1 RESEAU MONDIAL FORUM DES AUTORITES LOCALES DE PERIPHERIE (FALP) Pour des METROPOLES SOLIDAIRES COMMISION «VILLES de PERIPHERIE» COMISION «CIUDADES DE PERIFERIA» COMITTEE «PERIPHERAL CITIES» JULY 2017 Seminar of the FALP Network November 22nd to 24th, 2017 SAVE THE DATE!! In its will to continue to make hear the voice of peripheral cities, the world network FALP will organize an international seminar from November 22nd to 24th in Porto Alegre and São Leopoldo (Metropolitan region of Porto Alegre). The Legislative Parliament of the State of Rio Grande do Sul and the town hall of São Leopoldo will be the hosts of this event. In a difficult context of tensions, of political crisis, social and financial throughout the world, it is a question of carrying the voice of our cities, of our inhabitants to resist and build metropolises polycentric, interdependent, sustainable and democratic. The topics of the right to the city, youth, the democracy and the equality are as many topics which will be approached during the seminar. The program is in the course of construction and of more precise information will be given very soon. The local authorities, the universities, the organizations of the social movement are invited to take part in this meeting. An important international mobilization is essential to build a common diary of the network and to renovate the thoughts in one so complex moment in the history of Humanity.

2 A text (herewith) was written in order to present the challenges with which we are confronted. This one is subjected to your suggestions, observations, proposals and other comments to make of it a tool collective and being used for the mobilization. UCLG renovates its organization In her definition of the strategic priorities, the worldwide organization of local authorities UCLG renovated her mechanisms of development of policies and consultation of the actors. The objective is to reinforce the participation of the leading policies. This is why UCLG created 4 policy councils: - Right to the inclusive city and territories - Opportunities for all, culture and diplomacy of the cities: keys of the development and peace - Cities surer, resilient, durable and able to answer the crises - Multilevel territorial governance and durable financing The FALP network will have representatives in 2 policy councils : - Abdoulaye Thimbo, mayor of Pikine (Senegal) and Patrick Braouezec, President of Plaine Commune (France) will be in the policy council Right to the city. - Patrick Jarry, mayor of Nanterre, will be in the policy council of Multinevel territorial governance It s a recognition and a great opportunity to hear the voice of peripheral cities and to bring our political message within United Cities and Local Governments for policentic, interdependent, democratic and sustainable metropolises.

3 Moreover, in the new organization of UCLG, the number of comittees will be reduced and it is proposed to us that the comittee of Peripheral cities of UCLG becomes a Forum. We proposed that the FALP can be integrated as such in the of the worldwide organization. A support will be given to us in this new stage and an event of the network every 2 years will be supported by UCLG. The Executive Bureau of UCLG was held in Madrid from April 18th to 20th. Ary Vanazzi, mayor of São Leopoldo (Brazil) was present and it was the occasion to invite local authorities for the meeting of the FALP in November in Brazil. It also took part in the World forum on urban violences organized by the city of Madrid. Agenda of events From June 16th to June 19th the 17th conference was taken place of the Observatory of Participative democracy (OIDP) in Montreal (Canada). After the great success of the conference with Matola (Mozambique) in May 2016, this year the exchanges were directed around the themes of the participation without exclusion. This topic appears completely relevant in a context where the need for reinforcing the democracy is manifest and where the need to give again direction with the approach of participative democracy is essential. Peripheral Cities were present at this go. It was the occasion to continue our exchanges and also to reinforce our commitment for more democratic cities.

4 Following the conference of the OIDP, from June 19th to 23rd the congress was held of Metropolis (Worldwide association of the metropolises). During of this congress, network FALP Co-organized a session on the set of themes of the right to the city with the Comittee on Social Inclusion, Participative Democracy and Human Rights (CISDPDH) of UCLG. This political debate was based on a dialogue between elected, representatives of civil society and academics around the relation Right with the city and competitive Metropolis. The mayors of Pikine and Nanterre represented the FALP. Also the mayor of Montevideo and the representatives of Mexico City, of Seoul of Montreal took part in this round table.

5 Moreover, the network FALP was invited to take in a plenary session of the congress on the dialogue of the actors of the metropolis initiated by the Observatory of Metropolis. From September 14th to September 17th, 2017 place the 7th World forum of the cities for the Human rights with Gwangju (South Korea) will take. The world council and the executive Bureau of UCLG will be held in Hangzhou (China) from December 7th to 10th. A meeting of the policy Councils (as announced above). That will be the occasion to approach the next stages of the new organization of CGLU like making a return on the international seminar of Porto Alegre and São Leopoldo of November.
