network and supported in international technology transfer in the industry. While carrying out the Phase I of the project, we had a number of advantages. One of these advantages was the water sector, particularly the waste-water sector has been provided with a large investment fund by the government. On the other hand, VWSA, the only organisation representing the water industry in Vietnam, has been directed by prestigious and dynamic leaders. The regional associations have had strong financial resources, contributed by many important enterprises. The regional association s chairmen are young, dynamic and willing to invest in competence development activities. Finally, we very much appreciate the effective cooperation between VWSA with other organisations such as GWP, GIZ. Mr. Hoan, however, also stated a number of difficulties, for instance the project funding was limited, while the project has been operated nationwide. On the other hand, VWSA has been lack of staff, particularly skillful ones. VWSA has not built yet business plans and service delivery system in longterm sustainability (for example for consulting and training activities). Although the objectives and the expected results of the project are not changed, the DEVIWAS shall give priority to some specific tasks in the second phase. These include promoting the cooperation between water enterprises of Germany and Vietnam; decreasing the financial dependency and increasing the autonomy of VWSA through, for instance, getting money from tuition fees; reducing the participation of German experts and enhancing the participation of Vietnamese experts. The true measure of success is how many of the 90 million residents in Vietnam have access to clean water Dr. Manig Wolfgang, Deputy Head of Mission from German Embassy in Vietnam The Germany - Vietnam Cooperation for the Competence Development of the Vietnam s Water Sector (DEVIWAS) Project has been assigned to two implementing partners. They are Vietnam Water Supply and Sewerage Association (VWSA) and German Water Partnership (GWP). The project was developed with the aim of developing competence, improving role and position of VWSA in order to contribute effectively to the sustainable development of the water sector in Vietnam. The project was developed based on the proposal of SEQUA to the German Federal Ministry for Economic Cooperation and Development (BMZ). The phase I of the project was started in June 2013 and was finished in May On the 11th of May 2016, BMZ approved the Phase II of the project that will be implemented in the next three years, from Jun 2016 to May Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector (DEVIWAS) 5

6 2 By 2020, the aim of Hanoi City is to have an access to clean water for all the residents in the City, with the help of German equipment and technology, applying the German standards for drinking water. On the 1 st September 2016, the Chairman of Hanoi People s Committee Nguyen Duc Chung and the representatives from Hanoi based Departments received Mr. Wolfgang Manig, Deputy Head of Mission from German Embassy in Hanoi and in charge of economic cooperation, and the representatives of German organisations. The Departments included Department of Construction, Department of Planning and Investment, Department for Foreign Affairs and Natural Resources and Environmental Department. The German orgnisations included German Chamber of Commerce and Industry, German Water Partnership, and German businesses operating in the water sector. At the meeting, Mr. Nguyen Duc Chung stated four focused areas that Hanoi would like to give priorities to promote the cooperation with Germany, which included: 1. ENVIRONMENT SECTOR To renovate water supply and drainage systems and to build new water treatment plants to supply clean water with the German water quality standards. To conduct environmental treatment activities in the lakes, the ponds and the rivers in Hanoi. To build a sewage sludge treatment plant with a capacity of 1,000 tons/day. To build a waste treatment plant with a capacity of 4,000 tons / day. To equip for Hanoi city tank trucks, road sweeper trucks and waste cleaning and disposal trucks from Germany. To build construction waste treatment plants including concrete grinding systems for construction sites after demolition. 2. HEALTH SECTOR. To supply medical equipment from Germany to the big hospitals based in Hanoi. To build a modern test center for the Saint Paul Hospital. To scale up the medical devices production of Braun with a capital of 97 million USD. 3. CONSTRUCTION AND INFRASTRUCTURE SECTOR. To improve the cooperation in infrastructure development, especially in transport system (e.g. metro system), by applying appropriate technology standards and giving priorities in using German equipment. To use German equipment for tree pruning. 4. COLLABORATION AND TECHNOLOGY TRANSFER SECTOR. Hanoi is willing to invest on establishing an area which will be dedicated to the German firms, with the priority will be given to the development of high technologies and software. Hanoi is looking forward to organising a conference on investment promotion for the German-Vietnamese companies by the end of 2016 or the beginning of Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector (DEVIWAS)

