2 Telephone Fax Website Functions MICT, established on 3 October 2002, is the central organization in the development and integration of ICT. MICT enables e- Government services throughout Thailand and is responsible for developing the Government Information Network (GIN). MICT formally reviews projects and formulates national ICT policies that lead to concrete action. It also encourages cooperation, domestically and abroad, in order to have efficient and comprehensive development and usage of ICT in all sectors. Moreover, MICT is responsible for promoting the increasing potential and competitiveness of the ICT industry and for supporting the development of personnel in all sectors and divisions so that they may use ICT efficiently. Strategic priorities MCIT has identified seven strategic priorities. They are as follows: 1) Develop infrastructure on information and communication technology of the country comprehensively and efficiently. 2) Develop a standard system for the management and integration of information of the government sector. 3) Develop and improve laws, rules and regulations, policy and various measures on information and communication technology in order to favour the development and change in information and communication technology, as well as, its usage, appropriately. 4) Develop competency of personnel and promote the knowledge and understanding of information and communication technology. 5) Promote and develop the application of information and communication technology to create comprehensive management and administration of government sector. 6) Build the potential of the information and communication technology industry to create value and competitiveness on the global stage. 7) Develop information and communication technology system for the management of the security and safety of the country. E-Government projects that are being managed by MICT are focused on building the infrastructure of the country. MICT is currently involved in developing the network for the government sector, the E-Government Portal and e-services. MICT is also working closely with other government agencies to prepare standards for exchanging information, connecting government networks and for developing ICT laws. At present, MICT is involved in developing 23 e-services for the public. MICT aims to offer improved G2B and G2C services in the future. Interagency coordination The Electronic Government Agency (EGA), formerly known as Government Information Technology Services (GITS), is the

3 government agency responsible for driving the creation and adoption of e-government services. EGA supports the connectivity of e-government systems to provide access to services such as education, healthcare and other public services. EGA also develops and manages the information infrastructure to support e-government. Additionally, EGA plays an important role in providing guidelines, research and development of e- Government measures and standards. Moreover, EGA offers project management and technical consulting services, as well as, training to enhance skills and knowledge of e-government. The National Broadcasting and Telecommunications Commission (NBTC) is the first independent state telecommunications regulator. NBTC is responsible for regulating all the telecommunications services in the country through the Master Plan on Telecommunications Activities. It also sets criteria and categories for telecommunications services. NBTC is tasked with permitting and regulating the use of spectrum for telecommunications services. Another responsibility is to grant licenses to telecommunications operators. Prior to this appointment, he taught Business and Economic Law at Chulalongkorn University. At the University, Mr. Yoonaidharma held various senior level positions. He was Vice Dean for Academic Affairs, Director General of the Intellectual Property

4 Institute and also served as Director General of the Science and Technology Law Center. From 2004 to 2010, he served as Commissioner of the Thai National Telecommunications Commission (NTC) which is under the purview of NBTC. Through the years, Mr. Yoonaidharma s accomplishments have included the drafting of telecommunications and ecommerce laws, and a proposal to liberalize and privatize governmentowned operators. Mr. Yoonaidharma was also appointed as a World Bank Transport and Telecommunications Expert to work with the Ministry of Finance and to facilitate corporatization of public utility service agencies. Furthermore, he prepared the position paper for the Thai Government to negotiate telecommunications services under the Uruguay Round leading up to the Thai Schedule of Commitment of 1994 and He was also the Lead Negotiator on telecommunications services and participated in the deliberations for the JapanThailand Economic Partnership Agreement, ThailandUS Free Trade Agreement (suspended), ThailandIndia Economic Cooperation Agreement, ASEANChina Closer Economic Cooperation Agreement and the ThailandAustralia Free Trade Agreement. Additional information He was nominated as Chairman of the ASEAN Telecommunication Regulators Council (ATRC) in He also served as CoChair for the ASEANJapan Telecommunication Dialogue and the ASEANChina Telecommunication Dialogue. Mr. Yoonaidharma has also been a speaker at various meetings and conferences such as the International Telecommunications Society (ITS)(Turkey), the International Media Policy course in Oxford (UK), the Necessary Knowledge Workshop at the University of Pennsylvania (US), the Regulatory Economics and Processes course at Public Utility Research Center (PURC) (US), the Africa- Asia Universal Service Policy seminar at Curtin University of Technology (Australia), the 8th Global Symposium for Regulators (GSR)(Thailand), the International Institute of Communication Annual Conference 2009 (Canada) and at the ASEM Workshop on Building an Inclusive Information Society (Malaysia).