7 VWSA provides the training in guidance documents to the Law on Construction 2014 On the 10th of March 2016, the Ministry of Construction issued five Circulars guiding the implementation of the Law on Construction To promptly assist related utility companies to operate in compliance with the Law, supported by the DEVIWAS Project, Vietnam Water Supply and Sewerage Association held a training in application of the above-mentioned Circulars in Hanoi on the 15 th of July and in Ho Chi Minh City on the 20 th of July. Nearly 200 people, of which 60 came from Hanoi and 110 came from Ho Chi Minh City, participated in the two training courses. They were leaders from businesses, staff from Economic Department, Planning Department, Department of Engineering, Project Management Office, Accounting and Financial Department and Project Management Board belonging to businesses in the North and the South of Vietnam. In the courses, the trainees participated enthusiastically in the spirit of actively learning and contributing. This shows that the need to be trained in a timely manner, on the guidance documents to the Construction Law in particular and other legislative documents related to the activities of businesses in the water supply and sewage industry in general is very important. Lecturers worked with the trainees to help them to learn and clarify the contents of the five Circulars, from Circular 05/2016/ TT-BXD to Circular 09/2016/TT-BXD. Circular 05/2016/TT-BXD guides users through the determination of unit labor costs in the management of construction investment costs, including the total investment costs, construction cost estimation, bid estimation, construction price, contract price and construction price index. Circular 06/2016/TT- BXD guides users through the management and determination of construction investment costs. The document provides guidance on the content and methods of calculating and managing the construction cost, including preliminary total construction investment, total construction investment, construction cost estimation, and construction bid estimation, construction norms, construction cost, construction price index, and machine and equipment price. Circular 07/2016/TT-BXD guides users through the price adjustment for construction contracts including principles, cases requiring the price adjustments, procedures, contents and methods of adjusting the price for the construction contracts. Circular 08/2016/TT-BXD guides users through some contents of construction consultation contracts, including building surveying consultation, consultation on preparation of feasibility studies in construction investment, construction design and consultation, construction supervision and consultation belonging to investment construction projects. These include the construction contracts between investors implementing projects with Public-Private Partnership (PPP) contractors implementing project packages. Circular 09/2016/TT-BXD guides users through construction works contracts. The participants showed their high appreciation of the high teaching quality and useful and practical lecture content provided in the training course. After attending the training, participants have acquired a deeper understanding of the circulars, helping their companies to comply with the provisions of the Construction Law, Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector (DEVIWAS) 7

8 4 Participants of the Training course on Occupational Safety and Hygiene was granted Certificate with a valid term of five years On 10th July 2015, Congress adopted Law on Occupational Safety and Hygiene (OSH) No. 84/2015/QH13, which provides measures of ensuring OSH; policies and compensation for those who suffer from occupational accidents and diseases; responsibilities and rights of organizations and individuals in respect of OSH and state management of OSH. The Law has been effective from the date of The Article 14 of this Law regulates the manager in charge of OSH, OSH officers from production/business establishments must participate in OSH training and obtain a certificate from an OSH training institution after passing the examination organized by that institution. To promptly assist the utility company members to implement the OSH in compliance with the Law, on the 7th to the 8th of July 2016, Vietnam Water Supply and Sewerage Association (VWSA) in collaboration with Construction Technical College No. 1 (CTC1) organized a training course on OSH for the utilities members of VWSA from the Northern region of Vietnam. The training course was supported by the Germany Vietnam Partnership for Competence Development of the Vietnam s Water Sector (DEVIWAS) Project. The Construction Technical College No. 1 has been assigned the task of providing training and issuing certificate by Ministry of Labor, Invalids and Social Affairs. 8 Germany Vietnam Partnership Project for Competence Development of Vietnam s Water Sector (DEVIWAS)

9 The course attracted the involvement of nearly 30 participants, who are directors, deputy directors, heads and deputy heads of these utility companies; person in charge of administrative and personnel; workshop managers, staff in charge of OSH from the northern regional utility company members. The participants were divided into two groups, in which the group no 2 would take a further training. Lecturer of the training is Mr. Vu Nhu Van, Former Director of Department of Occupational Safety, Ministry of Labor, Invalids and Social Affairs. During 2 days, lecturer and participants had learned, and discussed about policies and legislations on OSH, including the Law on OSH no. 84/2015/QH13 and regulations about the rights and obligations of employers and employees in regard to OSH; the principles in organizing and implementing the regulations on OSH at the facility; the risk and hazard factors in production and remedial, prevention measures. After two day training course, the participants took the examination and obtained the Certificate on OSH. This certificate has a term of 2 years. Following would be three day in-depth training for the group no 2. After the completion of the in-depth training course, participants would be awarded a certificate with a valid term of 5 years.
